About this file
This is a Justification Review Document for the procurement of Axon X26P Tasers and X26P Taser Batteries by the National Guard Bureau.
The ALNG Counterdrug Task Force requires twenty (20) Axon X26P-Black tasers and four (4) X26P taser batteries to support FY26 AL Counterdrug Task Force operations, including ground reconnaissance operations and local law enforcement observation missions in Montgomery, AL and surrounding counties. The procuring activity is USPFO ALARNG, with a contracting action type of New Contract and Firm Fixed Price contract type funded with O&M Army funds. The requirement is being pursued under a "sole source" justification citing 10 U.S.C. 2304(a)(1) or 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1, asserting that only one responsible source and no other supplies or services will satisfy agency requirements. The justification cites operational compatibility and standardization with existing equipment, proven reliability and performance of the X26P platform, advanced safety features, interoperability with local law enforcement agencies already equipped with X26P models, logistical and maintenance considerations, legal and policy compliance with state and federal guidelines, and the absence of suitable alternatives. The Government will publish a sources sought notice on SAM.gov in accordance with FAR 5.201 to solicit potential competition; however, if no responses are received, the contract will be awarded to Axon Enterprise, Inc., the sole manufacturer and authorized distributor of X26P Tasers and batteries. The document was prepared on June 2, 2026, with technical representative certification dated May 13, 2026.

SEPTEMBER 23, 2025 CUI//SP-SSEL 3 of 4
CUI//SP-SSEL
Yes, details are below. No.✔
6a. AUTHORITY CITED 10 U.S.C. 2304(a)(1) or 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
b. Reason for Authority Cited ⋯
a. Operational Compatibility & Standardization The ALNG Counterdrug Task Force and local law enforcement partners are already equipped with Axon X26P Tasers. Standardizing on this model ensures seamless integration with existing holsters, training, and maintenance.
Personnel are certified and trained specifically on the X26P platform. Introducing a different model would require retraining, resulting in operational delays and increased costs.
b. Performance & Reliability The Axon X26P is a law enforcement-grade device, proven for reliability and effectiveness in both urban and rural operations. It is designed to withstand harsh environments, which is critical for the Task Force’s missions.
The X26P is recognized by the State Judge Advocate (SJA) as compliant with the force continuum policy, ensuring legal and procedural alignment.
c. Safety & Effectiveness The X26P includes advanced safety features (built-in safety switch, precise targeting, controlled electrical output) that minimize risk to both operators and subjects.
Its consistent incapacitation effect is essential for non-lethal intervention during high-risk operations, validated by extensive field use and peer-reviewed studies.
d. Interoperability with Local Law Enforcement Local law enforcement agencies in Montgomery, AL, and surrounding counties use the X26P. Using the same model facilitates joint operations, equipment sharing, and mutual support.
The X26P taser batteries are unique to this model; other models use different battery types, complicating logistics and supply chain management.
e. Logistical & Maintenance Considerations The X26P’s modular design allows for quick battery replacement and maintenance, reducing downtime during missions.
Axon is the sole manufacturer and authorized distributor of X26P Tasers and batteries, ensuring genuine parts and warranty support.
f. Legal & Policy Requirements The X26P is approved for use under state and federal guidelines for non-lethal force. Other models may not meet these requirements or may lack necessary certifications.
g. No Suitable Alternatives Other models (e.g., Taser 7, X2) are not compatible with current holsters, batteries, or training, and lack the specific features required for urban ground support and SJA force continuum compliance.
No other manufacturer offers a device with the same proven track record, interoperability, and compliance as the Axon X26P.
7. POSTING REQUIREMENTS
Include justification with solicitation (FAR 6.302-1(c)(1)(ii)(C)), the justification shall be posted with the solicitation (see 5.102(a)(6)).
8. CONTRACTING REQUIREMENTS
a. Efforts to Obtain Competition ⋯ Effective Competition Anticipated Due to the proprietary nature of the Axon X26P Taser and its batteries, effective competition is anticipated from AXON and their resellers. Axon is the only source with the legal authority and technical capability to provide the required items. However, the Government will consider any proposals received as a result of the public notice and will evaluate them for technical acceptability and compliance with requirements.
b. Actions to Increase Competition ⋯
The ALNG Counterdrug Task Force will continue to monitor the market for alternative products that may meet operational, legal, and interoperability requirements. Future requirements will be reviewed to determine if broader competition is feasible as technology and standards evolve.
c. Market Research ⋯ In accordance with RFO FAR 5.201, a sources sought of the proposed contract action will be published on the Government Point of Entry (SAM.gov) to notify potential sources of the requirement for Axon X26P Tasers and X26P Taser batteries. All bids or proposals received in response to this notice will be fully considered. Market Research was conducted to identify any other potential sources capable of providing Tasers and batteries that meet the ALNG Counterdrug Task Force’s operational, legal, and interoperability requirements. This research included reviewing GSA schedules, contacting authorized law enforcement equipment distributors, and searching for alternative manufacturers.
If no responses are received from the public notice, the contract will be awarded to Axon, the sole manufacturer and authorized distributor of the X26P Taser and batteries, in accordance with RFO FAR 6.103-1.
