About this file
This is a Request for Quote (RFQ) for two brand name compressor parts for an Air Force air conditioning unit. The solicitation is a small business set-aside for NAICS code 333415, with a size standard of 1,250 employees. The government seeks two specific compressor parts that meet detailed salient characteristics outlined in Attachment 2, with the brand name chosen to establish a specific level of quality, features, and performance.
The RFQ requires vendors to submit firm-fixed-price quotes via email by 1500 MST on May 22, 2025, to primary contact Timeaki McPhee and secondary contact Joshua Johnson. Evaluation factors are prioritized as: 1) Delivery Lead Time (most important), 2) Technical Acceptability, and 3) Price. Vendors must provide a detailed price breakdown including unit prices, shipping charges, and total price. The government will use a trade-off process to determine best value, with delivery time and technical requirements weighted more heavily than price. Vendors must have an active System for Award Management (SAM) account to be eligible for contract award.

1. Basis for Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.
In accordance with FAR 13.106-2(b)(3), the Government intends to award a firm-fixed-price purchase order resulting from this solicitation to the responsible offeror whose quote provides the best value to the Government.
The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and technical quotes to the Government in their initial quote. However, the Government reserves the right to enter exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.
3. Evaluation Factors: Evaluation Factors (in descending order of importance):
1. Delivery Lead Time:
o The Government will evaluate the proposed delivery schedule from receipt of order to full delivery. Offerors must specify their delivery time in calendar days.
o Earlier delivery is preferred and will be evaluated favorably.
2. Technical Acceptability:
o Offered item must meet or exceed all stated specifications and salient characteristics.
Offerors must include product descriptions, specifications, or brochures to demonstrate compliance with brand name requirements.
o Offers that do not meet the minimum technical requirements will be deemed unacceptable and will not be considered for award.
3. Price:
o Price will be evaluated for reasonableness and completeness. The Government will conduct a price analysis to determine if the proposed prices are fair and reasonable.
4. Tradeoff Process:
The Government will use a trade-off process to determine the best value. Delivery Lead Time and Technical Acceptability, when combined, are significantly more important than Price. The following steps will be used:
1. Technical Acceptability Determination: All offers will be evaluated to determine if they meet the minimum technical requirements. Offers that do not meet these requirements will be eliminated from further consideration.
2. Delivery Lead Time: All offers will be evaluated on their proposed delivery lead time.
3. Price Evaluation: After evaluation of delivery lead time, the Government will evaluate the price of each offer for reasonableness.
4. Best Value Determination: The Government will compare the offers based on their delivery lead time and price. The Government may award other than the lowest-priced offeror if the added value of a superior delivery lead time is determined to provide better overall value to the Government. Additionally the Government is not obligated to award to the vendor with the shortest delivery timeframe. The determination of best value will be based on a qualitative assessment of the benefits of faster delivery in relation to any price premium. The Government will document the rationale for selecting the offer that represents the best value.
5. Submission and Evaluation Information:
1. Discussions: The Government intends to evaluate quotes and award a contract without interchanges with quoters. However, the Government reserves the right to conduct interchanges with one, some, none, or all quoters at its discretion.
