PERFORMANCE WORK STATEMENT (PWS)

PAINT AND BLAST ROOM MAINTENANCE

AL UDEID AIR BASE, QATAR

1. GENERAL. This is a non-personnel services contract to provide preventative maintenance and repairs for the Aerospace Corrosion Control and Fuel Shop equipment listed below. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 TASK REQUIREMENTS. The Contractor shall provide all personnel, parts, labor, equipment, tools, materials, supplies, vehicles, supervision, and other items and services necessary to perform equipment maintenance and repair for 379 EMXS Aerospace Corrosion Control and Fuel Shop equipment. The contractor shall coordinate with the 379 EMXS COR to schedule quarterly visits/unscheduled maintenance. The contractor shall ensure that all work is performed in a manner to prevent any detrimental effects to the environment, equipment, or personnel. The contractor shall also perform to the standards in the contract as well as the host nation regulations and Overseas Environmental Baseline Guidance Document.

1.2. Preventative Maintenance/Inspection Requirements. The contractor shall perform quarterly abrasive blast equipment maintenance/inspections, quarterly paint spray booths maintenance/inspections, quarterly tool air compressors maintenance/inspections, quarterly compressed air dryer’s maintenance/inspections, and quarterly breathing air testing. Quarterly maintenance is defined as performing maintenance every third month from the initial maintenance start. The contractor shall notify the CO and/or COR within 24 hours of findings in the event of malfunctioning equipment that cannot be readily fixed and where a reduction in services is likely to occur. The contractor shall provide a timeline as to when the equipment will be operational. The list of components that will be serviced or replaced is out lined below:

1.2.1. Abrasive blast equipment (model number AFG-R10, & model number Pauli RAM 35B), preventive maintenance/repairs shall include, but is not limited to:

1. Check overall condition of blast equipment.

2. Inspect air inlet filters, replace as needed

3. Inspect dust collector cartridges, replace as needed

4. Inspect HEPA filters (if installed), replace as needed

5. Clean and check pressure vessel air inlet valve, replace if bad

6. Clean and check air exhaust valve or pinch valve, replace if bad

7. Clean, and adjust choke valve, replace as needed

8. Check inlet valve (pop-up), replace as needed

9. Clean and adjust foot control

10. Inspect dust collector pulse valves (manual operator control), replace if needed

11. Inspect dust collector pulse valves (automatic solenoid operation), replace if needed

12. Check and adjust all door interlocks

13. Clean and inspect all air regulators and pressure gauges

14. Check media aerators filter and change as needed

15. Clean moisture separator

16. Check blast nozzles for wear, replace if needed

17. Clean magnetic separator

18. Inspect and adjust all door handles, strikes, and latches

19. Check and adjust Magnehelic gauges

20. Inspect gloves and gauntlets (blast cabinets), replace if needed

21. Inspect all hoses and connections, replace if needed

22. Clean and adjust cyclone and air wash

23. Lubricate all motors and bearings

24. Check for vacuum leaks

25. Check dust collector filters for leaks and life of service, replace as needed

26. Inspect breathing air filter, replace as needed

27. Clean all vibrator screens

28. Inspect all ducting and vacuum hose, replace as needed

29. Inspect and calibrate CO monitor (includes breathing air test) 5.1.2. Paint Spray booths (model number: AFG –P25,

1.2.2. Preventive maintenance/repairs shall include, but is not limited to:

1. Inspect all light fixtures and glass lens

2. Replace light tubes and ballasts, if needed

3. Check motor belts, replace if needed

4. Inspect all doors seals and gaskets, replace if needed

5. Check and tighten all electrical connections

6. Service and clean airflow switches

7. Inspect Evaporative Cooling Air Make-Up Units

8. Lubricate blower shaft bearings

9. Calibrate booth pressure balancing gauge (manometer)

10. Inspect fire suppression for damage

11. Inspect exhaust stack, dampers and stack heads

12. Inspect main exhaust blower/fan

13. Inspect MAU burner system (if equipped)

14. Inspect upper plenum

15. Lubricate motors

16. Inspect breathing air supply system

17. Inspect doors electrical interlock systems, adjust/replace as needed

18. Inspect and calibrate C/O monitor (includes breathing air test)

19. Additional tasks specified in manufacture’s documentation for preventive maintenance.

1.2.3. Particulate Filter Changes: The quarterly preventive service is to include parts and labor to change inlet filters, 1st, 2nd, and 3rd stage filters as needed and/or as indicated by the booth manometers. Also includes the change out of the dust collection filters as needed.

