Technical Approach Knowledge of Ohio NNIS plants Past performance on work similar to Statement of Work Experience of work similar to Statement of Work

Bid Evaluations, Technical Approach Paint a picture of how you will accomplish the work Identify company personnel, their qualifications, and how they’ve been trained to do the work Explain equipment on hand (or available), and how it would be used Quality Control: How would you manage project work, including subcontractors? How will you ensure you’re meeting AQL’s?

Safety Program: How are you and your employees trained to do the work safely? What resources do you use? Do you document training? Do you have spill plans?

Environmental Plan

Bid Evaluations, Knowledge of Ohio/Regional NNIS Plants Most common targeted species were mentioned in evaluation page.

Summer/Fall/Winter Identification may be needed Trainings/workshops attended?

College courses?

Other resources used?

How are employees trained in identification?

Proof of trainings/workshops/courses?

Have you performed control work on these species?

Bid Evaluations, Past Performance on Similar Work NNIS Control work on the last IDIQ, with NWTF, or with other entities Explain what species were targeted, methods used, herbicide used?

When was work completed?

Task Order Bids Only Contractors accepted into the IDIQ may bid Contractors can only bid on the CLIN’s they submitted bid pricing for Don’t Have to bid Generally given 21 days to prepare a task order bid Flexibility Site Visit More Accurate Bids

Task Order Bids, Evaluation Price Past Performance Package Proof of Current License Best Value determined

Task Order Performance Period Often 365 day period, although may be shorter Starts in July Dead periods for non-optimal results Second cleanup period Track Days Lost to request Time Extensions

Task Order Performance Period

Task Order Bid Evaluations and Performance Period

Task Orders, Majority of Expected Work Primary targets are woody invasive plants CLIN 2.1 (cut stump) CLIN 2.3 (hack-and-squirt) CLIN 3.4 (spot foliar) Riparian variants 4.1/4.2/4.3 Other line items as needed

Task Orders, Where will the work occur?

Most often, ahead of timber sales and prescribed fire May be post-harvest treatments to do cleanup work Special cases Kudzu Wildlife openings Wetland areas Other high priority areas Could occur across the Wayne NF

Task Order Work and Location

Task Orders, Factors Influencing Timing Timber and Fire Recreation Trail System Weather Events Unexpected Funding

Task Orders, Equipment Use Most commonly UTV’s Other spraying equipment as needed Contractors will get a signed letter from the FS allowing use Equipment must arrive clean and weed-free Must be given at least 48 hours advance notice of equipment request

Task Order Timing and Equipment Use

Task Orders, Inspections and Pass/Fails Inspections occur no less than 21 days after completion Exceptions made (e.g. dormant season, cut stump) Inspectors will tally total number of plants and number of misses in inspection survey AQL percentages and tallies determine pass/fail 100% control results in PBSC bonus (5% of base award) Benefit of the doubt/good faith effort

Task Orders, Retreatments, Disputes Failure to meet AQL’s results in re-treatment until minimums are met.

Strategies to avoid Inspection Failures Plan on making more than one pass through a task order area If making second entry, change route through the work area Space treatments out so control is obvious Do as much work as possible during growing season Talk with your Employees, make sure they understand the mission Talk with your COR

Disputes must be handled by the Contracting Officer

Task Order Inspections

Working Along Roads/Trails, Herbicide Choices

Contractor Required Record Keeping Contractors must supply daily herbicide reports Fill out all sections Weather Time/Date Herbicide Info Species Treated Approximate Acres Treated Notes FS will supply calculations excel sheet

Aquatic-approved herbicides must be used where identified Task order will note areas and acreage Aquatic CLIN’s will be used Note that most aquatic-approved herbicides are okay for upland use, check label (note Arsenal Label) Within 100 feet of each side of a perennial water bodies (streams, ponds, lakes, wetlands), including natural seeps and springs 75 feet wide along each side of intermittent water bodies (streams, vernal pools) 50 feet wide along each side of ephemeral water bodies (streams, vernal pools)
