About this file
This is a Sources Sought Industry Questions questionnaire designed to gather market research information from potential contractors interested in an Alteration Installation Team (AIT) Follow-On contract with the Naval Undersea Warfare Center, Division Keyport (NUWCDIVKPT).
The questionnaire seeks to identify qualified contractors capable of providing engineering, maintenance, alteration installations, and technical support for systems installed on U.S. Navy vessels. The Navy requires contractors to demonstrate experience with similar technical support efforts in either the commercial marketplace or government sector, and to identify eligibility under various small business programs including 8(a), HubZone, EDWOSB, SDVOSB, and Veteran-Owned designations. Respondents must detail their firm's capabilities and experience performing the tasks outlined in a draft Statement of Work, provide relevant contract history from the past three years with references, and describe their staffing methodologies and cost drivers. Critical requirements include possession of a Secret Facility clearance and completion of a NIST SP 800-171 Assessment. Additional questions address technical and performance differentiators, contract terms and conditions, and risk assessment related to engineering services delivery. The contemplated contract will be structured as a Cost-Plus-Fixed-Fee (CPFF) award on a best-value basis considering technical capability, past performance, and cost, utilizing full and open competition. This is market research only and does not constitute a solicitation or commitment to award a contract; no reimbursement will be provided for response costs.
