3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide Services for the following tasks marked by an

“X”:

[X] Base: Cost proposal to renovation ventilation system to include automated controls in the greenhouse at Pecan Station in Somerville, TX.

[X] Add\Alt #1: Cost proposal to replace the greenhouse roofing system to include ancillary work at Pecan Station in Somerville, TX.

[X] Add\Alt #2: Cost proposal to provide and install cooling pad system in the greenhouse at Pecan Station in Somerville, TX Cost

4.0 PROJECT REQUIREMENTS:

a. The Contractor shall renovate the greenhouse ventilation. The project is located at the Southern Plains Agricultural Research Center, Pecan Site at 10200FM 50 Somerville, Texas.

b. The Contractor will replace the greenhouse roof panels and install cooling pads for the ventilation system subject to funding availability.

c. The Contractor’s proposal shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie., UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.

d. A rough estimate of the building square footage area is 2400 sqft;

however, the Contractor is responsible for taking their own measurements.

e. The Contractor is responsible for all conditions that would be visible during a normal site visit by a qualified contractor.

f. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

g. Projects in excess of $35,000 will require Payment and Performance bonds. Obtaining and the cost of these bonds is the responsibility of the Contractor.

h. Contractor is required to be registered in the Government’s System Award Management (SAM) in order for bid to be accepted.

i. Contractor must register in Government’s Invoice Payment Platform (IPP) and submit invoice electronically for payment.

4.1 Base bid:

a. The project will renovate the ventilation system for the greenhouse to improve the climate control in each half of the greenhouse to include automated controls.at the Somerville, TX Pecan site for the Southern Plains Agricultural Research Center.

b. The Contractor bid will provide a turnkey project.

a. Greenhouse volume for each half is 32,300 cubic ft with each half being

16,150 cubic feet.

b. The Contractor will modify the rooftop louver section so that it will operate as two independent system. The existing manual gear box will be relocated to the center joint for the front half of the greenhouse. A new manual gear box (with chain) will be provided and installed in the center joint for the back half of the greenhouse. The louver will be made into two sections.

c. The Contractor will ensure each roof top louver section opens and closes smoothly and evenly across the entire length of the louver.

d. A nonoperational section of the louver approximately 8 feet in the center of the greenhouse will be required to split the louver (break the louver at a joint).

e. Aluminum H-channel for twin wall polycarbonate will be used as necessary to make louver modification.

c. The Contractor will provide and install four (4) recirculation fans in each half of the greenhouse (8 total).

1. Fans will be Schaefer HAF Fan, model VK12 or equivalent.

2. Contractor will mount the fans in the locations shown. Contractor will provide necessary mounting brackets to suspend fans such that bottom of fan is at least 7’ above finished floor.

3. Additional support as required for the exhaust fan will be provided.

4. Fan will have proper guards as per OSHA requirements.

5. The Contractor will route electricity from source to device, as necessary. (115v, 1.3A each fan).

6. Fan to be installed with a three-way switch (auto-off-on).

7. All electrical will be designed for wet environments.

8. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

9. The Contractor will provide circuit breakers if cannot re-purpose existing.

10. System to be connected to automated control system.

d. The Contractor will install an upper exhaust fan with an associated gooseneck intake in each half of the greenhouse.

1. The Contractor will remove the supply fan from above the entry door and associated plastic tube.

2. The Contractor will install a 12” gooseneck intake with shutter in the fixed portion of the rigid vent.

3. Fans will be Commercial Shutter Fan, model VES24 with shutter.

Approximately 4600 cfm at 0.0 static pressure. Balanced 3 blade and chrome guard.

4. Fan housing will include discharge louver that opens and shuts with fan operation.

5. Exhaust fan and gooseneck shutter will be interlocked for operation.

6. Additional support as required for the exhaust fan will be provided.

7. Fan will have proper guards as per OSHA requirements.

8. The Contractor will route electricity from source to device, as necessary (115v, 4.8A).

9. Fan to be installed with a three-way switch (auto-off-on).

10. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

11. All electrical will be designed for wet environments.

12. System to be connected to automated control system.

e. The Contractor will remove the two end wall exhaust fans and deliver the fans to the Government. The Contractor will close in the opening with twin wall polycarbonate and H-channeling.

f. The Contractor will install 4 exhaust fans (2 in each half of the greenhouse).

1. Fans will provide a turnover rate every minute.

2. Fans will be belt driven drawing 8000-12000 cfm. Fan housing will include discharge louver that opens and shuts with fan operation.

3. Additional support as required for the exhaust fan will be provided.

4. Fan will be Schaefer Slantwall Exhaust fan Model 363S12 or equivalent.

5. Fan will have proper guards as per OSHA requirements.

6. The Contractor will route electricity from source to device, as necessary (115/230v, 4.6/2.3A).

7. Fan to be installed with a three-way switch (auto-off-on).

8. All electrical will be designed for wet environments.

9. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

10. The Contractor will provide circuit breakers if cannot re-purpose

11. System to be connected to automated control system.

g. The Contractor will install shutter system on the wall opposite of the exhaust fans in each half of the greenhouse.

1. 27” x 27” shutters connected together for a length of approximately 40 feet in each greenhouse with 12” spacing between louvers. Louvers to be centered in each half of the greenhouse. See typical example below.

