Mission-Essential Contractor Services Plan Template
The Mission-Essential Contractor Services Plan template below is a suggested format. The Plan shall be generalizable for the continuation of performance for all Task Orders awarded at any Contiguous United States (CONUS) (excluding Alaska and Hawaii) active duty Air Force (AF) installation, Air National Guard installation, or Air Force Reserve installation. Specifically, within the Offeror’s Plan, the Offeror shall identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed, and address all elements identified in DFARS Provision 252.237-7024(b)(2).
1. INTRODUCTION. This Mission-Essential Contractor Services Plan has been developed in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) Provision 252.237-7024, Notice of Continuation of Essential Contractor Services, and DFARS Clause 252.237- 7023, Continuation of Essential Contractor Services. This Plan addresses how [Insert Name of Offeror] will continue providing the mission-essential Custodial services identified in Request for Quote (RFQ) FA465923Q0007 during periods of crisis, upon notification by the Contracting Officer (CO) to activate the Plan.
2. OBJECTIVE. In support of the Air Force, the objective is to provide mission-essential Snow and Ice Removal services at Grand Forks Air Force Base during a crisis.
3. PURPOSE. Briefly describe the purpose of the Mission-Essential Contractor Services Plan.
Example: The purpose of this Mission-Essential Contractor Services Plan is to prepare the Contractor in the event of extended service outages caused by a Crisis Situation to maintain operational capability of active vehicle barrier equipment. The Plan addresses challenges, initiation of personnel and resources, alert and notification procedures, and communication expectations during the declaration of a Crisis Situation.

5. ASSUMPTIONS. Briefly describe the assumptions of the Mission-Essential Contractor Services
Plan.
6. CONTINUED PERFORMANCE OF OPERATION DURING A CRISIS SITUATION.
a. Crisis Situation Declaration Describe how a Crisis Situation will be declared.
b. Invoking the Plan
Describe how the Mission-Essential Contractor Services Contractor Services Plan will be invoked.
c. Challenges Address challenges associated with maintaining essential Contractor services during an extended event, such as a pandemic that occurs in repeated waves.
d. Initiation of Essential Personnel and Resources Identify provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed.
Address the time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on-site.
Discuss how you will address components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home.
e. Alert and Notification Procedures Discuss how you will establish an alert and notification procedure for mobilizing identified “essential Contractor service” personnel.
For example:
• General Manager should be notified first (POC at 123-654-3210)
• General Manager will contact Base for additional instructions and an update on process up to that point.
• General Manager, Big Wig will then notify Quality/Service Manager, Smaller Wig
(123-654-3211) to assess next steps.
• Big Wig will then notify Human Resources who will activate the calling list of all available personnel.
f. Communication Expectations to Contractor Personnel Describe the approach you will use for communicating expectations to Contractor employees regarding their roles and responsibilities during a crisis.
7. MISSION-ESSENTIAL CONTRACTOR SERVICES PLAN MAINTENANCE AND
REVIEW. Briefly describe how the plan will be maintained and reviewed.
8. PRICING. The mission-essential Custodial services will be paid at the prices in the contract at the time the Plan is activated. The prices will also be used as the basis for any equitable adjustments resulting from the activation of the Plan.
9. DEACTIVATION OF PLAN. [Insert Name of Offeror] shall perform the mission-essential Contractor services during a crisis until notified by the CO to cease performance of the Plan.
