About this file
This document is a Federal Acquisition Regulation (FAR) provision for evaluation of commercial products and commercial services, dated November 2021. The solicitation outlines a two-factor evaluation process for contract award: Technical Capability and Price Reasonableness. For Technical Capability, offerors must submit technical certifications that meet all requirements, with proposals rated as either "Acceptable" or "Unacceptable". Contractors failing to demonstrate acceptable technical capability will be eliminated from consideration.
The Price Reasonableness evaluation will assess proposed prices using FAR Subpart 13.5 guidelines, with the estimated amount for each line item totaled to determine the evaluated price. The government intends to award the contract to the lowest-price offeror with an acceptable technical rating. All price quotes must be considered fair and reasonable, and must remain firm and valid for sixty (60) days. The solicitation emphasizes that offerors should submit their best initial terms from a cost/price perspective, as the award will be made based on initial proposals.
