MONO FY26 Replace Visitor Center HVAC Systems

12/31/25

Scope of Work

1.0 GENERAL

Monocacy National Battlefield (MONO) in Frederick, MD seeks a HVAC contractor with a minimum of 10 years of experience to relocate and replace (one) existing York 15 ton DX Air

Conditioning Split System, provide temporary cooling system until new equipment can be installed, replace existing Weil McLain Boiler, replace (one) existing Liebert 12k Btu System, and replace (one) existing 18k BTU Liebert split system. Optional bid items will include providing and required connection of a temporary a/c unit and up to 8 months rental of that functioning sysytem. All of the systems are located at the Monocacy National Battlefield

Visitor Center Urbana Pike Frederick, Maryland.

It is strongly recommended that the contractor’s visit and inspect the site to verify all estimated quantities, and existing conditions provided by the Government and to observe the complexities of conducting HVAC activities at a Visitor Center with sloping topography, tree lines, occupied roadways, and human interaction. For this requirement safety, consultation, communication, and teamwork is critical. Please quote accordingly.

2.0 PURPOSE

As defined by the park’s Foundation Document, “The purpose of Monocacy National

Battlefield is to preserve the… buildings, to commemorate the Battle of Monocacy…”. Historic and non-historic structures are critical to operations that preserve and interpret the Battle of

Monocacy. The Monocacy Visitor Center is key to interpretation and visitor support services at the battlefield.

3.0 TASKS

The contractor shall:

3.1 Replace HVAC Systems

Provide all labor, supervision, materials, tools, supplies, transportation, license, certificates, permits, personal protection equipment, professional services, and equipment incidental to and necessary to relocate and replace (one) existing York 15 ton DX Air

Conditioning Split System, provide temporary cooling system until new equipment can be installed, replace existing Weil McLain 230k BTU Boiler, replace (one) existing Liebert

12k Btu System, and replace (one) existing 18k BTU Liebert split system. Optional bid items will include providing and required connection of a temporary a/c unit and up to 8 months rental of that unit.

* Note all quantities are approximate, contractors shall be responsible for verifying quantities for bidding purposes. Contractor shall bid accordingly for actual work required.

3.2 General Requirements

3.2.1 All systems shall be replaced like in kind including sizing of units. All new equipment shall meet or exceed the latest efficiency rating minimum. New units shall retain the same latent characteristics as the existing unit including but not limited to humidity control.

3.2.2 New concrete pad for the 15 ton unit shall be place within 10 feet of the building and oriented as close to the the air handling equipment as possible. Location to be approved by the government before proceeding with install. New pad shall be sized to accommodate the new unit and consist of 5” thick 4,000 psi concrete with

6’ wire mesh reinforcement. Finish shall be broomed.

3.2.3 All existing equipment removed, refrigerant, existing concrete pad and construction waste shall be legally disposed of or recycled offsite at an approved facility. Records shall be provided to the government of disposal and recycling.

3.2.4 Contractor shall repair all finishes and penetrations including roof and walls to existing conditions. Metal and flashing, drywall, ceiling, masonry, and/or painting repairs may be required.

3.2.5 All work shall conform to the latest IBC family of codes for the respective discipline of work. Work in respective trades shall be accomplished by licensed individuals including but not limited to, electrical, pipefitting, plumbing, and

HVAC.

3.2.6 Contractor shall provide all insulating, ductwork connection, ancillary equipment, and any components or materials required to make new systems fit and function as intended within the existing spaces in conjunction with existing ductwork, plumbing, control and electrical systems. Everything required for the replacement and operation of the systems shall be contractors responsibility.

3.2.7 The new systems shall be compatible with the existing Siemens controls. Siemens controls, shall remain and integration is the contractor responsibility.

3.2.8 Contractor shall restore existing concrete pad site once demolition is complete.

Area shall be topsoiled, seeded and strawed.

