Kīlauea Point National Wildlife Refuge Lighthouse Lantern Repairs - Construction
STATEMENT OF WORK
Kīlauea Point, HI
Revised July 29, 2024
1. GENERAL
Kīlauea Point National Wildlife Refuge is located on the northern-most point of the main Hawaiian Islands on a portion of the former Kīlauea volcanic vent and includes spectacular views from atop a 180-foot ocean bluff.
The Refuge is the best places in the state to view seabirds rarely seen from land, like the red-footed booby (ʻā in Hawaiian), great frigate bird ('iwa), and Laysan albatross (mōlī). The world's rarest goose and Hawai'i's state bird, the Hawaiian goose (nēnē) is a frequent sight as well. Visitors also have a chance to view spinner dolphins (nai‘a), Hawaiian monk seals (‘Ilio holo i ka uaua), green sea turtles (honu), and humpback whales (koholā, October - April) in the water below. Native Hawaiian coastal plants are also abundant.
The Refuge is home to the Daniel K. Inouye Kīlauea Point Lighthouse, whose 2nd order bivalve Fresnel lens lit the way for seafarers. The lighthouse is part of the Kīlauea Point Light Station, listed on the National Register of Historic Places. The lighthouse played a key role in the first trans-Pacific flight from the West Coast to Hawaii and has been part of Kaua'i's history since its completion in 1913.
The U.S. Fish & Wildlife Service is in need of specialty construction services to repair and restore several defects causing leaks at the lantern. The scope of work includes removal of the delicate lens from the lantern to protect the rare and valuable historic artifact.
2. BACKGROUND
The Kilauea Lighthouse was extensively renovated in 2016. The winter storms of 2020 and 2021 battered the lighthouse and leaks and corrosion have developed. In 2023, the FWS performed a detailed investigation of the issues and has developed a repair and restoration scope of work. This solicitation requests proposals to perform this scope of work at the Kilauea Point Lighthouse. Note that respect for, understanding of, and experience with renovations of historic lighthouses and particularly Fresnel lenses are paramount requirements for any contractor working at the lighthouse.
3. SCOPE:
The scope of work includes the following: removal and subsequent reinstallation of the 2nd Order Fresnel Lane, weatherproofing of the lantern curtain wall glass, correcting operation of the Ventilator Ball, removing and replacing of the sill cover plates of the Service Room wall vents. If sufficient funding is available, cleaning and restoring of the 2ndOrder Fresnel Lens will be included in the scope of work.
The Treatment Plan included with the attachments of this solicitation provide detailed specifications as well as drawings for the work. The contractor selected for this project shall provide a treatment plan for the project work that aligns with the goals of the provided treatment plan. Alternative technical concepts that may result in savings or improved performance shall be submitted to the COR for review.
Note that the government will contract with a third party for construction oversight. Coordination and collaboration with the third-party construction inspector is required of the successful bidder.
Provide the following:
3.1 Prepare and submit the following within 15 calendar days after issuance of Notice-t- Proceed(NTP):
3.1.1 Project Schedule and Work Plan.
3.1.2 Schedule of Values (AIA G702/703 or approved alternate format)
3.1.3 A Safety Plan.
3.1.4 A Quality Control Plan including inspections shall be performed by the Contractor’s
Independent Testing Agency.
3.2 Participate in weekly project meetings (virtual or on-site). Contractor to provide meeting notes in pdf format within 5 business days following each meeting.
3.3 Provide repair and restoration construction services as described below and in the documents included with this solicitation.
4. TASKS & DELIVERABLES
4.1. TASK 01 – Mobilization and Verification
4.1.1. Site visit and job site set up. Protective fencing may be used to exclude animals from the immediate work area.
4.1.2. Contract Kick-Off Meeting and Construction Kick-Off Meeting.
4.1.3. Long Lead item submittals, Substitution requests and Owner comment coordination.
4.1.4. Environmental Analysis and Lead Waste Management Plan.
4.1.5. Deliverables:
• Updated Project Schedule and Site-Specific Staging Plan (pdf)
• Lighthouse Lantern Repair and Weatherproofing Treatment Plan for SHPD and
HHF approval (allow 30 calendar days review time)
• Master Submittal List and RFI Log
• Temporary Protection Plan

