About this file
This announcement solicits white papers and proposals for two arrangements under the Air Force Research Laboratory's Satellite Assessment Center program. The arrangements are for Satellite Threat Assessment and Research Studies (STARS) and Satellite Assessment Tools for Unique Research Needs (SATURN).
STARS seeks methods for satellite and space object data curation, as well as production and delivery of directed energy effects analyses, assessments, models, simulations, and intelligence products. This includes satellite and space object data collection, quality management and access management. It also includes threat assessment, materials research, satellite resiliency research, and probabilistic risk assessment. SATURN seeks methods for development and modernization of directed energy modeling, simulation, and analysis tools. It also seeks infrastructure modernization. This includes materials analysis software, photometric and radiometric modeling software, military utility assessment software, threat engagement modeling software, probabilistic risk assessment modeling software, and satellite database development. White papers are due within a specified period. Total estimated value is $36 million over the program's duration.

| A_SR | Status Report | The Status Report documents the status of Awardee effort towards achieving Arrangement objectives. It identifies accomplishments to date and difficulties encountered, and compare the status achieved to planned goals and the resources expended. It is used by the Government to monitor and evaluate Awardee performance. It is not intended that all requirements herein should be applied to every program. Portions of the DID are subject to tailoring by deletion depending on the specific status reporting requirements of the project. This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the Arrangement. This DID is applicable to time and material, research and development and other Arrangements where use of Cost Performance Reporting (CPR) or Cost/Schedule Status Reporting (C/SSR) are not appropriate. It is not applicable on fixed-price Arrangements. It is acquired on a periodic basis. It is not intended that all the requirements contained herein should be applied to every Arrangement or program phase. Portions of this DID are subject to deletion tailoring depending on the management requirements of the solicitation/Arrangement in which it is applied. It may also cover a particular aspect of software operation, such as instructions for a particular position or task. The SUM is developed for software that is run by the user and has a user interface requiring on-line user input or interpretation of displayed output. If the software is embedded in a hardware-software system, user manuals or operating procedures for that system may make separate SUMs unnecessary. | For Deliverable Content, include Data Item Description (DID) elements located at DID located at https://quicksearch.dla.mil/qsSearch.aspx | DI-IPSC-81443A | Once for each uniquely identified computer software product | Within 30 CD of the first BD following completion of validation and acceptance of the software product. | PM | 15 CD | APPROVAL | 30 CD | AO | PM | |

| P_SEMP | Systems Engineering Management Plan | The SEMP describes the awardee's technical approach and proposed plan for the conduct, management, and control of the integrated systems engineering (SE) effort. It reflects the scope, purpose, and life-cycle phase(s) of the program. |
This Data Item Description (DID) contains the content and intended use information for the data deliverable resulting from the work task described in paragraph 6.3.1.4 of IEEE 15288.1, or by the specific and discrete task requirements as delineated in the arrangement.
The Awardee shall provide a Systems Engineering Management Plan (SEMP) as described in DI-SESS-81785A but tailored to the mission assurance/risk class and level of complexity of the specific development effort.

Reference documents -
a. Office of the Secretary of Defense (OSD) Systems Engineering Plan (SEP) Outline.
b. IEEE 15288.1, IEEE Standard for Application of Systems Engineering on Defense Programs
c. IEEE 15288.2, IEEE Standard for Technical Reviews and Audits on Defense Programs
Format - The SEMP shall be consistent with and address all topics in the government SEP, if available. In the absence of a government SEP, the SEMP shall address the topics in the OSD SEP Outline active at the time of the Request for Proposal (RFP).
Minimally, the SEMP shall:
• Describe the Awardee's planned engineering approach to meeting the program’s arrangement, objectives, and overall technical and management approach
• Describe the Awardee's detailed operational plan for executing systems engineering, including integration of the specialty engineering disciplines.
• Describe planned technical solution activities, including:
a. Development, documentation, maintenance, and communication of the system architecture, including both internal and external interfaces.
b. Formal technical reviews and audits, as defined in IEEE 15288.2 or by the specific and discrete task requirements delineated in the arrangement, including the entry and exit criteria for each review/audit.
c. Trade studies for system requirements definition, architecture definition, design definition, integration, and verification/validation decisions.
d. Integration, verification, and validation down to the appropriate system element level.
• Describe related planning associated with application of the Awardee's systems engineering processes as tailored to meet the needs of the program and at a level of detail necessary for the Awardee to manage and execute the technical effort.
• Provide detail related to other areas deemed necessary to execute systems engineering to meet the program’s arrangement requirements, objectives, and overall technical and management approach.
