This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quotation (RFQ) number FA462523Q1045 shall be used to reference any written quote provided under this RFQ.

The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02; Effective 03/16/2023, Defense Federal Acquisition Regulation Supplement DFARS Change 03/22/2023; Effective 03/22/2023, and Air Force Federal Acquisition Regulation Supplement Change 03/01/2023; dated 03/01/2023.

This requirement is a set-aside for 100% Small Business and will be solicited through SAM.gov as a Firm Fixed contract.

The North American Industry Classification System (NAICS) code for this project is 326199 with a size standard of 750 employees.

The purpose of this combined synopsis and solicitations for the Repair of a Raised Floor in accordance with the attached Statement of Work.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

Evaluation

FAR Provision *52.212-2, Evaluation -- Commercial Items (Oct 14), applies to this acquisition and the following evaluation is applicable:

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(1) Price: Offerors must provide a lump sum price to provide all parts, equipment, and services required to Repair a Raised Floor in accordance with the Attached Statement of Work.

The Government will evaluate prices for Fair and Reasonableness using one or more of the methods listed in FAR 13.106-3.

(2) Technical: Offerors must provide a technical approach. The technical approach should outline the offeror’s plan to complete all work outlined in the Statement of Work. The technical approach must include the following:

• A list of material that will be used

• Duration of time for project completion, detailing the expected lead time, delivery time, and installation time.

• If warranty conditions apply or maintenance availability, offeror must provide details.

• Any other information the offeror finds relevant to outline their approach.

A technical evaluation will be completed for each offeror’s approach. Technical submissions will receive a rating from Table 1 based on their approach and understanding of the requirement.

ADJECTIVE TECHNICAL RATINGS

Rating Description

Outstanding The Offeror’s proposal meets requirements stated in the SOW; it indicates an exceptional approach and understanding of the requirements.

Good The Offeror’s proposal meets requirements stated in the SOW; it indicates a thorough approach and understanding of the requirements.

Acceptable The Offeror’s proposal meets requirements stated in the SOW; it indicates an adequate approach and understanding of the requirements.

Unacceptable Proposal does not meet requirements stated in the SOW.

(3) Past Performance: Offerors must provide a minimum of two but no more than three references for whom they have performed Recent/Relevant work. The following must be provided for each reference: Organization, Point of Contact (POC) Name, email, phone number, and a description of the work. The Government reserves the right to review other sources for past performance information such as the Contractor Performance Assessment Reporting System (CPARS).

Past performance will be evaluated using Table 2 listed below. Each offer will be assigned a performance confidence rating considering their recent and relevant past performance.

Table 2:

Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort

Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

(i) Recent means that the end of the period of performance was within 5 years of the date this solicitation was issued. "Within" means that no more than 5 years passed between the end of the period of performance and the date that this solicitation was issued.

(ii) Relevant means contracted efforts where the government is the end user, and where the offeror has performed work of a similar magnitude in the same or related industry.

(b) Relative Importance of Factors: Technical and Past Performance are approximately equal, and are together more important than price; however, price will still contribute to the evaluation.

FAR Provision *52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 17), with its Alternate I (Oct 14), applies to this acquisition. All vendors must be registered in System for Award Management at https://www.sam.gov/portal/public/SAM/ at the time of Quote submittal.

FAR clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (Jan 17), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

The applicable FAR & DFARS Clauses are attached under Attachment 3 - Clauses.