3.2.9 Condensing unit for the new 18K BTU unit shall be moved

3.2.10 The contract shall provide temporary colling through the existing ductwork if those options are exercised. The temporary unit shall be a similar in size to existing portable unit capable of cooling the entire building. The contractor shall utilize the electrical disconnect near the air intake louver for power. The system shall be thermostatically controlled from inside the building. The existing air intake louver area shall be utilized for temporary ductwork connections.

3.2.11 In the event that artifacts and/or archaeologically significant materials are uncovered during construction, the contractor shall immediately Stop work, leave material in place, and notify the COR. The COR shall notify NPS archaeologist.

All artifacts and material of archaeological significance shall remain the property of the United States Government. No artifacts shall be disturbed or removed by the

Preserving unimpaired the natural and cultural resources and values of the national park system for the enjoyment, contractor pursuant to the Archaeological Resources Protection Act of 1979.

3.2.12 In the event that Unexploded Ordinance (UXO) or any object possibly resembling ordinance or weapons is discovered, contractor shall stop work immediately, leave item in place, and notify the COR immediately. NPS law enforcement with secure the area until safety clearance is established and work can resume.

3.2.13 All materials shall be new and match approved submittals.

3.2.14 All commercial products utilized for this requirement shall be submitted with a

CM-16 Transmittal form for approval by the COR.

3.2.15 Restore turf in any area negatively affected by contractors operations. Grass seed mix for turf restoration activities shall be a MD State Certified seed mix for full sun.

4.0 SAFETY

4.1 All operations shall be conducted in accordance with ICC family of codes, laws, rules, regulations, OSHA, NPS, MUTCD and ANSI safety requirements. All contractor employees shall wear OSHA, MUTCD and ANSI required personal protective equipment (PPE).

4.2 All equipment/tools shall only be used within the limits of the manufacture’s recommendations.

4.3 All tools/machinery/equipment shall be safeguarded from the public.

Tools/machinery/equipment shall not be left unattended. All tools/equipment shall not be allowed to lie around except in the immediate work area. Any tools not in immediate use shall be staged or stowed in such manner so as not to create a hazard.

4.4 The contractor shall report emergency situations, such as accidents involving property and/or personal injury or other unforeseen circumstances and shall follow required emergency reporting procedures according their COR approved Safety Plan. In the event of an emergency the contractor shall dial 911 or 866-677-6677. All other instance the contractor shall dial park law enforcement at 866-677-6677 and notify the COR with 24 hours of the incident.

4.5 Contractor shall provide a comprehensive site specific safety plan for approval before any work begins. An onsite qualified Safety Representative shall be identified including contact information.

4.6 Contractor shall provide controls appropriate to protect staff and the public from the work area and hazards.

5.0 GOVERNMENT PROVIDED INFORMATION AND SERVICES

5.1 For this requirement, the Government will provide the following:

• Quality Assurance

• Inspections and Government Acceptance

• Daily Work Log Template

• CM 16 Submittal Form

• Price Schedule Template

• Davis Bacon Act Wage Determination

• Building As-builts

6.0 ADDITIONAL CONTRACTOR REQUIREMENTS

6.1 The contractor SHALL furnish and/or provide:

6.1.1 A written designation of a supervisor(s) and an alternate supervisor(s) with the same qualifications as the proposed supervisor: The supervisor and/or alternate supervisor is required to be present on-site at all times during all operations to direct contract personnel and maintain operations. The on-site supervisor MUST:

6.1.1.1 Be fluent in the English language in order to effectively communicate with the contractor’s employees and/or subcontractors as well as the COR and other

Government personnel.

6.1.1.2 Be available for phone calls during all working hours, and have the authority to stop all work or unsatisfactory performance as directed by the COR.

6.1.1.3 Possess 5 years verifiable experience and technical competence in HVAC operations and construction safety practices as well as 2 years supervisory experience, submitted as a resume.

6.1.1.4 Be responsible for controlling the quality of work and inspecting all completed work to ensure that correct performance requirements are met.

6.2 Sufficient manpower and equipment.

6.3 A trained and experienced workforce that shall be knowledgeable and familiar with the technical aspects and hazards of HVAC operations.

