About this file

This document is a Quality Assurance (QA) Plan developed by Rolls-Royce Solutions America Inc. (RRSA) for a United States Coast Guard (USCG) maintenance and emergent repairs contract (Contract 70Z08525RLREP0020). The plan outlines comprehensive quality management procedures for WMSL vessel maintenance, including on-site QA oversight, vendor requirements, documentation standards, and a detailed process for equipment installation, testing, and validation.

Key elements include assigning a dedicated Project Manager and Service Manager to coordinate work, conducting stage-gate inspections at multiple phases (incoming inspection, factory testing, installation, dock trials, and sea trials), and implementing a Sea Trial Validation Procedure. RRSA will perform installations of new and overhauled components, with quality checks at each stage, and estimates the sea trial activities will require approximately four calendar days. The sea trials will involve USCG personnel operating the vessel and testing propulsion systems in multiple modes, including harbor, cruise, maneuvering, gas turbine, and combined diesel and gas (CODAG) configurations.

Overview:

Project and Service Management Oversight:

RRSA Contract Provided Equipment:

Overview:

Purpose Rolls-Royce Solutions America Inc. (RRSA) has developed this Quality Assurance (QA) Plan to support the USCG in minimizing technical risk across the duration of the project. Due to the complexity and multi-year timelines of the program, RRSA has established QA requirements for all parts delivery, installation, and equipment testing.

On-Site QA Oversight RRSA will assign a dedicated on-site representative to oversee and verify quality during service activities, equipment testing, dock trials, sea trials, and other critical operations.

This representative ensures compliance with QA requirements, escalation procedures, and proper documentation. In the event that vendor support is required for installation, testing, or troubleshooting, RRSA will coordinate vendor QA involvement to maintain consistent standards.

Vendor QA Requirements (if vendors are needed):

1. Vendors are required to maintain a QA plan aligned with RRSA standards.

2. Vendors shall provide qualified personnel, keep calibration current, and preserve material traceability.

3. RRSA defines acceptance criteria, inspection and test points, and witness or hold points.

4. RRSA coordinates QA activities with the USCG and any vendor personnel.

Documentation Required records include:

1. QA agreements and vendor QA plans

2. Inspection and Test Plans (ITPs) and approved procedures

3. Checklists and calibration certificates

4. Material and weld traceability records

5. Nonconformance and corrective action reports

6. Deviation approvals and test logs

7. Final dock and sea trial reports

Escalation Procedures Issues escalate from vendor QA personnel to the RRSA on-site representative, then to

RRSA QA lead and program manager, and finally to the USCG if necessary. Time-bound response targets are applied at each stage, with the option to halt work for safety-critical issues.

Verification and Acceptance

Stage-gate inspections occur at:

1. Incoming inspection of materials and components

2. Factory or bench testing

3. Installation verification

4. Dock trials

5. Sea trials

RRSA will witness critical tests and sign acceptance at each stage.

Continuous Improvement Metrics such as first-pass acceptance rates, rework hours, and defect trends are tracked.

Lessons learned, supplier audits, and periodic updates to the QA Plan ensure ongoing improvement throughout the project.

Project and Service Management Oversight:

Rolls-Royce Solutions America Inc. (RRSA) shall assign a dedicated Project Manager (PM) and Service Manager to oversee all major overhaul activities under this contract. The PM shall serve as the primary point of contact for the United States Coast Guard (USCG) and shall coordinate all work execution in collaboration with RRSA service personnel, management, and approved vendors or subcontractors.

The PM shall be responsible for the following tasks and deliverables:

1. Initiating and managing procurement activities for all components, including those sourced through RRSA and all associated vendors.

2. Developing and maintaining delivery schedules for both component receipt and installation activities.

3. Coordinating with the USCG, vendors, and internal RRSA stakeholders to establish and publish mutually agreed-upon work schedules.

4. Conducting Quality Assurance (QA) inspections and acceptance reviews prior to part delivery.

5. Conducting QA inspections and acceptance reviews following installation and upon completion of sea trials.

6. Coordinating all shipboard activities and communications with the USCG Ship’s Force to ensure alignment of schedule, safety, and operational requirements.

RRSA Contract Provided Equipment:

RRSA/MTU Equipment: (RRSA, mtu) RRSA shall perform the installation of new and overhauled components on the vessels as required under this agreement. Following installation, each component shall be subjected to a standard Quality Assurance (QA) inspection conducted by RRSA service technicians.

These inspections shall include verification of functionality, alarm operations, and overall system performance both prior to and upon completion of sea trials. Where applicable, RRSA shall preload and test all associated software and installations to ensure proper configuration, calibration, and operational integrity.

All mtu components are subject to established QA processes at the manufacturing facility in Germany prior to acceptance and release for sale. This requirement applies to all components, whether manufactured internally by Rolls-Royce Solutions or procured from approved external suppliers.

Sea Trials:

Rolls-Royce Solutions America Inc. (RRSA) shall implement a Sea Trial Validation

Procedure as part of the testing and verification phase under this contract. This procedure shall define all inspection, testing, and verification requirements necessary to validate the operational readiness and performance of all upgraded systems and components.

The Validation Plan shall be made available to the Government upon request and may be reviewed jointly with the applicable vessel command to address any operational restrictions or limitations. RRSA reserves the right to revise the Validation Plan as necessary to accommodate vessel-specific conditions, unforeseen technical findings, or safety considerations identified during execution.

RRSA estimates that the sea trial activities will require approximately four (4) calendar days to complete. This duration includes vessel transit between Coast Guard Island (Alameda, CA) and San Diego, CA, or as otherwise directed by the Contracting Officer’s

Representative (COR).

During the conduct of sea trials, RRSA shall require United States Coast Guard personnel to operate the vessel and perform propulsion system testing in all available propulsion modes, including full-power operation of the Main Propulsion Diesel Engines (MPDE) and

Gas Turbines (GT), as applicable.

All testing shall be performed in accordance with approved safety procedures, applicable regulatory requirements, and mutually agreed validation criteria.

Testing Modes

1. Harbor

2. Cruise (STBD & PORT)

3. Maneuvering (SCL & DCL)

4. GT

5. CODAG
