About this file
This document is an Operations Security (OPSEC) Plan template designed to establish procedures and define responsibilities for implementing OPSEC requirements associated with a federal contract or solicitation. The plan applies to all contract solicitations and awarded contracts by consultants and sub-contractors, and provides instruction to employees on protecting and safeguarding critical information, facility security, and Government Contracting Activity (GCA) sensitive data.
The OPSEC Plan outlines a five-step systematic process: identification of Critical Information (CI) and indicators, threat characterization, analysis of vulnerabilities, assessment of risk, and application of appropriate countermeasures. Critical Information is generally unclassified information about friendly capabilities, activities, limitations, and intentions that adversaries need to plan effectively. The plan identifies multiple threat categories including Human Intelligence (HUMINT) through espionage agents and foreign visitors, Open Source Intelligence (OSINT) from publicly available information, Signals Intelligence (SIGINT) targeting communications, and Imagery Intelligence (IMINT) from aerial and satellite surveillance. Vulnerabilities include unsecured communications, inadequate security awareness, discussion of sensitive information in public areas, and failure to implement proper visitor controls. Risk assessment follows the formula: Risk = Threat × Vulnerability × Impact. Countermeasures include encrypted communications, secure telecommunications, need-to-know protocols, proper document disposal, security education and training, public release review processes, visitor control procedures, and flow-down of OPSEC requirements to sub-contractors. The plan designates the Company Facility Security Officer as the primary interface with the customer for OPSEC matters and references applicable guidance from NISPOM, DoDM 5205.02, and relevant threat resources including NCIS, NCSC, and DCSA.
