Evaluation Criteria For Solicitation
Web Based Medical Review Database Subscription Service
A. Proposal’s technical requirements will be evaluated on an acceptable / unacceptable basis:
• Application shall provide a clinical knowledge resource based on scientific studies published in high-quality peer-reviewed journals demonstrating an impact on patient safety, reduced clinical complications, improved clinical efficiency, and improved medical knowledge acquisition.
• Application shall provide synthesized content for quick decision-making (not just an aggregation of resources).
• Application shall be accessible anytime from any Internet browser on a desktop or laptop computer, tablet, or mobile device
• Application shall provide a database of topics in twenty-five (25) or more specialties that are evidence-based and are updated using comprehensive review of peer-reviewed journals, clinical databases, and other resources whenever important new information is published and or as new evidence becomes available.
• Continuous updates based on current literature and best practices. Name of author and date of latest article update shall be provided for user review.
• Application shall provide graded recommendations that include the latest evidence and clinical experiences of leading physician authors and editors (i.e., strong (Grade 1) or weak (Grade 2) according to the balance between benefits, risk, burden, and costs, and the degree of confidence in estimates of benefits, risks, and burden). Additionally, recommendations shall be qualified according to the quality of evidence.
• The application shall have medical calculators that will allow subscribers to enter the values in commonly used formulas to obtain numerical data (i.e., calculators to estimate the severity of a condition based upon the presence or absence of major risk factors).
• The application shall have infographics search feature that allows subscribers to search a library of high-quality graphics (i.e., pictures, tables, illustrations, graphs, videos, and diagrams).
• Application shall provide access to a fully integrated drug references/database that provides in-depth analysis of drug-drug, drug-herb, and herb-herb interactions, drug adverse effects, warnings, and precautions, and current FDA Special alerts.
• Shall be accredited by the Accreditation Council for Continuing Medical Education (ACCME), to provide continuing medical education for Physicians, Physician Assistants, and Nurse Practitioners.
• Shall be able to provide clinical Staff with CME/CE/CPD credits using the time spent researching clinical questions with the application toward continuing professional development requirements at no extra cost and/or additional testing.
• The contractor must provide at least annual usage reports to the COR and shall be specific as to number of providers, pages viewed, clinical areas searched, and providers claiming CME and number of education hours claimed.
It is the offeror’s responsibility to clearly demonstrate their submission meets the Technical Requirements/Statement of Work. The offeror shall clearly address each area of the Statement of Work.
B. Proposals will be evaluated using the following criteria:
• Compliance with Product Specifications (see attached SOW)
• Technical Acceptable/ Unacceptable
• Cost Lowest Overall Price
• Past Performance will be evaluated as it relates to Responsibility.
C. Evaluation Process: Award will be made based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
• Technical - The technical proposal will be evaluated by the Source Selection Evaluation Team in accordance with FAR 15.101-2. The offeror’s response will be evaluated on an acceptable / unacceptable basis. The proposals will be evaluated for acceptability but will not be ranked using non-cost/price factors.
• Past Performance - Past performance will be evaluated by the Contracting Officer only as it relates to Responsibility. It will be rated acceptable/unacceptable based on the offeror’s performance of services like this requirement but will not be ranked using non-cost/price factors. An offeror without past performance is considered Neutral and will receive an acceptable rating.
• Price - For evaluation purposes, price is defined as the offeror’s proposed price. Additionally, price is defined as the process of establishing a reasonable amount or amounts to be paid for supplies or services. The Contracting Officer will evaluate price independently. Proposals are evaluated for acceptability but not ranked using the non-cost/price factors. The prices proposed will be evaluated in the base period and option periods in total. The award will be based on the lowest price technically acceptable (LPTA) proposal. The Government has provided estimates but does not guarantee the volume of purchases of these services through this agreement. The quoter shall use the SF-1449 (see attachment named “15BNAS25Q00000039 "), statement of work and attachment 4 to provide the prices. The Government’s evaluation shall be inclusive of options. The quoter may offer varying prices for options, depending on the quantities estimated and the dates when ordered. Prices may be voluntarily reduced at any time. The Contracting Officer (CO) shall be notified immediately via e-mail whenever price reductions occur.
