Base Access Overview
1. Different Passes
a. Vehicle Entry Authorization Application (VEAA) - for 12 months, allows vehicles to pass Qatari gate. Drivers still need access. Submitted to the UPC office and picked up at the Qatar office.
b. Entry Authorization Application (EAA) - for twelve months. Allows personnel to pass through Qatari gate. Contract must be signed to start EAA process. Submitted to the UPC office and picked up at the Qatar office. Cost 50 Riyals at pick up per person.
c. Unescorted Entry Authorization Application (UEAA) – only use when critical accomplishing project on time in accordance with contract. Personnel must still apply for an EAA and the approved EAA is submitted with UEAA. Submitted to the UPC office and picked up at UPC office
d. Multi-Media (MM) – allows use of multi-media devices on base (phones, laptops, etc.)
Device must not have built in camera, webcam, and or GPS capabilities. Submitted to the UPC office and picked up at UPC office
e. Installation Access Application (IAA) – Used to schedule VET and LEPST appointments. Must have approved EAA or UEAA to submit IAA. Contractor’s POC is sent all schedule appointments for personnel every Thursday for the following week.
2. Appointments
a. VET - Contractor personnel should have approved EAA, QID, and a valid passport and arrive 15 minutes early. Anyone 15 minutes late to their appointment will have their appointments canceled. If appointments are missed twice, individuals won’t be granted access to the base.
b. LEPTS – Contractor personnel should have approved EAA, QID, a valid passport, and BIDS sheet and arrive 15 minutes early to the DBIDS office. If appointments are missed twice, individuals won’t be granted access to the base. It is the responsibility of the contractor to ensure their employees do not miss their appointments or find a replacement for the banned personnel.
3. Process (Approximately 60 day process)
a. The base pass process starts after contract award
b. The Entry Authorization Application (EAA) is submitted to the 379 Expeditionary Civil
Engineering Squadron (ECES) Unit Pass Coordinator (UPC) Office. Maximum length is 12 months
c. EAA is reviewed by the UPC and sent to the Qatari Office for review/approval.
Contractor picks up EAA from Qatar Office. Cost 50 Riyals per person.
d. The Installation Access Application (IAA) is submitted to the UPC.
e. The UPCE makes contractor appointments with DBIDS and LEPTS offices
f. Contractors are interviewed my LEPTS
g. Contractors attend finger printing appointment via VET
h. A Badge is scheduled to be printed
4. Responsibilities
a. ECONS will provide to the UPC an MFR of all pertinent dates of the contract and the company that shall be submitting base access request to the UPC for the MACC.

b. The UPC office will request pertinent information from the contractors to fill out the base pass request to include, but not limited to, names of personnel, the Qatari ID numbers, Passport numbers, etc.
c. The contractor shall respond within 24 hours to the UPCs in their request for supporting documentation to complete the base access request for the contractor’s personnel, vehicles, etc. when necessary. The contractor shall not submit individuals from the following nationalities: AFGHANISTAN, BURUNDI, CHINA, EGYPT, IRAN, IRAQ, LIBYA, MALI, NORTH KOREA, PAKISTAN, RUSSIA, SAUDIA ARABIA, SYRIA, VENEZUELA, and YEMEN. If any individuals from these countries are submitted, Host Nation may deny entry into the base. Exceeding an excess of 30% kickback rate of base access submission may result in a Marginal or lower CPARS rating.
5. Escorts
a. Upon entry into AUAB, contractor personnel are required to be in the presence for a military escort at all times.
b. The contractor shall notify the program manager (379th Expeditionary Civil Engineer
Squadron) 72 hours in advance of any escort requirements. If the time shifts, the program manager shall be notified no later than 24 hours in advance.
