About this file

This is a Question and Answer document for federal contract 140P3026B0003 concerning HVAC system replacement at a facility.

The document clarifies three key procurement issues. First, regarding equipment capacity specifications, bidders must match the capacities and capabilities of existing units currently installed on site, as existing-condition drawings may not be 100% consistent with actual equipment ratings. Second, bidders are permitted to propose alternate manufacturers for split systems and boiler equipment provided the equipment meets required capacity, efficiency, latent/humidity-control characteristics, and Siemens controls compatibility specifications. Third, concerning controls integration, existing Siemens controls will remain in place and be integrated with the new HVAC units; Siemens maintains a maintenance contract with the park, and bidders are responsible for providing their own qualified controls integrator capable of integrating the Siemens controls to ensure system functionality. The document includes a link for public bid opening via Microsoft Teams.

140P3026B0003 MONO Replace VC HVAC

Question and Answer

1. The SOW and bid schedule specify 12,000 BTU and 18,000 BTU split systems and a 230,000 BTU boiler. The existing-condition drawings appear to show 10,000 BTU and 4,300 BTU split systems and a boiler rated at 212,000 BTU input/190,000 BTU output. Which capacities should bidders use for pricing?

• Bidders shall match the capacities and capabilities of the existing units on site.

Drawings may not be 100% consistent with existing equipment.

2. May bidders propose alternate manufacturers if the equipment meets the required capacity, efffficiency, latent/humidity-control characteristics, and Siemens controls compatibility?

• Yes.

3. Who is the building’s current Siemens controls contractor? If no designated controls contractor must be used, should bidders include their own qualified controls integrator?

• Existing controls are Siemens and shall remain and be integrated with the new units. Siemens holds a maintenance contract with the park. Bidders shall provide their own qualified controls integrator that can integrate the Siemens controls for functionality of the system.
