About this file

This is a Statement of Work (SOW) for rehabilitating the Log Cabin Resort drainfield system located at Lake Crescent within Olympic National Park (OLYM). Contract number 140P8326Q0021 requires the contractor to repair and restore Zone 1 of the Geoflow subsurface drip irrigation system to full operational capacity by June 1, 2026. The primary issue is a pinhole rupture in a 2-inch PVC feed line that allowed sand, sediment, and organic debris to infiltrate the 0.64-inch Geoflow Wasteflow PC dripline with 12-inch emitter spacing.

The contractor shall perform diagnostic, flushing, and repair procedures including: manually excavating 8–10 dripline inlet and flush return connection points to approximately 24 inches depth; sequentially flushing each segment to remove sediment and restore unobstructed flow; conditionally excavating up to 18 dripline loops to isolate segments that cannot be cleared via initial flushing; replacing up to two dripline segments with new Geoflow Wasteflow PC tubing and lockslip connectors if flushing fails; and performing full Zone 1 system operational testing including automation verification, valve function, air/vacuum breaker performance, and dosing validation. All work must comply with manufacturer specifications, NPS infrastructure standards, OSHA 29 CFR 1926, ASTM F714, EPA 832-R-92-005, and Geoflow Inc. installation guidelines. The contractor must begin work within 10 calendar days of Notice to Proceed, restrict operations to Monday–Friday 8:00 a.m.–5:00 p.m., attend a mandatory preconstruction conference, maintain compliance with EPA SWPPP standards and NPS invasive species protocols, and submit required documentation including product data sheets, daily flushing logs, as-built drawings, and pre- and post-restoration photographs. Final acceptance is contingent upon functional Zone 1 operation, visual restoration of all disturbed areas, and verification of free flow in each dripline segment.

Attachment 4: Statement of Work (SOW) Rehabilitate Log Cabin Drainfield 140P8326Q0021 Olympic National Park (OLYM)

SECTION 01 10 00

DIVISION 1 – GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 – DESCRIPTION OF WORK

1.1 Background

The Log Cabin Resort Geoflow subsurface drip drainfield is a key component of the wastewater disposal system serving the Log Cabin Resort at Lake Crescent, within Olympic National Park. Zone 1 of this system has experienced operational failure due to a pinhole rupture in a 2-inch PVC feed line, allowing sand, sediment, and organic debris to infiltrate the 0.64-inch Geoflow Wasteflow PC dripline with 12-inch emitter spacing. The purpose of this contract is to repair and restore Zone 1 to full operational capacity in compliance with manufacturer specifications, NPS infrastructure requirements, and applicable federal standards.

1.2 Work Covered by the Contract Documents

The Contractor shall perform all tasks associated with diagnostic, flushing, and repair procedures for the Zone 1 drip irrigation system. Work includes:

• Locating and hand-excavating all dripline segment inlet and flush return connections (expected 8–10 segment pairs) at approximately 24” depth in sandy/duff soils.

• Sequentially flushing each segment to remove sediment and restoring unobstructed flow.

• Conditionally excavating up to 18 dripline loops as needed to isolate partial segments that cannot be cleared via initial flushing.

• Replacing up to two (2) dripline segments with new Geoflow Wasteflow PC tubing and lockslip connectors if flushing fails.

• Performing full Zone 1 system operational testing with NPS, including automation verification, valve function, air/vacuum breaker performance, and dosing validation.

• Restoration of all disturbed soils, piping, and structures to original design elevations and cover conditions.

All materials, testing, and repairs shall conform to manufacturer specifications, NPS facility infrastructure standards, and applicable OSHA, EPA, and ASTM criteria.

Period of Performance:

All work must be completed prior to June 1, 2026, including final inspection, documentation, and restoration.

ITEM 2 – EXISTING UTILITIES

2.1 Prior to any subsurface work, the Contractor shall contact utility location services (e.g.,

811) and notify the CO and COR.

2.2 The Contractor is responsible for avoiding damage to known and unknown underground systems, including control wiring and nearby potable water lines.

2.3 Utility outages must be coordinated 48 hours in advance. No shutdowns shall occur without written authorization from the COR. Temporary protection measures must be provided as needed.

ITEM 3 – CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations:

The Contractor shall adhere to NPS regulations and Superintendent Compendium policies for Olympic National Park. All operations shall avoid unnecessary disruption to park visitors, sensitive soils, and native vegetation. No work is allowed outside the designated Zone 1 footprint without written approval.

3.2 Work Hours:

Work shall be limited to Monday–Friday, 8:00 a.m. – 5:00 p.m., unless authorized by the CO/COR. No work on federal holidays or weekends without CO/COR pre-approval.

3.3 Site Access & Limits:

Access will be provided from the existing service path leading to the Drainfield Dosing Building and drainfield. Heavy equipment is not anticipated. All site access must utilize existing travel routes and maintain soil compaction limits as specified by NPS.

3.4 Staging Areas:

Minimal material and tool staging will be permitted in the parking areas adjacent to or across from the dosing building. An NPS-approved site map will be provided to define limits of disturbance.

3.5 Environmental Protection:

Ensure environmental protection as follows:

- Comply with EPA SWPPP standards.

- Avoid trenching during saturated soil conditions to prevent rutting.

- Use erosion blankets or straw wattles in disturbed sloped areas.

- Comply with NPS invasive species prevention protocols by pressure washing equipment prior to arrival.

3.6 Pest & Wildlife Protection:

No trapping or wildlife displacement is permitted. Equipment and waste must be secured to prevent attracting wildlife.

3.7 Restoration & Clean-up:

All soil shall be re-compacted to original grade. Reseeding is not anticipated unless otherwise disturbed beyond excavation zones. Photographic evidence before and after shall be submitted.

ITEM 4 – COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 Contractor must begin work within 10 calendar days of Notice to Proceed and complete all work before June 1, 2026. Delays beyond this date may compromise resort and wastewater operations.

ITEM 5 – EXAMINATION OF SITE

5.1 A site visit is highly recommended before bid submission. Conditions include narrow utility corridors, native vegetation, and variable soil compaction. Failure to assess site shall not constitute grounds for delay or price adjustment.

ITEM 6 – ABBREVIATIONS

Standards referenced in this contract include:

- OSHA 29 CFR 1926 (Excavation, Confined Space, PPE)

- ASTM F714 (PVC pressure piping)
