About this file

This addendum to FAR 52.212-2 provides details for an upcoming Lowest Price Technically Acceptable (LPTA) solicitation for HVAC Service for Tenant Units at Eglin Air Force Base in Florida. The solicitation will utilize the LPTA approach to award a firm-fixed price contract to the offeror with the lowest total evaluated price whose quote is determined technically acceptable based on compliance with requirements in the performance work statement. Technically acceptable quotes must demonstrate the offeror's capability to perform HVAC maintenance and repairs on a 24/7 basis within response times outlined in the performance work statement. The Department of the Air Force Materiel Command Test Center will evaluate quotes based on price and technical acceptability, with both factors being equal, and reserves the right to award without discussions.

ADDENDUM TO FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS (Nov 2021)

1. Methodology. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote at the lowest overall total evaluated price. The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.

2. 2.Relative Importance. The Government’s evaluation will be based on the following factors and sub-factors:

a. Factor 1 – Price

b. Factor 2 – Technical Acceptability

Price and Technical, when combined, are equal when evaluated.

3. Quotes which are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions.

4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.

5. Offerors are cautioned to follow the detailed instructions in the Addendum to 52.212-1 and Addendum to 52.212-2 fully, as the Government reserves the right to make an award based on initial offers received, without discussion of such quotes.

a. Total Evaluated Price (TEP). The Government will add the total price for all options to the total price for the basic requirement to arrive at a total evaluated price (TEP). The TEP will be calculated as:

(i) The sum of the extended prices (unit quantity multiplied by unit price) for Contract Line Items (CLINs) 0001 – 4005; and

(ii) To account for any extension of services possible under the clause at FAR 52.217-8, Option to Extend Services, the Government will add 50% of the pricing proposed by the offeror for Option Year Four (4) CLINs to the total sum of the extended prices for all CLINS. The award will not be made at the TEP, but only for the purposes for evaluating price.

b. Technical Evaluation. Quotes shall be evaluated independently of the cost/price quote evaluation to determine the offerors’ compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information. The technical factor will receive an overall rating of either “Acceptable” or “Unacceptable” using the rating description in Table 1 below. The Government’s technical evaluation team shall evaluate the technical quotes on a pass/fail basis, assigning one of the ratings described below for any sub-factor. Any sub factor evaluated as “Unacceptable” will render the entire quote “Unacceptable”; therefore, un-awardable. Only those quotes determined to be technically “Acceptable”, either initially or as a result of discussions, will be considered for award. However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.

Table 1. Technical Ratings

Rating Description

ACCEPTABLE

Quote meets the requirements of the solicitation. The offeror’s documentation clearly demonstrates their capability and understanding of all aspects of performance in accordance with the Performance Work Statement and the technical sub-factors.
