About this file
This document is an Attachment detailing Ordering Procedures for an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract issued under the Revolutionary FAR Overhaul (RFO). The procedures govern how task orders will be placed under the contract, with key provisions including fair opportunity requirements for contractors, task order request processes, and evaluation methods. The Contracting Officer has broad discretion in tailoring the fair opportunity process, with multiple methods for considering contractors, including written requests, email submissions, oral presentations, and capability statement reviews.
The ordering procedures outline specific requirements for task order issuance, including that only warranted Contracting Officers can issue orders, task orders can be placed throughout the contract's effective period, and there are exceptions to fair opportunity (such as urgent circumstances or when only one contractor can perform the work). Task orders can be issued on various contract types, with total value limited by the contract's minimum guarantee and maximum ceiling. The document emphasizes that task orders must remain within the scope, terms, and conditions of the basic IDIQ contract, and modifications can only be made by the Contracting Officer.

Note: Tailored/final ordering procedures will be finalized post award. This document describes the general process.
1. GENERAL
These Ordering Procedures are established pursuant to FAR 16.505 as implemented under the Revolutionary FAR Overhaul (RFO) and govern the placement of task orders under this IDIQ contract.
All task orders issued under this IDIQ shall be within the scope, terms, and conditions of the basic IDIQ contract and shall be issued by a warranted Contracting Officer (CO).
2. AUTHORITY TO ISSUE TASK ORDERS
Only the Contracting Officer identified in the task order, or a duly authorized successor, is authorized to issue task orders under this contract.
The Contracting Officer’s Representative (COR) may provide technical input and recommendations; however, the COR does not have authority to issue, modify, or direct changes to task orders.
3. ORDERING PERIOD
Task orders may be issued at any time during the effective ordering period of the IDIQ contract, including any exercised option periods, subject to the ceiling value of the IDIQ.
Task orders may extend beyond the expiration of the ordering period, provided the task order is issued prior to the end of the ordering period and performance remains consistent with the terms of the basic contract.
4. FAIR OPPORTUNITY
4.1 General Rule
In accordance with FAR 16.505(b), each awardee under this IDIQ contract shall be provided a fair opportunity to be considered for each task order exceeding the micro-purchase threshold, unless an exception applies.
The Contracting Officer retains broad discretion under the RFO to tailor the fair opportunity process to the circumstances of the requirement, consistent with efficiency, mission needs, and sound business judgment.
4.2 Methods for Providing Fair Opportunity
The Contracting Officer may provide fair opportunity using one or more of the following methods:
· Written task order request (TOR) issued to all IDIQ holders
· Email request for technical and/or price submissions

· Urgent and compelling circumstances
· Only one awardee is capable of performing the work
· The task order must be issued to satisfy a minimum guarantee
· The task order is a logical follow-on to a previously competed task order
· A statute expressly authorizes or requires placement with a particular contractor When an exception is used, the Contracting Officer shall document the rationale in the official contract file in accordance with RFO documentation standards.
6. TASK ORDER REQUEST (TOR)
When fair opportunity is provided, the Government will issue a Task Order Request (TOR) that may include, as applicable:
· Performance Work Statement (PWS)
· Period of performance

· Instructions for submission
· Basis for award (e.g., best value, lowest-price technically acceptable, or other RFO-authorized approach)
· Evaluation factors
7. TASK ORDER PROPOSALS
Contractors shall submit task order proposals in the format and by the deadline specified in the TOR.
Proposals may be limited to technical capability, staffing, management approach, price, or any combination thereof, as determined appropriate by the Contracting Officer.

Task orders shall be evaluated in accordance with the criteria set forth in the TOR.
Under the RFO, the Contracting Officer may:
· Conduct streamlined evaluations
