About this file

These documents are security inspection and briefing forms for federal grand jury court reporter contractors. They establish comprehensive security requirements and inspection procedures to protect grand jury information across multiple facilities and operational contexts.

The forms address four primary security domains: personnel security, information security, physical security, and information technology security. Personnel requirements mandate background investigations renewed every five years, with cleared court reporters maintained on approved lists. Information security mandates constant observation of grand jury materials (notes, audio tapes, drafts, computer media), immediate storage in locked containers after use, and understanding of safeguarding policies by all personnel. Physical security requires lockable doors, restricted access, intrusion detection systems with 15-minute response capability, alarm testing at least annually, and protection of materials during unauthorized facility access. Information technology security specifies standalone computers without network connections, removable media stored in GSA-approved safes with annual combination changes, prohibition of non-USAO transcription work on shared equipment unless sanitized immediately, Level 6 shredders (.08 x .50 mm) for paper destruction, and exclusive use of approved devices. Materials must be packaged, transported, and shipped to the USAO per contract specifications. Court reporters must sign security briefing and acknowledgment forms annually, certifying compliance with Rule 6(e) of the Federal Rules of Criminal Procedure, DOJ Instruction 1700, Justice Manual 9-11.000, and USAPP 3-15.120.004. Government reviewers complete compliance checklists addressing approved personnel, background investigations, approved rooms and locks, alarm monitoring, storage containers, computer approvals, material destruction, and incident reporting. Annual facility inspections verify security requirements across all operational areas.
