PERFORMANCE WORK STATEMENT (PWS)
FOR
Air Combat Command Tenant Units at Eglin Air Force Base Comprehensive HVAC Service for IT and Test Facilities
04 November 2021
Part 1
GENERAL INFORMATION
1 GENERAL: This is a non-personnel services contract to provide comprehensive HVAC service for Air Combat Command’s tenant units IT and test facilities at Eglin AFB, FL. Current facilities are located within 513 EWS, 16 EWS, 36 EWS, the Norway-Italy Reprogramming Laboratory (NIRL), and 53 CSS. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform predictive, preventative, and corrective maintenance on ACC tenant units’ Heating, Ventilation and Air Conditioning (HVAC) systems that are not considered real property by 96 CEG. These systems include, but are not limited to, Computer Room Air Conditioners (CRAC), Computer Room Air Handlers (CRAH), split systems, coolers, dry coolers, and water chillers. The contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The Contractor shall be responsible for maintaining communication with the Procuring Contracting Officer (PCO) and the Authorized Government Representative (AGR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The Contractor shall be responsible for and required to implement and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
This contract shall cover currently owned HVAC systems, as well as any ACC tenant unit systems added to meet future requirements. The Contractor may be required to furnish materials and/or equipment for successful completion of services. The Contractor shall be able to obtain and provide repair parts, on-site technical support, and additional components for all non-real property ACC tenant unit HVAC systems.
1.2 Background: 53 WG and 350 SWW are the primary ACC tenant units at Eglin, AFB responsible for developing, optimizing, and testing Spectrum Warfare mission data. These units support a wide range of customers, including DoD, partner and allied support countries, and Foreign Military Sales (FMS), through its HITL laboratory testing of simulated regional RF radar threat signals. 53 WG and 350 SWW test laboratories and computer rooms require an ambient temperature below 70 degrees and a humidity level between 40-60 percent to operate. Otherwise unique test and support equipment, and aircraft parts would overheat causing catastrophic damage. Comprehensive HVAC service is intended to ensure the 53 WG and 350 SWW can perform their missions as directed by AFMAN 10-703, Electronic Warfare Integrated Reprogramming.
1.3 Objectives: Provide labor, materials, equipment, repair and repair parts, maintenance, and on-site technical support services required to maintain and sustain non-real property HVAC systems for ACC tenant units at Eglin
AFB, FL.
1.4 Scope: ACC tenant units at Eglin require comprehensive HVAC service for CRACs, CRAHs, split system, coolers, dry coolers, water chillers and other non-real property air conditioning systems. Services include labor, materials, equipment, repair, maintenance, and on-site technical support. The Contractor shall accomplish tasks as outlined in Sections 5.1-5.4 below.
Pricing shall be based upon the system(s) covered being in a maintainable condition and will include all travel, jobsite labor costs including repair and replacement parts, and vehicle and living expenses. Each CLIN shall be priced separately and should be billed quarterly to align with typical Preventative Maintenance schedules.
This Agreement does not cover repairs or replacement of items normally non-maintainable such as main power serviced, electrical conduit, wiring, heat exchangers, cabinets, storage tanks, tube bundles, ductwork, piping, coils, boiler shell, and structural supports. The Contractor is not required to move or modify in any way the building structure or any part thereof in order to carry out the requirements in this PWS.
The Contractor is not responsible for design of the system, obsolescence safety tests directed or required by any agency, company, person or organization, removal and reinstallation of valve bodies and dampers, inadequate electrical power or failure, burned-out main or branch fuses, low water pressure, selection of domestic hot water temperatures, vandalism, misuse or abuse of the system(s), negligence, requirements of governmental, regulatory or insurance agencies, or other causes beyond Contractor control unless specifically stated otherwise herein.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

1.6 General Information
1.6.1 Quality Control. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. A Quality Control Plan (QCP) shall be delivered to the AGR within 30 days after contract award (CDRL A001).
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Recognized Holidays:

1.6.4 Hours of Operation: Standard hours of operation are 8:00 am and 5:00 pm Monday thru Friday. There can be low to minimum manning on recognized Federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. ACC tenant units at Eglin AFB are subject to surge operations 24 hours per day, seven days per week, 52 weeks per year (including holidays). The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at the following locations at Eglin AFB, FL; additional locations may be added as ACC tenant units stand up new facilities or add HVAC systems to existing facilities.

1.6.6 Type of Contract: The government will award a Firm Fixed Price (FFP) contract.
1.6.7 Security Requirements: Contractor personnel performing work under this contract must be U.S. citizens.
ACC tenant units shall allow access to areas and permit the Contractor to start and stop equipment as mutually scheduled.
1.6.7.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.8 Special Qualifications: Contractor must maintain Liebert & Trane certified technicians. Training certificates must be verifiable, current, and valid.
1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Authorized Government Representative (AGR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced.
Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.10 The Contracting Officer Representative (COR): The (COR) duties will be filled by an Authorized Government Representative (AGR)
1.6.11 Key Personnel: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 5:00p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Facilities may require contractor employees wear badges identifying them as visitors.
1.6.13 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
PART 2
DEFINITIONS & ACRONYMS
2 DEFINITIONS AND ACRONYMS:
2.1 DEFINITIONS:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2 CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3 CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S.
Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.7 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.8 QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9 QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.10 QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.11 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.12 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.13 WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3 GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1 Materials. The Government may provide the following information: access to relevant Government organizations, information and documentation, manuals, texts, briefs, and associated materials as required and available.

