About this file

This document is an attachment related to a brand-name justification for a federal contract opportunity. It provides details on the Department of Defense's (DoD) requirement to obtain high-speed internet and IP television (IPTV) services from Comcast for its Defense Logistics Agency (DLA) Troop Support site in Philadelphia, PA.

The contract will have a 12-month base period and four 1-year option periods. Pricing is estimated at approximately per year. This sole-source justification is based on Comcast being the only provider that can meet the government's technical requirements for interoperability, information security, and reliable communication mission support. The government conducted market research but could not identify any other providers offering similar products and services that could be modified to meet their needs. The contracting officer has determined the anticipated pricing will be fair and reasonable.

QUALIFICATIONS OR THE NATURE OF ACQUISITION REQUIRES USE OF

THE AUTHORITY CITED:

Comcast is the current contracted provider of cable and the only service provider that will provide head end services and integration for IPTV within the DLA Troop Support Philadelphia site. Should DLA use other than Haivision, the non-IPTV content could be distributed, but not the cable television services DLA currently receives from Comcast.

The ability to display DLA cable content is a requirement of IPTV deployment, therefore, no other provider can meet the Government’s requirement.

To help accomplish its mission of supporting the warfighter, DLA has a need to obtain Business High Speed Internet Q2IP TV Services from Comcast for its local and field site personnel. No competitor service exist in the market at this time as DirectTV doesn’t have internet and would require a DirectTV bundle with AT&T or CenturyLink.

Verizon Internet solution is not available or compatible. Additionally, Comcast Internet plans are in 40 states and the download speed is 15-2,000 Mbps where Verizon is 9 states and has a Download speed of 200- 940 Mbps. DLA Information Operations (J6) has been designated to support DLA communication mission requirements.
