About this file

The document is a Technical Compliance Crosswalk for a Global Navigation Satellite System (GNSS) solicitation issued by the U.S. Coast Guard (USCG), detailing comprehensive technical requirements for GNSS receivers and antennas. The solicitation (70Z04425RC2PL2529) seeks procurement of 402 GNSS receivers and 804 GNSS antennas over a 5-year period, with strict specifications covering size, voltage, environmental durability, electromagnetic compatibility, positioning accuracy, and operational capabilities. Key technical thresholds include compliance with international standards (IEC 60945, IEC 61108-1), operating temperatures from -40°F to +140°F, IP67 waterproofing, horizontal position variation less than 2m, support for multiple satellite constellations (GPS, Galileo, GLONASS, BeiDou, QZSS), and specific data interface requirements.

The solicitation mandates delivery within 90 calendar days of award, with an objective delivery timeline of 45 calendar days, and requires a minimum one-year commercial warranty. Vendors must provide comprehensive documentation demonstrating compliance with each technical specification, including capabilities for satellite signal selection, position determination, configuration management, and communication interfaces. Objective capabilities beyond threshold requirements include extended voltage ranges, enhanced IP ratings, additional satellite constellation support, multiple communication interfaces, and advanced features like anti-jamming and anti-spoofing technologies. The procurement emphasizes new commercial products, explicitly excluding used, refurbished, or gray market items.