3. Shutter to be commercial inlet shutter, Model LRW27E or equivalent.

4. Shutters will be mounted 6-8” from existing wall. Aluminum framing to be used.

5. Each shutter will have own motor operator.

6. Shutters in each half of the greenhouse will operate in unisom in two stages. Stage 1 every other shutter operates, and second stage remaining shutters will operate.

7. The Contractor will route electricity from source to device as required.

8. Fan to be installed with a three-way switch (auto-off-on). Will require two switches for separate operation of each set of shutters.

9. All electrical will be designed for wet environments.

10. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

11. The Contractor will provide circuit breakers if cannot re-purpose

12. System to be connected to automated control system.

h. The Contractor will install infrared heating system.

1. The Contractor will install one Solaronic Sun tube single-stage infrared tube heating units in each greenhouse section (total of 2 units). See Attachment 3 for specifications.

2. Units will be hung at locations indicated.

3. All units will be vented out the end wall of the greenhouse (common venting is not permitted.

4. Unit will be 30 feet long, center in each half of the greenhouse.

5. Units will be designed to operate on propane.

6. The Contractor will route electrical power from source to device as necessary.

7. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

8. The Contractor will provide circuit breakers if cannot re-purpose existing.

9. The Contractor will route new propane line from the outside tank to each heater. One line can be routed provided it will provide enough volume for each heater.

10. System will be connected to an automated control system.

i. The Contractor will provide install control system, turnkey.

1. The control system will be capable of at least 6 staging of cooling and two of heat.

2. The system will be easily programmable and set points adjustable by site personnel. (System personnel are not required to make changes.)

3. The system will have a proven record of performance for at least 3 years.

4. Separate equipment rated electrical contacts will be provided for recirc fans, each side exhaust fan, two for the shutters, top exhaust fan, heater, and cooling pad.

5. The system will be expandable.

6. The system will include an option to remotely monitor the system.

7. Required sequence of operation as shown in Attachment 2. Sequence of operation to be adjustable.

8. Temperature sensor to be part of the aspirator unit to send signal back to control.

9. The Contractor will route electrical and control wire as necessary.

10. Control to be iGrow 800 Environmental controller with integrated contactor cabinet or equivalent.

11. Separate independently operated control system for each half of the greenhouse.

j. Contractor will remove center concrete sidewalk and properly dispose or recycle concrete, as necessary. The Contractor will saw cut concrete at site of removal to prevent damage to existing concrete that will remain. All saw cutting of concrete will be done wet to minimize dust formation and all necessary requirements to protect workers and other site personnel will be adhered to.

k. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

l. Pending being cost effective; the Contractor will use biobased products meeting the minimum standard for content as defined in ASTM D6866 (Biobased Content Testing). The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. Cost is acceptable reason for not using biobased products. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).

4.2 Add\Alternate #1:

a. The Contractor will provide a turnkey project to replace the twin-wall polycarbonate ceiling panels.

b. The Contractor will replace all roofing panel with new twin wall polycarbonate panels (8 mm) to match the existing.

c. The Contractor will use aluminum H channel designed for twin-wall polycarbonate.

4.3 Add\Alternate #2:

a. The Contractor will provide a turnkey project to provide and to install a new cooling pad system in each half of the greenhouse including new cooling pads.

b. The Contractor will remove the exist cooling pad system.

c. New cooling pad system will be a complete 4” PVC or stainless evaporator cooling pad system to include pump, cooling pads, water storage for system operation, and all mounting equipment.

d. System will be approximately 40’ in length and 3 feet in height and 4” deep centered each half of the greenhouse.

e. Contractor will route electrical service to the system.

f. All electrical wiring will be in conduit with the exception of whip used to connect equipment.

g. The Contractor will provide circuit breakers if cannot re-purpose existing.

h. Contractor will route water to each unit.

i. Pump to be installed with a three-way switch (auto-off-on).

j. Contractor will connect the system to the control system and verify operations.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards.

Additional procedures and materials may be required than is indicated herein.

If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

5.3 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the COR for review. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.

Submittals are required for exhaust fans, infrared heaters, shutters, and cooling pad system and will be stamped by the general contractor prior to submission to the Government. Any work\material completed before approval of a submittal is at the contractor’s own risk.

5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor with all required manufacturer’s inspection requirements being performed.

5.5 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR\LSM.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.

c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

d. Contractor shall furnish a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP\APP shall be approved by the Government before construction work commences.

5.6 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.

c. No restrooms facilities will be available. The Contractor is responsible for providing their own restrooms.

5.7 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and\or contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.

5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting fro the work to the satisfaction of the COR.

5.9 Warranty:

a. Provide one-year general contractor’s warranty for areas repaired.

5.10 Final Payment/Contract Closeout: The following submittals are REQUIRED

PRIOR TO FINAL PAYMENT:

a. General and Subcontractors one (1) year warranty on work.

b. All warranties from manufacturers covering equipment\material.

c. O&M manuals for all equipment.

d. As-built drawings.

e. Release of liens.

f. Payroll sheets

g. Any other documents as required by the contract.

6.0 PROJECT SCHEDULE: The contract time for this project is 120 calendar days from the Contractor’s Notice to Proceed.
