Statement of Work (SOW) Web-Based Medical Reference Subscription Service

Federal Bureau of Prisons (BOP)

1. Background

The Federal Bureau of Prisons (BOP) manages approximately 188,000 inmates across more than 122 institutions located throughout the United States, including Hawaii and Puerto Rico.

Supported by over 36,000 employees, the BOP is charged with protecting society by incarcerating offenders in secure, humane, and cost-efficient environments.

The Health Services Division (HSD) of the BOP delivers comprehensive medical, dental, and mental health services consistent with community standards and practices adapted to the correctional setting. As part of this mission, BOP requires access to an evidence-based, web-based clinical reference system to support clinical staff in the delivery of safe and effective care.

2. Scope

The BOP intends to establish a Firm Fixed Price contract for an enterprise-wide subscription to an evidence-based, web-based clinical reference application accessible to authorized clinical staff at all BOP institutions. The contractor shall consolidate new and existing users under a unified user profile for streamlined management and oversight.

3. Key Assumptions

• Any adjustments to the schedule must be pre-approved by the Contracting Officer (CO).

• Service disruptions must be resolved by the contractor within 24 hours of notification.

• Substitution or addition of users shall not affect pricing. If tiered pricing is offered, it must be clearly defined in the proposal.

4. Technical and Functional Requirements

The subscription service shall include, at a minimum, the following capabilities:

4.1 Clinical Content and Capabilities

• Evidence-based content supported by peer-reviewed medical literature demonstrating measurable impacts on patient safety, clinical efficiency, and practitioner knowledge.

• Coverage of 25 or more medical specialties.

• Continuous updates based on current literature and best practices. Name of author and date of latest article update shall be provided for user review.

• Synthesis of content for quick decision-making (not simply an aggregation of resources).

4.2 Recommendations and Evidence Grading

• Clearly graded clinical recommendations (made by physician staff) using established methodology (e.g., Grade 1/Grade 2 based on benefits, risks, and quality of evidence). Topic articles shall provide treatment recommendations even when evidentiary sources may conflict or in the absence of established treatment guidelines.

4.3 Integrated Tools

• A comprehensive medical calculator library to support clinical decision-making.

• Searchable library of high-quality infographics (charts, tables, images, videos).

• Fully integrated drug interaction database covering drug-drug, drug-herb, and adverse effects, including FDA alerts.

4.4 Continuing Education

• Accredited by the ACCME, to provide CME/CE/CPD for physicians, PAs, and nurse practitioners.

• Ability to track time spent within the application and generate no-cost CME/CE/CPD credits without additional testing.

4.5 Access and Reporting

• Accessible from desktop, laptop, tablet, and mobile devices through any standard browser (24/7 access).

• Online access instructions shall be provided to the COR for internal distribution.

• Annual usage reports shall be delivered to the COR detailing:

o Number of users o Number of CME/CE hours claimed o Pages viewed o Clinical topics accessed

5. Security, Privacy, and Compliance Requirements

The contractor must ensure that all aspects of the system comply with applicable federal IT security, privacy, and accessibility standards:

• NIST 800-53 Rev. 5: The contractor shall follow applicable NIST SP 800-53 security and privacy controls.

• Privacy Act of 1974 & HIPAA Compliance: If applicable, systems handling personal or health data must comply with these statutes.

• Accessibility: The application must be compliant with Section 508 of the Rehabilitation Act.

The contractor must immediately report any data breaches or security incidents in accordance with BOP/DOJ incident response policy.

6. BOP Responsibilities

• The Contracting Officer’s Representative (COR) will inspect all deliverables and notify the CO of any concerns related to scope or schedule.

• The COR will facilitate distribution of system access information to clinical staff.

7. Period of Performance

• The base period of performance will begin upon date of award.

• The contract may include option years for a total period not to exceed 66 months.

• The place of performance includes all BOP institutions across the United States, Puerto

Rico, and Hawaii.

8. Deliverables and Completion Criteria

9. Payment and Invoicing

• Invoices must comply with FAR 52.212-4(g).

• The contractor may invoice only for complete and accepted services.

10. Additional Terms and Conditions

10.1 Non-Personal Services

This is a non-personal services contract. Contractor personnel are not subject to supervision by federal employees beyond normal contract administration and security oversight.

10.2 Confidentiality and Nondisclosure

• All materials generated are the property of the U.S. Government.

• No data may be released to third parties without express written permission from BOP.

• Contractor must maintain confidentiality of all data and user activities in accordance with federal privacy and security standards.
