About this file
This document contains the Statement of Work (SOW) Clarifications for a federal contract solicitation for Laundry & Linen Services at the Coatesville VA Medical Center. Key details include:
The contractor is expected to provide and launder all linen items per the general linen list, including resident/patient clothing. The Coatesville VA Medical Center will only provide their own behavioral health fitted sheets for laundering. Deliveries are currently Monday-Friday overnight, with a preference for 6am deliveries Monday-Friday using a box truck. Resident clothing should be delivered and returned 2-3 times per week. The previous incumbent was FDR Services Corp. of Virginia, Inc. under contract #36C24420D0001 for $189,399.13, which had some challenges. The primary challenges facing the Coatesville VA include receiving the requested linen par levels and the return of clothing and other goods. The VA is also renting certain linen items like towels and sheets. The contractor will be required to meet daily par levels for linen items.

Attachment 5 – Statement of Work Clarifications Question 1: Is Contractor expected to provide all linen for this solicitation per the general linen list provided as each CLIN including resident/patient clothing states to “Provide and Launder”. Is contractor responsible for replacement/substitutions in lieu of shortage?
Answer 1: Contractor is expected to provide all linen per the general linen list in the solicitation. Resident clothing is to be laundered and returned, same for COG (mops, hipsters, patient pajamas, clothing protectors and our behavioral health fitted sheets).
Question 2: Will Coatesville VA Medical Center provide their own linen for laundering service?
Answer 2: The only linen that we will provide for laundering is our behavioral health fitted sheets.
Question 3: I just want to confirm these deliveries will be done daily or is there a schedule I can refer to?
Answer 3: Deliveries currently are Monday-Friday overnight. We would prefer deliveries Monday-Friday at 6am at our laundry facility, that would require a box truck.
Question 4: Could you please verify whether patient items need to be returned or delivered every day of the week, or only from Monday to Friday?
Answer 4: Resident clothing should only be delivered Monday-Friday at least two times a week. We send them out on Monday, Wednesday, Friday and would like them returned on Tuesday and Thursday.
Question 5: May I please request the following information: previous incumbent, contract number, and contract amount? Were there any particular challenges or issues with previous contracts?
Answer 5: FDR Services Corp. of Virginia, Inc., contract 36C24420D0001 in the amount of $189,399.13. Yes, there were challenges.
Question 6: What are the primary challenges you're facing in your laundry operations?
Answer 6: Our primary challenges are receiving the par requested, the return of COG and resident clothing.
Question 7: How do you handle fluctuations in laundry volume or unexpected spikes in demand?
Answer 7: Anytime that our laundry fluctuates or spikes we do a room sweep of the unit looking for hoarding.
Question 8: Can you share examples of experiences with previous laundry service providers that exceeded your expectations?
Answer 8: No.
Question 9: What specific qualities or attributes did you appreciate most about your best experiences?
Answer 9: There were none.
Question 10: Just wanted to confirm that there will be laundry that needs to be rented when it says : “Provide and launder rented linens for patient beds”?
Answer 10: Yes, we will be renting towels, washcloths, flat sheets, fitted sheets, gowns, blankets, and dish towels.
Question 11: 6.2.1 Linen is packaged in bulk by item according to quotas and established arrangement. Is there daily or weekly item quotas?
Answer 11: Yes, daily par.
Question 12: Is there an actual delivery schedule?
Answer 12: Yes. Please refer to the SOW and Q&A above.
Question 13: Can you please clarify if this is for both rental and laundry services:
Provide and launder rented linens for patient beds.