• Any Permit Applications and Required Permits (NEPA and Section 7 to be completed by FWS)
4.2. TASK 02 – Remove and Reinstall 2nd Order Fresnel Lens
4.2.1. Coordinate lens storage with Project Leader.
4.2.2. Refer to the Lens Inspection Report for a description of the work and recommendations.
4.2.3. Refer to Treatment Plan for details, section 02 90 00 and others.
4.2.4. Refer to the Lens Cleaning Instructions for additional details regarding the handling of the 2nd Order Fresnel Lens.
4.2.5. Deliverables:
• Disassembly Crew Qualifications and Disassembly Plan
• Recording and Survey of Existing Conditions
• Product Submittals
• Undamaged lens stored safely and reinstalled in the lighthouse, as clean or cleaner as it was when removed
4.3. TASK 03 – Weatherproofing of the Lantern Curtain Wall

4.3.2. Pre-Inspection and Pre-Installation Meeting

5. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE
5.1. All construction related work is located on the Kīlauea Point National Wildlife Refuge at Kīlauea Point, HI. The project is accessible via paved roads. Note that access is restricted via a gate at the entry to the refuge. Construction access must be coordinated with the Project Leader.
5.2. Protections required:
5.2.1. The memorial bricks at the entry to the lighthouse shall be protected from damage by vehicles or other construction related equipment and activities.
5.2.2. The Nene (Hawaiian Goose) is a federally protected species with endangered status.
Birds may not be approached, hassled, or shooed. Promptly notify the Project Leader of any potential conflict with Nene at the project site.
5.2.3. Fall Protection: due to the height and exposed nature of the lantern, contractor shall strictly adhere to all OSHA required safety measures.
5.2.4. Galvanic corrosion is a significant concern at the lighthouse. Contractor shall not create opportunities for galvanic action to occur, even with temporary installations (scaffolding etc).
5.3. Work is to be completed within 180 calendar days of Notice to Proceed (NTP) being issued.
6. QUALIFICATIONS & REQUIREMENTS
6.1. Due to the specialized nature of the repair work in this historic lighthouse, and the handling of the rare and precious Fresnel lens, we request a contractor with experience directly regarding to the delicate nature of this scope of work:
6.1.1. For scope involving the Fresnel lens, please provide a project leader with Coast Guard qualified Lampist credentials.
6.1.2. Past experience dismantling and reassembling a 1st, 2nd or 3rd order Fresnel lens. Please provide at least (2) projects completed in the last five years that included the removal and re-installation of a 1st, 2nd or 3rd order Fresnel lens in a historic lighthouse setting.
6.1.3. Past experience with historical lighthouse structures in marine environments: due to the tight spaces, the corrosive marine environment and the special detailing (curves, outdated technology and old materials) we are looking for a contractor familiar with the special requirements as they concern historic lighthouses. Submit at least (2) projects completed in the last five years that included restoration work of a historical structure in a marine environment.
6.1.4. Past experience with the waterproofing a curved curtainwall glazing system. Provide at least (2) projects completed in the last five years involving the removal and re-installation of curved curtainwall glazing.
6.1.5. Provide a client reference for each project submitted.
7. INSPECTION AND PERFORMANCE AND ACCEPTANCE
7.1. The work shall also be done per all applicable federal, state and local codes including the State Historic Preservation Division (SHPD).
7.2. The contractor shall follow to local U.S. Fish and Wildlife Service (USFWS) guidance pertaining to the migratory bird treaty act, and the endangered species act requirements while on refuge land. Any removal or disruption of vegetation shall be inspected prior to starting work for any impact to wildlife. Contractor will be liable for any damages to surrounding infrastructures and/or wildlife habitat.
7.3. The contractor shall conduct the project in a safe and neat manner to prevent waste and byproducts from being ingested by birds or blown into habitat areas. Daily cleanups shall be conducted, and any waste produced shall be removed from the jobsite the workday end.
7.4. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as further described in CFR 52.246-12, “Inspection of Construction”.
8. GOVERNMENT FURNISHED MATERIALS
8.1. USFWS will make available any historical related documents which may be in their possession.
8.2. An area for the contractor to set up temporary storage for the 2nd Order Fresnel Lens shall be provided at the Kilauea Point Refuge.
8.3. In addition to the Availability and Use of Utility Services clause Federal Acquisition Regulation (FAR) 52.236-14, the Contractor shall furnish all temporary facilities and utilities needed including: heat, light, power, water, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aids, and storage enclosures. If suitable USFWS water, electric, or other utility is present at the site, it may be used for construction purposes at no cost, only if it does not adversely impact the operations of the station and field station agrees to permit use. The Contractor shall provide and remove any temporary connections required.
8. AVAILABILITY
8.1. Unless approved by the Facilities Manager and or on-site management team, work hours are
Monday thru Friday, from 7:30 am until 4:30 pm except for federal holidays. Work shall be performed during these hours unless alternate hours are prearranged with the Project Leader and Facilities Manager.
8.2. Contractor shall notify the Facility Manager at least seven (7) days prior to arrival on-site or needing access to any of the buildings.