1.2.4. Tool air compressors (Model number ELGI EG75-10.5, RS303ENC), preventive maintenance/repairs shall include, but is not limited to:

1. Check/adjust compressor coolant level

2. Check air filter, replace as needed

3. Check air/oil separator filter, replace as needed

4. Check coolant filters, replace as needed

5. Clean and check the cooling coil

6. Grease motors

7. Check air end coupling, replace as needed

8. Check and tighten compressor control panel terminals

9. Check/Ensure/Demonstrate overall operation of the compressors

1.2.5. Compressed air dryers (Model number SPX HGD600, DeltaTech HGE-200), preventive maintenance shall include, but is not limited to:

1. Check and clean dyer cooling coils

2. Check dryer auto drains, clean/replace as needed

3. Check and grease dyer motors

4. Check fittings

5. Check/Ensure/Demonstrate operation of the dryers

1.2.6. Breathing Air Purifier (Model number SPX CBA 75) preventative maintenance shall include, but is not limited to:

1. Check and change filter elements,

2. Check and change converter cartridge

3. Check Pilot and change Air Filter Cartridge

4. Check Filter Housing O-Rings, replace as needed

5. Check Muffler Cores

6. Drain unit

7. Check Moisture Indicator, correct if needed

8. Change Desiccant Kit, replace as needed

9. Check Pressure Switches, replace as needed

1.2.7. Breathing air testing (Model number Invertech Cam-900) shall include, but is not limited to:

1. Inspect and calibrate C/O monitor

2. Conduct breathing air testing and send of samples to the appropriate authorities and provide the results to the CO/COR within 24 hours of receiving the results.

1.3. Unscheduled Maintenance. In addition to the stated preventative maintenance, the contractor shall be available for unscheduled service calls and repairs as necessary. The unscheduled service calls include the labor to troubleshoot and time required for maintenance, repairs, and installation of parts. Parts will be paid for by 379 EMXS for the required repairs. The estimated workload for unscheduled visits is 120 hours per year. The contractor shall be on site no later than 72 hours after notification from the CO/COR to perform the unscheduled service call. Unscheduled service calls shall only be completed upon receipt of verbal or written notification from the CO. The Contractor shall submit a price quote of the required parts for CO/COR approval before work begins. Any change in price after submission will require approval by the CO and COR. The contractor shall stop work and submit a revised quote.

1.4. Cleanliness. The contractor shall leave the work area in same or better state after completion of work. If hazardous waste is generated (e.g. particulate filters), it shall be placed into the appropriate drums provided by the Corrosion Control personnel. The contractor shall not leave more than two (2) pieces of foreign objects and debris (FOD) for each day on site.

1.5. Summary Report. The contractor will provide a report to the CO/COR before leaving the facility on the last day on station. This report is to include preventative maintenance performed, any repairs performed, and a list of parts that were used during maintenance operations. The contractor will also provide future/upcoming maintenance/inspections required. The contractor shall establish a maintenance tracking system that will allow for a maintenance history on each piece of equipment. At a minimum, that tracking system shall track: The equipment type, equipment location (building number, room number, or dock number), tracking serial number, last date of service, servicing technician, running hours if available, last service completed, major future service schedule, and parts used during the service.

2. GENERAL INFORMATION.

2.1. Description of Services. Unless otherwise stated, the Contractor shall provide all supervision, personnel, maintenance equipment, transportation, tools, labor, and other incidentals necessary to inspect and maintain the equipment noted above at Al Udeid Air Base (AUAB). The Contractor shall share information with, individuals that require knowledge and understanding of the services provided, such as Government personnel.

2.2. Key Terms. For purposes of this PWS, Government refers to the United States Government and the United States Air Force as represented by the Contracting Officer (CO), or appointed Contracting Officer’s Representative (COR). Customer refers to the 379 ELRS. Contractor refers to the Contractor, Subcontractor, and Contractor and Subcontractor personnel.

2.2.1. Preventive maintenance does not cover equipment repairs or damage that is a result of abuse, misuse, mishandling, deferred or neglected maintenance, environmental damage, service life exceeded, acts of war, acts of God and those items not specifically stated in the tasks outlined in this PWS.

