About this file
This is a Scope of Work (SOW) template document for a Request for Proposals (RFP) issued by California Volunteers for the College Corps Event Management and Support initiative (Secondary #CV26-100). The contractor will plan and execute 16 large-scale statewide events over a two-year contract period, facilitate content planning processes, recruit and train session facilitators, produce event materials and environmental branding, and provide comprehensive project management, logistics, and operational oversight. The initiative aims to build a shared sense of identity, connection, and purpose among College Corps fellows across California. The total award amount is up to $1,488,074.00, with a two-year contract term.
Specific cost requirements mandate minimum allocations of $686,000 for Personnel, Staffing, and Subcontractor Costs; $188,000 for Indirect Event Costs; and $537,000 for Direct Event Costs. Proposers must demonstrate a minimum of 3% Disabled Veteran Business Enterprise Services (DVBE) participation and a minimum of 25% Small Business (SB) participation to be eligible. The evaluation process consists of five phases, with cost evaluation accounting for 60 points (representing at least 30% of the total score per State Contracting Manual requirements). An Addendum issued on June 15, 2026, updated the cost evaluation methodology to reflect the five-phase evaluation structure and adjusted point allocations accordingly.