6.4 Staff recognizable as employees of the contractor. Distinctive clothing shall be worn that is uniform in appearance and include long pants, shirts, hats, and seasonal outerwear, which that bears the name and logo of the company and the name of the employee.

6.5.1 The contractor shall maintain a daily work log by filling out completely, and as applicable, the Daily Work Log Form provided to them by the Government. The daily work log shall be submitted to the COR via email after week of work and or any time requested by the COR, CS, or CO.

6.5.2 The contractor shall also note in the daily work log the presence of any damage or conditions that may affect the visual quality or the contractor ability to perform work.

The contractor shall note and report to the COR any maintenance issues or problems that arise, which are not within the scope of work.

6.6 Provide Submittals and implement them after approved by the COR. A CM 16

Submittal Form shall be used as a cover sheet for every submittal and will be provided by the Government to the contractor at award. Multiple submittals may be listed on a single CM 16 submittal form. The Required submittals include but may not be limited to:

6.7 That all materials will be installed to manufacturer specifications.

6.8 That all work will follow applicable codes and regulations.

6.9 All materials and labor must carry a one-year warranty from the date of final inspection.

6.10 The contractor shall provide a written descriptions to the park on the maintenance of products, including all product performance data and applicable warranty

6.11 Submit a construction schedule at notice to proceed and continually update as project progresses and with all payment applications.

6.12 Contractor shall furnish a portable toilet facility for construction personnel. Portable toilet shall be maintained in a sanitary manner with regularly scheduled cleaning and shall be locked during non-work hours. Location of portable toilet shall be determined via coordination between the COR and Contractor.

7.0 The Contractor shall be responsible for:

• Providing adequate fencing and traffic control devices to protect their operations as well as the public from hazard during performance on this contract.

• Compliance with all federal, state, local, environmental laws, regulations, and policies regarding hazardous materials specifically any chemicals the contractor uses in the performance of work on this contract and handling of waste.

• Ensuring that all work satisfies all applicable federal, state, and local codes/standards. The Contractor shall comply with all applicable Federal, State, and

National Park Service environmental statutes and regulations.

• Contractor Employee Conduct: The Contractor’s employees shall, always, while on the job site, whether on or off duty, conduct themselves in a professional, orderly, and safe manner. Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct shall not be permitted on the job site. Any employee engaging in such conduct shall immediately and permanent be removal from the job site.

o All contract employees shall display professionalism in all interactions with one another, the public and Government employees. The

Contracting Officer may require the Contractor to remove any employee working under this requirement for reasons of misconduct and security, or if found to be (or suspected to be) under the influence of alcohol, drugs, or other incapacitating agent(s).

o A contractor’s employee shall be subject to removal from the premises upon determination by the Contracting Officer that such action is in the best interests of the Government. Such removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the service as specified.

o All areas used by the Contractor within park boundaries shall be kept neat and organized. All equipment must be properly maintained and secured at the end of each day. The contractor shall not leave any tools, parts and/or supplies unattended in at any time while performing services o Contractor employees shall not loiter in any working or patron area.

o Photographs, social media posts, online content, or any form of communication is strictly prohibited regarding all aspects of this requirement unless authorized in writing by the COR.

• Any refuse generated daily by the contractor must be secured and disposed of properly outside of park boundaries in accordance with federal, state, and local laws.

• Transit of their entire operational footprint daily, the government will not provide any space for overnight or extended storage of vehicles or equipment associated with this contract.

• Confining work, the storage of materials and equipment, the parking of vehicles, and all other operations in connection with this contract to the specified hours and work areas approved by the COR. All damage resulting from such operations shall be repaired to its original condition to the satisfaction of the COR at no additional cost to the Government.

• For all damages and liability for any loss or damage to Government property caused by their operations and shall assume full responsibility for any and all damages or claims for damage resulting from injury to persons, property or equipment, which might result from any work performed under this contract.

