The estimated contract cost of this requirement is . The Period of Performance (PoP) for this requirement is May 1, 2026 through April 30, 2029, as a 12-month base and two 12-month options. The requirement base year will be funded utilizing FY26 funds.

4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER

THAN FULL AND OPEN COMPETITION:

The statutory authority permitting other than full and open competition is 10 U.S.C.

2304(c)(1), as implemented by FAR 6.302-1 “Only one Responsible Source and no other supplies or services will satisfy agency requirements”. IDEA software subscription is a brand name product of CaseWare International. No other US reseller can provide support for this brand name product due to the proprietary nature of the software. Use of this brand name description in the acquisition is essential to the Government’s requirements, thereby precluding consideration of a product of another company. No other brand name software is compatible with brand name IDEA software licenses. Only CaseWare International will support the existing licenses owned by DLA.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS

IDEA products and services are essential to the Government’s requirements, and market research indicates other companies’ similar products and services do not meet, and cannot be modified to meet, the Government’s needs. A brand- name item, whether available on one or more contracts, is an item peculiar to one manufacturer and may be procured by brand-name specification if essential to the Government’s requirements. In this case, the required products and services are peculiar to CaseWare International, the original equipment manufacturer (OEM), and only the OEM can provide the necessary products and services at the level of quality required because the products and services are unique and highly specialized.

6. POTENTIAL SOURCES:

CaseWare International is the only known firm that provides IDEA software. All authorized dealers will be given an opportunity to submit an offer. Only one vendor is known to provide software support based on procurement history.

After a review of the software products available under the NASA SEWP GWAC it has been determined that the required IDEA cannot be procured through any other sources.

7. DETERMINATION OF FAIR AND REASONABLE COST:

As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various price analysis techniques including, but not limited to: 1) comparison of proposed prices received in response to the solicitation (FAR 15.404-l(b)(2)(i)); 2) comparison with competitive published price lists (FAR 15.404-l(a)(2)(iv)); and 3) comparison of proposed prices within prices obtained through market research of the same or similar items (FAR l 5.404- l(b)(2)(vi)) in order to obtain a fair and reasonable price.
