Position Description Job Title: Distribution Process Worker PD #: H166550 Pay Plan: WG Series: 6901 Grade: 05 Major Duties:

Serves as a distribution worker performing a wide range of duties required to accomplish the mission of a Distribution Center. Duties include stock selection, location survey,physical inventory, material handling, material examining and identifying, packing, operating Material Handling Equipment (MHE) and miscellaneous functions that support distribution such as woodworking. May be required to work various shifts. Performs some or all of the following duties: a. Receives, unloads and processes incoming shipments. Checks accompanying documentation against container or packing labels. Follows established procedures in reporting over, short, or damaged items. Opens container and removes dunnage and other packing materials. Segregates material according to factors such as new procurement, field returns, transshipments, etc. Based on information in automated system, generates labels and routes and/or moves material to conveyors or staging areas. b. Selects items for shipment or issue verifying or preparing documentation either manually or by using automated equipment. Checks lists showing stock identification changes to insure that the proper items are selected and assembled for issue. Assembles items for shipment in the loading area according to information provided on the shipping requests and checks the condition of shipping containers prior to loading. Uses pallet measuring gages to insure the proper heights and widths of pallet loads, and that shipments are properly loaded onto the right conveyances. Completes and signs shipping and receiving reports. Keeps record of materials or items received or distributed. Counts types and quantities of items during inventories, and maintains tally listings during the count. Recounts or searches other storage locations to assist in determining the basis for over, short, or misplaced items. Responsible for and accountable for inventory location surveys.Employees are directly responsible and accountable for inventory accuracy when performing those tasks/assignments which directly affect it. Rewarehouses material in accordance with the center master storage plan. Uses computers to receive and transmit pick-and-stow data into the Distribution Standard System (DSS). Works in automated or non-automated warehouses, loading docks, and/or outside storage/staging areas. Loads and unloads shipments from trucks, and other material conveyances using forklifts capable of lifting and moving materials weighing up to 15,000 pounds, manual pallet hand trucks, side loaders, tractors, and tugs in warehouses and performs routine operator maintenance. Must be licensed/certified to operate required equipment. c. Operates one or more types of material handling equipment such as standard type forklift with a lifting capacity of up to 15,000 pounds, warehouse tractor, or general-purpose vehicle. Uses equipment to pick up, stack, unstack, and transport stock. Makes daily operational checks on vehicles for loose parts, worn tires, proper tire pressure, water in radiator and/or battery, proper gasoline and oil levels, etc. Tests performance of tilt, lift, and drive mechanisms prior to operation. Keeps trip records, reports accidents and traffic violations, and reports defects in vehicle operation. Performs routine operator maintenance (e.g. checks oil, gas, battery, and cables). d. Independently unloads shipments from trucks. Identifies materials, visually inspects, compares with accompanying documentation or if necessary, calling up computerized stock numbers to compare with identifying numbers on equipment or measuring items and comparing measurements to specifications. Verifies quantities. Determines proper location for materials and puts into storage. Stages material for transfer directly to customer or into storage. Reviews and processes receipts. Enters receiving and location data into Distribution Standard System (DSS) automated system on personal computer (PC) or remote terminal. Resolves transactions requiring corrective actions. Extracts data for inquiries and to produce supply documents. e.Performs basic WG-5 level woodworking duties such as repairs and installs storage and shipping items such as boxes, small crates, pallets, dividers and storage bins using wood, wood composites and substitutes, steel bracing and appropriate packing materials. The work requires repetitive, rapid assembly. Position also performs pallet repair tasks and may be required to operate a forklift to support work operations. Assignments may be performed at any job site within the organization. Based upon specific instructions and complete construction plans, makes and repairs small and medium boxes, crates, pallets and other similar items. These items are rectangular in shape and have straight in-line and diagonal bracing.

Selects wood from a limited variety of frequently used wood and wood substitute materials. Uses carpentry squares to align corners and simple joints, such as butt-on-edge and basic end lap joints. Measures to correct dimensions using yardsticks, rulers, etc. Cuts boards or sheets of wood to specified lengths. Uses a variety of common assembly procedures and established work sequences to band, bolt, screw, or otherwise fasten parts together using existing jigs, templates, models, or guides. Disassembles and repairs wooden boxes, crates, pallets, footlockers, etc. Tears items apart and determines which parts are reusable. Makes repairs by tightening and replacing nails, screws, broken boards, hardware, and other easy to replace parts. Uses common carpentry tools such as hammers, saws, and screwdrivers; power tools and machines such as nailing machines, banding and strapping devices, power saws, drills, drill presses, preset table and radial arm saws. Position may require the operation of materials handling equipment such as standard type forklifts with a lifting capacity of less than, 10,000 pounds; utility or general- purpose vehicles. Uses equipment to pick up, stack, unstack, warehouse, ship, palletize, and transport stock. Performs routine operator maintenance {e.g., check oil, gas, battery, cables, etc.). Receives guidance and instruction from higher graded woodworkers. f. Performs preservation, packing, packaging, and marking (PPP&M) on receipts. Packs and repacks a variety of items for shipment utilizing a wide variety of standard packing materials, methods and techniques. Determines appropriate method of packing based on the type of commodity/item to be packed. Assures correctness of shipping document by checking stock number, nomenclature, quality, etc. Selects containers from a variety of standard sized containers. Determines types of cushioning materials or devices to use in order to prevent shifting or

Attachment 4 breakage of material/item being shipped. Ensures that stock being packed matches that requested and that proper quantity is packed.

