About this file

This document is a Questions and Answers (Q&A) file clarifying requirements for a court reporting services solicitation with the U.S. Attorney's Office District of Idaho.

The RFQ is for Grand Jury transcription services only, with an estimated 3,500 pages for regular transcripts in the base year and 2,000 pages maximum for daily transcripts (250 pages base year, 500 pages option years). All delivery must occur within 10 business days or daily as specified, with transcripts and Grand Jury materials delivered via USAFX unless otherwise instructed by the Assistant U.S. Attorney; SDHD cards will be delivered to the office or location the AUSA designates. Page quantity estimates are based on historical usage and projected cases/USAO mission priorities, with no historical data to be shared. Idaho-specific requirements mandate that court reporters hold Idaho Certified Shorthand Reporter (CSR) certification through the Idaho Certified Shorthand Reporters Board, possess a recognized national certification from the National Court Reporters Association (RPR, RMR, RDR, CRR, or CRC), demonstrate three years of active work experience within the past five years, and maintain an Idaho Notary Public Commission. SD card technical specifications are 4GB–8GB with Speed class U1/C10. The RFQ clarifies that exhibit copies are not a separate pricing line item, the 3,500-page quantity in the main table is correct (the 525-page embedded figure is a system error), and no pricing line for exhibit handling is required despite SOW instructions.

5. If depositions are in scope, will they occur at the courthouse locations, or will other venues be utilized? N/A

7. Can we expect any delivery needs outside of 10 business day and daily delivery? No

8. Are the estimated page quantities based on actual historical usage? If so, can you share that historical data? These are estimates based on historical as well as projected cases/USAO mission priorities. No data will be shared.

9. What are the technical specifications required for the SDHD card? Our office orders SD cards with the following technical specifications:4GB – 8GB, Speed class of U1 / C10

10. Are there any Idaho-specific licensure or certification requirements for court reporters beyond federal security clearance? State Certification: You must be certified as a Certified Shorthand Reporter (CSR) through the Idaho Certified Shorthand Reporters Board. National Exam Qualifications: Idaho requires you to hold a recognized national certification from the National Court Reporters Association (such as the RPR, RMR, RDR, CRR, or CRC).Work Experience: If you apply for a license by endorsement, you must prove you have actively worked as a reporter for three out of the last five years. Alternatively, new reporters must pass the required national certifications. Notary Public: After successfully obtaining your Idaho CSR license, you must also obtain an Idaho Notary Public Commission in order to swear in witnesses.

11. There are specific instructions in the SOW on how exhibits will need to be handled.

Will you add a pricing line item for “Exhibit Copies” to the “Schedule of

Supplies/Services” section? No, this was an overlooked instruction, they are no part of this requirement.

12. The base year (item 0002) shows a maximum quantity of 250 pages for daily transcripts, while Option Years 1 through 4 (items 1002, 2002, 3002, 4002) all show 500 pages. Are the quantities correct? These are correct

13. The regular transcript line items (0001, 1001, 2001, 3001, 4001) each include an embedded delivery schedule notation: "Quantity: 525.000000" "Place of Performance Address: U.S. Attorneys Office District of Idaho, 1290 W. Myrtle Street, Suite 500, Boise, ID 83702-6944"

a. Does the 525-page quantity embedded in the delivery schedule represent something different from the 3,500-page maximum quantity shown in the main table? If so, what does each figure represent? This is a clerical/system error, the 3500 number is correct.

b. The Boise address listed (1290 W. Myrtle Street) is the USAO office address, not the courthouse address (550 W. Fort Street). Should delivery be to the USAO office or the courthouse? Transcripts/GJ material are delivered via USAFX unless otherwise instructed ie the SDHD and that will go to the office/place the AUSA instructs.
