3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS (INCLUDING THE ESTIMATED VALUE):
DLA has a requirement to renew its existing Noetix software licenses and maintenance support, via a Commercial Off the Shelf (COTS) item, to support the DAI business system program. The Noetix software and maintenance provides standard reporting and inquiry capability and supports multiple environments that make it easy to query, modify, and execute reports using the Oracle Business Intelligence Enterprise Edition (OBIEE) presentation tool. Noetix software tool and its maintenance also allows the DAI PMO to continue to provide critical financial and procurement services to the DoD Business Mission Area (BMA). The proposed acquisition is for a firm fixed-price purchase of software licenses and maintenance support to be competed among Noetix and its authorized resellers. The requirement is as follows:
Using historical cost data analysis, a viable total cost average is estimated to cost for the full three year life cycle of the subject follow-on requirement.
4. AN IDENTIFICATION OF THE STATUATORY AUTHORITY PERMITTING
OTHER THAN FULL AND COMPETITION:
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), “When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” The required Noetix software licenses and maintenance support are brand-name products peculiar to one manufacturer, Insight Software, as governed by FAR 6.302-1(c)(1), “An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited and shall be justified and approved in accordance with 6.303 and 6.304.”
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATION OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE AUTHORITY CITED:
In accordance with FAR 6.302-1, full and open competition need not be provided for this acquisition because brand-name Noetix software licenses and maintenance support are essential to the Government’s requirement and no other type of licenses or support will satisfy the Agency’s requirements.
The brand-name Noetix software licenses and maintenance support required by the Government are only available from one responsible source – Noetix and authorized resellers of Noetix products. Notably, a brand-name item, whether available on one or more contracts, is an item or service peculiar to one manufacturer and may be procured by the Government if essential to the Government’s requirements. As discussed in detail below, because the Noetix brand-name specification is essential to the Government’s requirements, the Government is precluded from consideration of products or services provided by an alternative source.
The DAI Program Management Office requires Noetix software licenses and maintenance support for its current enterprise computing environment. By way of introduction, the DAI Program is a critical DoD effort to modernize the 28 Defense Agencies’ financial management capabilities. The DAI Program’s objective is to achieve auditable Chief Financial Officer (CFO) compliant business environments with accurate, timely, authoritative financial data. The mission is to deploy a standardized system solution to improve overall financial management to comply with the DoD’s Business Enterprise Architecture (BEA), including Standard Financial Information Structure (SFIS) and Office of Federal Financial Management (OFFM) requirements.
The Noetix software currently in use at the DAI PMO greatly simplifies report generation for existing Oracle enterprise applications by automatically creating easy to use business views of the underlying database. Used in conjunction with a reporting tool, Noetix enables DLA to leverage its current business intelligence infrastructure and tools to deliver faster, easier access to operational data. By simplifying the complex enterprise application database into easy-to-use business views, Noetix software empowers non-technical report writers to create their own ad hoc queries and customer reports with minimal training or IT involvement.
The Noetix software licenses and maintenance support comprising this requirement are essential to the Government’s needs because Noetix products are currently utilized by the DAI PMO and are compatible with the DAI Oracle financial reporting tool software currently installed and utilized at DAI development and operational facilities. Noetix software products have offered the capability required by the DAI PMO and have been heavily utilized by DLA as the reporting tool supporting DAI for years. Notably, only software licenses and maintenance support provided by the manufacturer, Insight Software, or authorized resellers of Noetix products, are compatible with DAI PMO’s existing software environment. Therefore, it is essential that DLA acquire these brand-name Noetix software licenses and maintenance support for its existing software products so that it can ensure continuity of operations and system integrity and maintain security of the DAI infrastructure. Additionally, Noetix software maintenance is the only product that can provide the software updates, patches, and necessary support for the Noetix software licenses currently in use.
Replacing the DAI PMO’s Noetix software licenses with other COTS software would result in incompatibility within DAI’s existing systems. Furthermore, the inability to acquire the necessary brand-name software licenses and maintenance support would deny data transformation and messaging support to key IT systems in the DoD business community.
Noetix and its authorized resellers are the only responsible providers of the required licenses and maintenance support for Noetix software products and no other supplies or services will satisfy agency requirements.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE,
INCLUDING WHETHER A NOTICE WAS OR WILL BE PUBLICIZED AS
REQUIRED BY SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION UNDER 5.202
APPLIES:
Based upon market research, it has been determined that only brand-name Noetix products and product support can fully meet the Government’s requirement. The market research conducted included a search of the GSA schedule and the internet to determine if any third-party products would be comparable with the Government’s existing Noetix licenses. It was determined that there are no other products that meet the Government’s needs.
This requirement will be competed among Noetix Corporation and its authorized resellers on SAM.gov.
7. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE:
As the Contracting Officer, I hereby determine that pricing will be fair and reasonable. In making this determination, it is anticipated that the Government will use various price analysis techniques, not limited to: a comparison of proposed prices received in response to the solicitation; comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements; comparison of the proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items; and/or comparison of the proposed price to the Independent Government Cost Estimate (IGCE), in accordance with FAR 15.404-1. The Contracting Officer will evaluate and determine prices to be fair and reasonable prior to award.
8. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (SEE PART 10)

WAS NOT CONDUCTED:
In October 2025, market research on an Open Market basis was completed by the DAI PMO.
Noetix Corporation (Insight Software) and its authorized reseller, Aderas Inc. is the only reseller of the required software licenses and maintenance.

SUBSEQUENT ACQUISITION FOR THE SUPPLIES AND SERVICES REQUIRED:
At this time, Noetix is the only product that will support this requirement and meet the Government's needs. However, DLA has exercised, and continues to exercise, competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government. DLA always uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent practicable.
