About this file
This document is a Single Source Justification (Simplified Acquisition) for two Frick refrigerant compressors, Part Number 1034192, specifically designed for the ACU-808 aircraft air conditioner used in B-1B Aerospace Ground Equipment. The 28 Contracting Squadron is seeking these compressors for the Ellsworth B-1B fleet, with market research indicating no directly comparable substitutes exist. The justification stems from the compressor's unique mounting interfaces and integrated sensor components critical for compatibility with the 808's proprietary software.
The document details efforts to obtain these components through the government supply system, which has repeatedly delayed delivery, with the current estimated date of October 8, 2025. This delay presents an unacceptable risk to mission readiness. The contracting activity plans to prevent future single-source procurements by collaborating with supply system stakeholders, reviewing existing procedures, and identifying small businesses capable of supplying the compressor. The solicitation is a small business set-aside under NAICS code 333415, with quotes due by 1500 MDT on May 22, 2025, to be submitted via email to specified Air Force contacts.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 28 Contracting Squadron
Project/Program Name: AGE Air Conditioning Unit Compressor
Purchase Request / Local ID Number: F1
Estimated Contract Cost (including Options): $0.00
Section B: Description of the Supplies/Services Required
The required item is two (2) Frick refrigerant compressors, Part Number (P/N) 1034192, specifically designed for the ACU-808 aircraft air conditioner. This compressor is essential for repairing the B-1B Aerospace Ground Equipment (AGE) 808 aircraft air conditioner. Only the compressors themselves are required; installation services are not included.
Section C: Justification for Soliciting from a Single Source or Brand Name
Market research has revealed that no directly comparable substitutes exist for the refrigerant compressor, P/N 1034192, designed for the ACU-808 aircraft air conditioner. This compressor, sold by TLD, but manufactured by Frick is specifically engineered for the ACU-808 unit. Its unique mounting interfaces and integrated sensor components are critical for compatibility with the 808's proprietary software. Utilizing any other compressor would compromise system functionality and potentially damage the ACU-808 unit.
Section D: Efforts to Obtain Competition
Initial attempts were made to fulfill this requirement through the government supply system. Request was submitted on September 25, 2024 and the supply system has repeatedly delayed the estimated delivery date, with the current projection being October 8, 2025.
This extended lead time and unreliable delivery schedule present an unacceptable risk to mission readiness. The delay directly impacts our ability to effectively support the Ellsworth B-1B fleet and maintain critical aircraft operational capability.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To prevent future reliance on single-source procurements for this compressor, the government will collaborate with supply system stakeholders to address the root causes of current delays, including a review of existing procedures and inventory management. Given the existence of small businesses capable of supplying this compressor, the government will prioritize identifying and engaging with these businesses to explore opportunities for competition in future acquisitions.
Proactive measures will be implemented, such as improved demand forecasting and inventory planning in coordination with the Ellsworth B-1B fleet maintenance, to ensure sufficient lead time for future

The government is committed to fostering competition, particularly from small businesses, whenever possible and will actively pursue these strategies to establish a more reliable and responsive supply chain for this critical component.
