Statement of Work
Handley Branch 1 – NNIS Tree and Shrub Control, Base Year, TO XX
The purpose of the project is to perform non-native invasive species (NNIS) control within the 545.7 acre Handley Branch 1 task order area. A portion of the task order occurs within the Handley Branch Special Interest Area. CLIN’s for this task order include: 2.1 (cut stump), 2.3 (hack-and-squirt), and 3.6 (spot foliar forest interior). All species identified within each CLIN item shall be treated (see schedule of items).
In CLIN 2.1 all identified NNIS woody shrubs shall be severed no more than 2” above ground level.
Within 2 minutes of severing, each stem shall be treated with label-approved herbicide concentrations to the severed stems that originated from the ground. See Schedule of Items for target species. In CLIN
2.3 all target NNIS trees and saplings ≥ 2 feet in length/height shall be treated via the Category 2.3 (hack-and-squirt) treatment method. The contractor shall place a horizontal series of downward sloping cuts into the trees and saplings that sever the connective tissues (xylem and phloem) of target species.
The contractor shall apply FS-approved herbicide at label directed strength to the cuts within two minutes of cutting. Target trees ≥ 2’ height, but with small stems unsuitable for hacking may be snapped/broken at a suitable height and then treated with herbicide. See Schedule of Items for target species.
In CLIN 3.6, spot foliar herbicide applications will occur to smaller individuals in both CLIN 2.1 and CLIN
2.3. Specifically, small stems that are hard to cut stump in CLIN 2.1 and stems shorter than 2 foot in CLIN 2.3 will be treated with selective foliar herbicide. CLIN 3.6 in this task order is not meant to replace CLIN’s 2.1 and 2.3 as the primary mode of treatment. Rather, CLIN 3.6 allows for the treatment of dense clonal seedlings in CLIN 2.3 and very small stems of CLIN 2.1 in a more efficient fashion. While CLIN 3.6 has the same listed acreage as CLIN 2.1 and 2.3, it is not expected that CLIN 3.6 will be used as extensively as either cut stump or hack-and-squirt. It is an additive CLIN meant to help contractors when they encounter dense clonal seedling areas and very small stem shrub patches. For this task order, the off-target mortality requirements for CLIN 3.6 will be waived. See Schedule of Items for target species.
Contractor must treat at minimum, 95% of the total infestation within the contract area. Contractor must achieve, at minimum, 85% mortality rate on CLIN 2.3 and CLIN 3.6 work and 95% mortality on CLIN
2.1 work. A 5% incentivized bonus is available if contractor achieves 100% control on the targeted infestation within the contract area. COR and designated contract inspectors will carry out inspections no sooner than 21 days after treatment completion to allow for herbicide translocation and assess mortality.
The Handley Branch 1 task order area lies in Aid Township in Lawrence County, Ohio, and is located approximately 1 mile west of the unincorporated hamlet of Waterloo (see vicinity map). County Road 4
(Etna Waterloo Rd.) and Handley Branch Rd. serve as the best access from the south, while County Road 14 (Waterloo Mt. Vernon Rd.) and Township Road 320 (Old Forrest Ridge Rd.) serve as the best access from the north (see maps). The Waterloo State Wildlife Area and Township Road 320 form most of the northern boundary. Handley Branch Creek forms a majority of the western boundary, and an un-named drainage comprises most of the eastern boundary.
The Handley Branch 1 unit is a combination of 50-130 year old oak, mixed hardwood, and pine forest.
Approximately 25 acres of the unit at the SW corner are comprised of early succession fields. The unit is accessible by UTV, and a permit can be provided upon request. A majority of the unit was burned via prescribed fire in the spring of 2018. Overall infestation levels are low throughout. The primary invasive tree in the unit is Ailanthus, and a majority of the infestation occurs within the NE ¼ of the unit. Autumn olive is the primary invasive shrub, and is sparsely scattered along ridgetops and within the early succession fields. Treatment is being undertaken to limit future spread within planned prescribed fire and timber harvest units.
The task order performance period is slated to begin on July 15, 2020. A total of 365 working days are allotted for this contract. CLIN 2.1, 2.3, and 3.6 will have two treatment periods within the task order time period. Both periods will be separated by a non-treatment period when herbicide use is typically ineffective. The initial period is meant to serve as the primary performance period, with the second period allowing for cleanup after the initial period. Refer to task order calendar for treatment periods and read below (Table 1).
For CLIN 2.1, contractor can treat from July 15, 2020 until February 28, 2021. From March 1, to June 14, 2021 no CLIN 2.1 work shall occur. A second CLIN 2.1 treatment period shall start on June 15, 2021, and last until July 14, 2021.
For CLIN 2.3, contractor can treat from July 15, 2020 until November 31, 2020. From December 1 to June 14, 2021 no CLIN 2.3 work shall occur. A second CLIN 2.3 treatment period shall start on June 15, 2021, and last until July 14, 2021.
For CLIN 3.6, contractor can treat from July 15, 2020 until September 30, 2020. From October 1, 2020 to May 30, 2021 no CLIN 3.6 work shall occur. A second CLIN 3.6 treatment period shall start on June 1, 2021, and last until July 14, 2020.

Contractor shall mobilize all equipment and supplies to site. Maps shall be provided by USFS. Before implementation, the contract officer’s representative can meet the contractor on site. Ingress to site is marked on the project map via state highways and township roads.
COTR would like to award on best value to the government rather than solely on minimum bid. Past performance will be factored into the award. Also, application technique knowledge, technical bid proposal, spill prevention, and NNIS identification skills will be factored into the award decision.
Contractor shall notify Wayne NF personnel no less than 48 hours prior to the planned start of contract work. Again, contract will be awarded on the basis of best value to the government, and not solely by lowest price.

2.1 - Trees and Large Shrubs – Cut stump application of herbicide (Selective and/or Non-selective Herbicide). Treatments involve utilizing hand shears, loppers, and chain saws to sever stems and apply herbicides to stumps. Marking dye shall be used to aid in progress tracking. Target species include invasive shrub honeysuckle (Amur, Morrow’s, Tartarian), autumn olive, privet (European, Chinese), Japanese barberry, winged burning bush, and glossy buckthorn. Herbicide choices include glyphosate, triclopyr, and imazapyr at label directed rates. Contractor will treat at least 95% of targeted species in the contract area. The 95% treatment will also serve as the control measure for CLIN 2.1.
545.7 Acre $ $
2.3 – Trees and Large Shrubs – Hack-and-squirt application of herbicides (Selective and/or Non-selective). Treatments involve hack cuts into the connective tissues and herbicide application into the cuts. Treatments will occur in the growing season only.
Target species for this task order include tree-of-heaven, princess tree, callery pear, and Amur corktree. Herbicide choices include triclopyr and imazapyr at label directed rates.
Marking dye shall be used to aid in progress tracking. Contractor will treat at least 95% of targeted species in the contract area, with acceptable control rates of at least 85% of the total infestation within the contract area.
3.6 – Spot Treatment Interior Non-Native Invasive Plants (Selective and/or Non-selective). Direct spot application of foliar herbicides utilizing hand-held or backpack sprayers where there is no road or trail access. Spot foliar in this task order is to be used on very young portions of woody plant infestations targeted by CLIN 2.1 and
2.3 where it is easier to perform foliar work instead of cut stump or hack-and-squirt.
Consequently, workload in 3.6 should be localized in nature and is not expected to be widespread across the unit. Herbicide choices for this task order are restricted to amine formulations of triclopyr (e.g. Garlon 3a, Element 3a). Contractor will treat at least 95% of targeted species, with acceptable control being at least 85% mortality
