About this file
This is a supplier instructions document issued by the California Department of Corrections and Rehabilitation (CDCR) for Calipatria State Prison in connection with an informal competitive solicitation for vending machines, including five frozen food vending machines, two slim combo snack/drink vending machines, and three wide combo snack/drink vending machines. The document establishes operational and security requirements that all contractors, employees, and representatives must follow when accessing and working on institutional grounds. Key provisions address clothing restrictions prohibiting blue denim and orange/red/yellow/white/chartreuse jumpsuits to distinguish contractor personnel from inmates, mandatory compliance with tobacco-free environment policies under California Penal Code Section 5030.1, and adherence to CDCR's Prison Rape Elimination Policy maintaining zero tolerance for sexual misconduct. The document does not specify response dates, bid due dates, site visits, bidders' meetings, award dates, or contract terms.
The instructions impose comprehensive security regulations requiring contractors to enter through the main gate, park in designated visitor areas, and submit gate clearance requests a minimum of ten working days prior to service commencement, which includes background checks via the California Law Enforcement Telecommunications System (CLETS). All persons entering the facility must possess valid state-issued identification. Contractors must comply with extensive conduct and association regulations governing interaction with inmates, including prohibitions on bringing contraband, communicating devices such as cell phones or cameras, engaging in unauthorized interviews with inmates, and exchanging gifts or correspondence without authorization. The document contains no information regarding pricing, set-asides, incumbents, funding sources, or contract amounts. Failure to comply with these requirements may result in expulsion from CDCR facilities and potential legal action.