2.2.2. Equipment items that require repairs or maintenance that are not considered preventive maintenance are considered unscheduled maintenance.

2.3. Contractor Personnel. The Contractor shall not employ persons for work on this contract if such personnel are identified to the Contractor by the CO as a potential threat to the health safety, security, general well-being or operational mission of the installation and its population. The Contractor shall provide a contract manager who shall be responsible for the performance of the work outlines in this PWS. The contract manager shall oversee all contracted operations and each shall read, write, speak, and understand English fluently in order to effectively communication and use technical manuals and references. Contractor personnel shall be qualified to perform tasks outlined in the PWS. The contractor shall notify the CO of the departure of an individual in a key position (contract manager) and identify their substitution or replacement upon change. The Contractor shall provide contact information for key personnel before the start of work.

2.4. The contract manager shall be available for a meeting or teleconference within 48 hours of the Government’s request. 1.4. Period of Performance. The period of performance (PoP) shall be for one (1) Base Year of twelve (12) months and four (4) twelve Month Option Years. The PoP reads as follows

Base Year: 1 October 2021 – 30 September 2022

Option Year I: 1 October 2022 – 30 September 2023

Option Year II: 1 October 2023 – 30 September 2024

Option Year III: 1 October 2024 – 30 September 2025

Option Year IV: 1 October 2025 – 30 September 2026

2.5. Quality Assurance. The government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).

This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

2.6. Recognized Holidays.

2.7. Hours of Operation. The contractor is responsible for conducting business, between the hours of 8:00 AM AST to 5:00 PM AST Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than Firm Fixed Price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

2.8. Place of Performance. The contractor is to notify the CO/COR 72 hours before arrival by email with an arrival time and date. The contractor shall report to the Commander Support Staff (CSS), Building 5477, Room A029.

2.9. Host Nation Requirements. The Contractor shall be responsible for coordinating with the Unit Pass Coordinator (UPC) for obtaining any necessary licenses, permits, visas, etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. The Contractor and all subcontractors will have a Commercial Registration for the State of Qatar. The contractor and its employees shall comply with base and host nation traffic regulations.

3. CONTRACT ADMINISTRATION.

3.1. Key Control. The contractor shall establish and implement methods of making sure all keys issued to them by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the CO and COR any occurrences of lost or duplicated keys. 3.4.1. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor.

In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost shall be deducted from the payment due the contractor.

3.2. The contractor shall prohibit the use of keys, issued by the government, from being in the custody of any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

4. SERVICES SUMMARY (SS). Contractor shall perform all services in accordance with this PWS.

Government surveillance will be accomplished using periodic inspections.

4.1. Unacceptable Service. Re-performance of unacceptable services will be at no additional cost to the government.

4.2. Service Summary Items. The absence of any contract requirement from the Service Summary shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The following service summary reflects the objectives and thresholds used to track contractor performance.

5. CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish, at a minimum, Level D PPE for all UDP personnel, consisting of a work uniform affording protection at least against nuisance contamination, including the following as appropriate:

a. Coveralls or long-sleeve top and pants

b. Leather work gloves

c. Safety sun glasses / other sun protection

d. Machinery eye / ear protection

e. Heavy duty boots

6. Government Property and Services. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At

6.1. Equipment Loss or Damage. The contractor shall submit requests for replacement of Government equipment, if provided, to the CO and COR for processing. Such requests shall specify the reason for the replacement request. At the end of each work period, all government facilities, equipment, and materials shall be secured.

6.2. Contractor Liability. The contractor shall be responsible for any damage to Government property caused by negligence caused in performance of this contract. The contractor shall be assessed the full cost (parts, labor and administrative activities) of any repairs required to correct such damages. The contractor may be given the option to repair government property damage at the Government’s discretion, in lieu of payment.

Any repairs shall be pre-approved by the Government. The final product must meet Government specifications and the Government shall certify it as acceptable.

8. Security Requirements. The contractor shall adhere to all local AUAB, Air Force, & host nation security requirements.

8.1. Background Investigation Requirements. All U.S. Citizens hired under this Task Order (TO) shall possess a FAVORABLE equivalent Tier 1 (T1) level background investigation or higher for the performance of their duties IAW AFMAN 31-113, Installation Perimeter Entry. The government assumes costs and conducts security investigations for this contract population. Contact the AUAB 379 AEW IP Office or the 20th FW IP Office at Shaw AFB, for requesting Tier 1 background investigations.