4 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Facility Clearance. Contractor personnel performing work under this contract shall be U.S. citizens Note: Contractor employees will be denied access to the base if they have been convicted of have two or more misdemeanors within five years or any felony within 10 years. If a contractor employee has any convictions and has not coordinated with the contracting office in advance prior to incurring costs to fulfill contract requirements, the Government shall not be responsible for payment of any incurred costs. .

SPECIFIC TASKS
5 SPECIFIC TASKS
5.1 Basic Services. The Contractor shall provide timely technical support, services, and materials required for all maintenance and repairs required to sustain HVAC systems for ACC tenant units at Eglin AFB. Requirements in this section reflect the necessary experience, skills, and knowledge to meet specified requirements under this contract. The Contractor shall provide the required technical expertise, skill levels, and skill mix necessary to accomplish required services.
Current mechanical system inventories are listed in Attachment 4. Additions to these inventories will be added in the Additional Mechanical Systems Inventory table in Attachment 4.
5.2 Mechanical Systems Operational Analysis. The Contractor shall perform inspections in the form of nondestructive testing, vibration & noise monitoring, chemical analysis, as well as routing visual inspections to ensure that the system(s) are in proper operating condition and to identify any potential system(s) failures. The following inspections typify these services as applicable:

5.3 Mechanical System(s) Predictive and Preventative Maintenance. Preventive maintenance, working in tandem with Predictive Maintenance, is performed to detect early signs of deteriorating performance and to predict potential system(s) failures. These services are essential to insure efficient operating conditions and extended equipment life, and diagnose and solve equipment problems often before they occur. Predictive and Preventive Maintenance shall be performed on an ongoing basis and may be scheduled with little or no equipment downtime with the primary objective aimed at system(s) durability, reliability, efficiency and safety. As customized for 53 WG and 350 SWW system(s), the following tasks typify these services:

As required to help prevent corrosion and deterioration of exterior equipment surfaces
5.4 Mechanical System(s) Corrective Maintenance. Professional corrective maintenance includes repairing or removing and replacing broken, worn and doubtful components of the system(s) to allow the system(s) to continue to operate at their most efficient levels. The Contractor shall correctly identify faults within failed systems and/or subsystems 95% of the time. The following services in paragraphs 5.4.1-5.4.3 shall be provided when required.
5.4.1 Parts, Components & Materials. The Contractor shall repair or replace worn or failed components and parts covered under this agreement necessary to keep the system(s) in efficient operating condition at no additional expense to ACC tenant units at Eglin AFB. All parts, materials, devices, components and equipment furnished under this agreement shall meet and/or exceed the quality and specifications in accordance with acceptable industry standards. In addition, all replacement parts furnished will be of like or current design to minimize system(s) depreciation and obsolescence. Also included in the cost of the program are all required consumable maintenance supplies such as lubricants, coil cleaning solutions, chemicals, rags and oils.
5.4.2 Repair and Replacement Labor. The Contractor shall provide labor for diagnosis, repair and replacement of parts and components as required, assuring reliable system(s) operation without compromise, at no additional expense to the ACC tenant unit.
5.4.3 On-Call Service. The Contractor shall provide on-call service 24 hours per day, seven days per week, 52 weeks per year (including holidays) for non-routine maintenance and repairs. Requests for services shall be answered the same business day if contact is attempted before 2:00 p.m. CST at least 90% of the time; requests attempted after 2:00 p.m. CST shall be answered the next business day by 10:00 a.m.

5.5 Data Deliverables. The Contractor will be responsible to administer, monitor and update all aspects of the services provided under this agreement. A complete set of documentation will be implemented including computerized maintenance task schedules, inventory records, and all other documentation required for establishing operating trends and further corrective measures. Detailed Service and/or Maintenance Reports will be delivered to the requesting AGR at the end of every service visit (CDRL A002). The Contractor will act on the ACC tenant unit’s behalf to provide any documentation the EPA may require from the unit regarding compliance with the Clean Air Act.
5.5.1 Below is a list of Data deliverables under this contract. The Contractor shall submit deliverables, as required, to the requesting AGR.

Performance Requirements Summary
The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Periodic Surveillance
The primary design of this program is to minimize the incidence of emergency situations, however, for emergency situations, the Contractor shall provide oncall service 24 hours per day, seven days per week, 52 weeks per year including holidays.
5.4.3
The Contractor shall respond to emergency requests and be on-site within 24 hours at least 90% of the time.
