About this file

This is a Justification for Other Than Full and Open Competition (J&A) under FAR 13.5 for commercial items. The U.S. General Services Administration (GSA), Public Buildings Service (PBS-IT), through the Office of Centralized Acquisition Services (OCAS), Division 6, is pursuing a Bluebeam Revu licensing renewal for existing licenses and seats. The procurement includes 100 Standard to Complete seats, 15 CAD to Complete seats, 120 Extreme to Complete seats, 5 Open to Complete seats, 186 Complete Subscription Renewal seats, 20 Core Renewal seats, and 4 Basic Renewal seats, totaling 450 seats across multiple license types and serial numbers. The purchase order period of performance is February 20, 2026 through February 19, 2027.

GSA has justified the brand-name sole source procurement under FAR 6.302-1, citing that Bluebeam Revu is purpose-built for construction document review and quantity takeoffs with unique measurement tools, markup tracking, and design overlay capabilities not available in equivalent software. Market research conducted in January 2026 confirmed the product is commercial but can only be obtained from specific Bluebeam Authorized Platinum Partners designated by the original equipment manufacturer. GSA intends to publicize the requirement on Contract Opportunities on February 2, 2026, and has determined pricing will be fair and reasonable based on vendor quote comparison to the Government's Independent Government Cost Estimate (IGCE), historical pricing, and commercial price lists. The contracting officer certified the J&A on January 28, 2026, with the Contracting Officer's Representative (Mike Bohlmann) also certifying on the same date.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value). Sole Source Justification Rationale in accordance with FAR 13.106- 1(b)(1)(i) and (ii). (Check one then provide rationale):

☐ Only one source reasonably available ☐ Urgent and compelling circumstances exists ☐ Exclusive licensing agreement exists X Brand name - If the brand name requirement applies to a portion of the procurement, please identify that portion.

☐ Industrial Mobilization ☐ Other

Rationale:

GSA has purchased via the Regions more than 348 Bluebeam Revu seats since FY2015.

Consolidating these licenses/seats will allow for a single source for license/seat assignment, and a single procurement per year will provide significant savings to the Government. The Bluebeam brand name software represents the best value to the Government at this time.

The total estimated value of this purchase order/contract is

Purchase Order period of performance will be 02/20/2026 - 02/19/2027.

4. An identification of the statutory authority permitting other than full and open competition. The authority under which this J&A is made is pursuant to FAR 6.302-1.

In accordance with 41 U.S.C. 253(c) and/or 10 U.S.C. 2304(c), GSA has determined that the procurement requires a brand-name set-aside in order to satisfy the Agency’s need. Specifically, the basis for other than full and open competition is that GSA requires services that only Bluebeam Authorized Platinum Partners can provide in accordance with FAR 6.302.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

Bluebeam Revu is not solely a cost estimating tool, it is also a powerful PDF editing and markup tool often used in construction. It allows GSA to review drawings, overlay drawings to highlight differences, and perform quantity takeoffs for cost estimating. The equivalent software has an estimated cost of approximately . Bluebeam is averaging around . This cost is per license and procuring BlueBeam Revu equates to an approximate annual cost savings of .

Additionally, Bluebeam Revu provides a comprehensive suite of measurement tools allowing you to calculate length, area, volume, perimeter, angle, radius, and more directly within PDFs.

You can even perform area and volume cutouts for precise measurement. These measuring tools are dynamic and automatically calculate related measurements and displays them within the Markups list. This feature is unique to Bluebeam and use of another cost estimating software would require manual measurements and calculations in order to produce accurate cost estimates.

While other similar software suites exist, Bluebeam Revu is purpose-built for construction document review and quantity takeoffs. Bluebeam tracks markups for clear accountability and provides the capacity to merge and overlay old and new designs to capture actual changes and errors in the submittals. Thus providing the government with an automated way to perform Quality Control in design reviews. Additionally, for cost estimators, Bluebeam Revu has precise measurement tools for length, area, volume, and count. Once the takeoffs are performed the results can be exported for input into the Definitive Estimating System (DES).

Bluebeam Revu's unique features allow GSA to streamline estimating and quantity takeoff processes, improve accuracy, enhance collaboration, and ultimately save time and money on projects.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. (MARKET RESEARCH, discuss which notices were published and where (outreach).

X GSA intends to publicize this requirement, prior to award, as required by subpart 5.2 by posting a notice on Contract Opportunities on February 2, 2026.

☐ GSA does not intend to publicize this requirement, prior to award, based on the following 5.202(a) exception: [See FAR 5.202(a) and select one of the 14 exceptions allowed for not publicizing on https://sam.gov/content/opportunitiesbo.gov.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer has determined that the anticipated price(s) will be fair and reasonable based on comparison of the vendor’s quote to the Government’s IGCE, historical pricing, commercial price lists, etc. Combined with the vendor’s technical capabilities as cited in Section 4 of this document and the proposed price, the Government has determined in accordance with the requirements as stated in the SOW, the prospective Vendor offers the best value to the Government.

8. A description of the market research conducted (see FAR Part 10) and the results or a statement of the reason market research was not conducted. (MARKET RESEARCH -review of industry sources, GSA eLibrary)

Market Research was conducted in accordance with FAR Part 10 by the Program and the CO/CS in January of 2026. The results indicated that this product is commercial in nature but could only be obtained from specific Platinum Partners as designated by the OEM Bluebeam. This renewal effort is not available from GSA MAS. It was previously procured via NASA SEWP, however the specific service required can only be provided by Bluebeam Platinum Partners and thus requires an open market solicitation. The prospective Vendors have been deemed authorized resellers of Bluebeam SW and are the best option to obtain this product from. OIA previously obtained this service in August of 2023 via NASA SEWP and had to Terminate for Convenience due to a misunderstanding of the SOW and failure to provide services as necessary. By pursuing these services through a “Platinum Partner”, Bluebeam has informed the Program area that they can fulfill our requirement.

9. Any other facts supporting the use of other than full and open competition. Explanation of why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available.

N/A

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

No source has expressed in writing an interest in the acquisition, but several sources have been deemed capable and are authorized to provide the desired service as listed here:

https://resellers.bluebeam.com/directory/categories/north-america

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

This requirement is anticipated to be an ongoing need for the GSA IT in future years. New market research will be conducted prior to the expiration of the current award to determine if new manufacturers or sources are available to avoid limitation of competition in future years.