• Ensuring that proper safety and health precautions are in place to protect the work, the workers, the public, and the property of others at all times in performance of this contract.

• For the repair or replacement of all damaged Government property caused by their, operations.

• In instances where the contractor finds pre-existing conditions or damage to park resources that may reflect upon the quality of the work or cause undue liability, the contractor shall not start work until the contractor and COR have agreed on the responsibility for these pre-existing conditions.

• All losses and/or damages shall be reported to the COR, within two (2) hours of any loss and/or damage being determined and before leaving the area loss occurred.

Contractor shall provide written documentation of the loss and/or damage to the CO and COR within 24 hours of occurrence. The documentation must include at least:

o Time and Date of occurrence o Type of Loss or Damage o Name (s) and Contact Numbers of People involved o Impact to park operation and/or assets effected by incident o Any details leading up to and after the incident

• For all identified losses and/or damages

o Is responsible for all costs associated with reported damages and/or losses to persons or property that occur as a result of the contractor’s negligence.

o The Government, at its sole direction, may elect to repair and/or replace the damaged property, and deduct such costs from monies due the contractor.

8.0 PERIOD OF PERFORMANCE

The period of performance will be 8 months as outlined in the contract.

9.0 HOURS OF OPERATION

Sidewalk rehabilitation operations shall be conducted between the hours of 6:30 am –4:00 pm

ET, Monday – Friday, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the government facility is closed for the above reasons unless emergency services are requested. Access to some areas may be limited at times due to scheduled or unscheduled events.

No Work shall take place on the following Federal Holidays:

New Year’s Day – January 1st

Martin Luther King Junior’s Birthday – Third Monday in January

President’s Day – Third Monday in February

Memorial Day – Last Monday in May

Juneteenth – June 19th

Independence Day – July 4th

Labor Day – First Monday in September

Columbus Day – Second Monday in October

Veteran’s Day – November 11th

Thanksgiving Day – Fourth Thursday in November

Christmas Day – December 25th

Additional No Workday – Battle Anniversary July 9th

11.0 DEFINITIONS

Ancillary- Any equipment necessary to ensure proper function of the system

Safety Plan: A written document that takes into consideration the risk assessment of the requirement and develops reasonable concepts, behaviors, and disciplines to mitigate the assessed risk. Includes site and task specific information.

Closeout Documents- a bound deliverable that encompasses Operations and Maintenance, system specifics, warranties, recycling and disposal manifests and any other pertinent information related to the project.

Contracting Officer (CO): The person executing this contract on behalf of the Government, including any duly appointed successor and authorized representatives of the Contracting

Officer acting within the limits of his/her authority.

Contracting Officer's Representative (COR): The on-site contract administrator for the

Contracting Officer. The duties and responsibilities of the Contracting Officer’s

Representatives are defined below in this Section or in a letter of designation issued by the

Contracting Officer.

Contractor: The individual, partnership, joint venture, or corporation undertaking the execution of work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.

CS: Contract Specialist; primary liaison and contact between the contractor, COR, and CO.

Daily Work Log: A Government Form that the contractor shall use to record required information with regard to the requirement on a daily basis. This form is delivered electronically to the COR each work week.

Hazardous Material Plan: Detailed written document detailing all assessment, treatment, handling, cleanup, protection, documentation, and disposal of any potentially hazardous materials associated with this project, most notably treated wood and silica.

HVAC- Heating, Ventilation, and Air Conditioning

NTE: Not to exceed (quantity).

QC: Quality Control: Actions taken by a contractor to carry out a written Quality Control

Plan to ensure the performance of contracted services meet the SOW requirements

Quality Assurance: Actions taken by the Government to assure contracted services meet SOW requirements.

Safety Plan- Detailed planning document which accounts for site specific hazards and operations while providing detailed mitigations to ensure compliance with all applicable safety codes and law. Plan shall include site specific emergency contacts and response information as well as prime contractor responsible personnel.

SOW: Scope of Work; document that describes the work to be performed by the contractor and contractual obligations.