Takes appropriate action to correct errors where wrong stock or quantity has been sent to the packing area. Work may involve the use of such tools as tape dispensers, stapling and banding machines, strapping tools, and hammers. Stencils, labels, and places other identifying markings on containers. Depacks a variety of items including those that are large and bulky, and line items of varying shapes. Compares item with shipping documents and verifies stock, quantity, weight, unit of issue and condition code. Places depacked items on trailers for inspection and delivery to appropriate area, insuring condition tags are attached to items. Reports discrepancies to supervisor for instructions/corrections. Reclaims, stores, repairs, and re-issues reusable containers generated during depacking process. g. Performs a one-time COSIS inspection and surveillance of F- condition material in storage to detect inadequate and/or deficient packaging. Perform COSIS inspections and surveillance, which shall include, at a minimum, a visual survey of the material in storage consisting of the following: Inspect for deterioration or inadequate packaging of the unit pack against the lowest level of pack authorized by the DSC/ICP IM and IAW the appropriate item type storage code and/or marking. Performs general housekeeping duties to keep work areas clean and safe. 100% This is to certify that duties performed as backup that are not regular and recurring, that are performed in the absence of other employees, or duties performed to meet emergency situations have no impact on the classification (pay plan, occupational series, title, and/or grade) of positions.

Skill And Knowledge:

Knowledge of overall warehousing storage management plan and accepted warehousing methods, procedures, and techniques to select proper storage locations, rewarehouse materials and assemble items for shipment in accordance with shipping requests, heights, widths, and weights at which items may be stacked on pallets in bin and bulk locations to prevent tipping, crushing, or other damage. Knowledge of loading methods to insure that materials are loaded on the carrier in such a manner as to prevent damage during transport and expedite handling. Knowledge of supply systems/computer systems when identifying and moving material efficiently. Ability to process and independently complete shipping and receiving documents insuring correctness of quantities, identification criteria, and labeling. Knowledge of automated systems/programs (e.g., DSS and similar formats). Skill in building pallet loads of items according to the type of conveyance on which the items are to be shipped and their destination. Ability to use pallet measuring gages or automated equipment to insure proper height,weight, or other load and storage requirements. Knowledge of a full range of packing methods to include specific knowledge of standard containers, protective devices, and cushioning and packing materials. Skill in operating mechanized equipment, e.g., utility vehicles, fork lifts, mobile stock selectors, and electromechanical automated equipment controlled by computer terminals to receive and transmit storage, inventory and requisition data. Must have sufficient knowledge of lumber to recognize the various standard sizes and which sizes to select for use. Must know how to lay out work at work station; and how to use such hand tools as hammer, saw, nail puller, rule, rasp, wrenches and other basic tools. Power equipment set up and utilized includes table, radial, jig, hand and gang saws; nailing machines; pneumatic staple gun; paper cutter, taper, metal edger and other basic tools. Skill and knowledge of basic wood working techniques to measure, cut, connect, square and fasten wooden parts.

Responsibility:

Responsible for assigned duties and equipment handled. Receives general instructions from a higher graded employee or the supervisor. Independently carries out assignments, following established procedures, without guidance on methods, procedures, or techniques. Work is spot-checked upon completion for accuracy,adherence to procedural requirements, thoroughness, quantity of work, timeliness, and results achieved. Responsible for safely operating fork lift trucks, tugs, manned storage and retrieval vehicles, in narrow and constricted warehouse aisles. Responsible for observing all safety procedures required when working near mechanized equipment. Responsible for verification, completion, and processing of documents and data handled.

Physical Effort:

Stands on hard surfaces for extended periods of time. Bending, stooping, and working in tiring and uncomfortable positions. Lifts and carries items weighing up to 40 pounds. Uses weight handling equipment or receives assistance from other workers for items heavier than 40 pounds.

Working Conditions:

Works outside and inside areas that are hot, damp, cold, drafty, and poorly lighted. Subject to cuts, scrapes, bruises, muscle strain, noise, abrasions, falls, and injury from falling stock. Wears protective clothing such as steel toed shoes, respirators, safety glasses and earplugs. Mechanized roller conveyors are often present and is a normal part of material routing and distribution. Must possess or be able to obtain and maintain all appropriate state and government licenses.