8.2. Notification. The Contractor shall notify the contracting officer representative (COR) or Unit Pass Coordinator at a Minimum of 30-60 days before on base performance of the contract to ensure installation access requirements are met. The notification shall include:

a. Name, address, and telephone number of company representatives.

b. The contract number and contracting agency.

c. The location(s) and duties of contract performance.

d. The date contract performance begins.

8.3. Non-U.S. Contract Employees. The Contractor shall be responsible for coordinating with the sponsoring organization’s Unit Pass Coordinator (UPC) for obtaining the requirements for any necessary licenses, permits, visas, etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. Prime contractor and all sub-contractors will have a Commercial Registration for the Country of Qatar. The contractor shall be responsible for maintaining all base access passes and badges issued through the UPC and installation Security Forces Squadron (379 ESFS/S5-V) to their employees.

8.4. Listing of Employees. The Contractor shall maintain a current listing of employees and update frequently as needed when employees status or information changes. The list shall include the employee's name, social security number and level of security clearance (if necessary). The list shall be validated and signed by the company security representative and/or hiring manager then provided to the military sponsoring agency Security Manager.

8.5. Company Security Representative. The Contractor shall appoint a local security representative/contact for the on base contract group. The security representative may be a full time position or an additional duty position. The security representative in coordination with the sponsoring military security manager shall provide employees with required security training.

The contractor security representative and/or sponsoring unit’s security manager will also ensure contract employees who work in Air Force controlled/restricted areas receive initial and follow-on training.

8.6. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees. All contractor employees shall undergo a SFMIS records /background check conducted by 379 Expeditionary Security Forces Squadron (ESFS) prior to issuance of base access credentials. Furthermore, contract employees will be registered in the AOR/USCENTCOM Defense Biometric Identification System (DBIDS).

8.7. Retrieving Identification/Credentialing Media. The Contractor / Security Representative shall retrieve all identification media/credentials from employees who depart for any reason; e.g.

terminated for cause, retirement, end of contract departure, etc. and return them to the office of issue.

8.8. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.

8.9. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Al Udeid Air Base.

8.13. Physical Security. The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for Contractor use. At the end of each work period/day, all Government facilities, equipment, and materials shall be secured. Equipment/material will not be removed from site without sponsoring unit approval.

8.14. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, Contractor personnel, resources, and classified or unclassified defense information.

Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

9. Notification Requirements. The contractor shall notify the Contracting Officer Representative (COR) in writing within 24 hours when one of its employees no longer works on a project for which he/she had been granted government base access. Notification is to be made to the current CORupon resignation.

10. Travel Requirements. The contractor shall be responsible for providing all transportation for contractor personnel to and from the job site on AUAB. The vehicles provided shall be properly licensed and registered to gain access to AUAB.

11. Listing of Employees. The contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number (if applicable) and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the installation commander.

The list shall be provided to the COR and sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes. U.S. contractor personnel will maintain their Letter of Authorization (LOA) on them at all times IAW DODI 3020.41, Operational Contract Support (OCS). Sending a “Visit Request” through the Joint Personnel Adjudicative System (JPAS) or its successor Defense Information System for Security (DISS) can also fulfill this requirement.

12. Photography Restrictions. No one is authorized to take any pictures or video recordings of Air Force operational aircraft or restricted areas without the approval of 379 AEW/CV regardless of location while on AUAB. This includes, but is not limited to, personal electronic devices such as Blackberrys, iPads, iPods, cell phones, or any other devices with digital recording capabilities.

12.1. Required Media Request. Any contractor requiring pictures or videotape of AUAB’s airfield to support their contract must request and possess written authorization prior entering the airfield area. Written authorization letters to photograph or video of the flight line must be signed by the Maintenance Squadron Commander; a Fighter Squadron Commander; Logistics Group Commander;

the Operations Group Commander; or 379 Operations Support Squadron Commander.

13. Applicable Documents. The Contractor shall identify and comply with all applicable federal, state, and local statutes; Air Force/Military/Host Nation instructions, manuals, handbooks, regulations, guidance, policy letters, and Executive Orders (EOs).

14. Quality Assurance. The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
