About this file
This file is a pricing template for alternate items submission in response to the DLA Troop Support Hospital Supply Tailored Logistics Support Program (TLSP) solicitation SPE2DH25R0001Amendment0003. The Alternative Items Price Book provides the structured format that offerors must use when proposing technically equivalent alternate products to items on the Price Evaluation List (PEL). The template includes columns for original National Stock Numbers (NSNs), alternate NSNs, alternate manufacturer information, alternate part numbers, alternate item descriptions, country of origin, and ceiling pricing for Year 1.
Per Amendment 0003 issued April 9, 2026, offerors proposing alternate items must submit them using this Attachment 4 template in addition to pricing all 75 items on the mandatory "PEL Amendment 0003" tab. The Government reserves the right to determine technical equivalency at its sole discretion; if a proposed alternate is deemed not technically equivalent, the offer will be considered to have failed to price that line item, which could result in rejection of the entire proposal. The proposal submission deadline is April 24, 2026, at 3:00 P.M. EST. This is a special notice opportunity from the Defense Logistics Agency Troop Support Medical for hospital supply logistics support services.
