About this file
This is a Mission-Essential Contractor Services Plan template for Giant Voice System Maintenance (Solicitation FA480926Q0027) at Air Force installations. The template is designed to be generalized for continuation of performance across all Contiguous United States active duty Air Force, Air National Guard, and Air Force Reserve installations, excluding Alaska and Hawaii. Contractors must identify provisions for acquiring essential personnel and resources to maintain continuity of operations for up to 30 days or until normal operations resume, addressing all elements required by DFARS Provision 252.237-7024(b)(2) and DFARS Clause 252.237-7023.
The template requires contractors to establish protocols for crisis situation declaration, plan invocation, and identification of challenges to maintaining services during extended events such as pandemics. Contractors must describe provisions for essential personnel and resources acquisition, including timelines for availability on-site and capabilities for remote work or facility relocation. The plan must include emergency notification contacts with names, titles, and phone numbers; alert and notification procedures for mobilizing essential contractor personnel; and communication expectations for contractor employees regarding their roles during a crisis. Additionally, contractors must describe how the plan will be maintained and reviewed. Mission-essential services will be paid at contract prices at the time of plan activation, with those prices serving as the basis for any equitable adjustments. The plan remains active until the Contracting Officer notifies the contractor to cease performance.
