Attachment 1 – DD Form 254 Continuation

13. Security Guidance:

The restrictions and other safeguards prescribed in the Security Agreement (DD Form 441), the National Industrial Security Program

Operating Manual (NISPOM), DoD 5220.22-M, any revisions to that manual and Executive Order 13526 applies to all classified contract performance.

Task ordering should require additional security classification guidance. Additional security guidance will be provided, maintained and used by the contractor as required. Security classification guidance on information, hardware, and equipment not included in security classification guides will be furnished to the contractor through the Contracting Officer or authorized representative at the time the contractor is tasked with a classified project, furnished information, hardware and equipment, or when classification changes occur.

Task ordering requiring additional security classification guidance as indicated above independent of other changes will not require updating or revising the DD Form 254.

Visitor Group Security Agreement (VGSA): The COR, FSO and Certifying Official (listed in Block 17) will execute a Visitor Group

Security Agreement (VGSA) after the contract is awarded.

Item 10a: The contractor will require administrative access to classified COMSEC material. The contractor will not receipt, copy, or generate classified COMSEC material. Access will be at government installations and will be granted by the user agency activity.

Item 10e(2): Contractor requires access to Non-SCI intelligence materials and must comply with AR 381-10 and AR 381-20. In the event publications access cannot be obtained by the internet, publications will be provided under separate cover by the Contracting

Officer. For additional guidance contact the local Senior Intelligence Officer (SIO).

Item 10h: The contractor is not permitted access to Foreign Government Information in the performance of this contract.

Item 10j: Protect “Controlled Unclassified Information” the same as company proprietary information and as specified in the NISPOM

Chapter 5, Section 5. Also see attachment 2 (For Official Use Only (FOUO) Addendum) for additional guidance.

Item 10k: Contractor requires access to the SIPRNET for contract performance at Fort Rucker only. Prior to granting SIPRNET access the contractor's employees shall comply with all required training IAW Fort Rucker Regulation 380-1.

Item 11a: Contract performance is restricted to government installations, government organizations and other contractor facilities that will be identified at the time of tasking. Using government or contractor activity will provide security classification guidance for performance of this contract.

Item 11e: Contract is for the execution of Government approved Program of Instructions, some of which contain up to SECRET classified information. Actual generation, or production of classified information is not required for performance of the contract. Cleared personnel are required to perform these services because access to classified information cannot be precluded by escorting personnel.

Item 11j: At Fort Rucker the contractor will comply with the OPSEC Requirements IAW AR 530-1, Fort Rucker OPSEC Program, 1st

Avn Bde OPSEC Program, and any OPSEC clauses of the contract. The contractor will also comply with the Threat Awareness

Reporting Program (TARP) requirements IAW AR 381-12 and local User Agency Policies and Programs.

Item 14 Continued: Program Security Directives (PSDs) and Security Classification Guides (SCGs) for each individual program accessed; Facility Security Operating Procedures (SOPs) and Automated Information Systems Security Procedures (AISSPs).

- The contractor is not authorized to release any US Government information (Classified Military Information (CMI), Controlled

Unclassified Information (CUI) or Unclassified Information).

-The use of cellular phones, hand held radios, beepers/pagers, cordless telephones and cordless microphones to include all wireless electronic devices is prohibited in a classified environment and will be addressed in the Standard Operating Procedures (SOP) or

Information Security (IS) procedures for each computer facility where classified processing is accomplished.

-Contract can require access to sensitive unclassified government automated information systems (AIS) in categories IT-II and III. As a minimum contractor employees must be the subject of a completed favorable National Agency Check with Local and Credit checks prior to being granted access and performing in category AIS-II or III positions. Reference AR 25-2.

-The contractor is required to report credible adverse information that is disclosed or received regarding their employees who hold a security clearance, under the contract, to the US Government (military/DAC) 1st Avn Bde Security Manager..." organization security manager for the organization in block 8a and the Fort Rucker Security

Division identified in block 8c.
