About this file
This is a Project Manual prepared by the California Department of General Services (DGS) for the California Department of Food and Agriculture's generator replacement project located in Winterhaven, Imperial County, California. The project involves the demolition of an existing generator and its replacement with new equipment, along with associated demolition and replacement of the existing integrated panelboard and conductors. The manual provides comprehensive technical specifications and requirements for the electrical work, including detailed sections on low-voltage electrical power conductors and cables, control-voltage electrical power cables, grounding and bonding systems, hangers and supports, conduits for electrical systems, underground ducts and raceways, vibration and seismic controls, identification systems, and panelboards. Project Director Joyesh Chandra (Department of General Services, West Sacramento, California) and consultant Sevag Avanessian, PE from J.C. Chang & Associates, Inc. prepared the specifications in November 2025. The project manual was approved by the Office of the State Fire Marshal on January 21, 2026, with project number 000000000013525.
The specifications establish strict requirements for all electrical materials and installations, including manufacturers' products with approved equals, compliance with NFPA 70 (National Electrical Code), UL listings, and numerous industry standards such as NEMA, IEEE, ASTM, and AWS standards. The manual mandates quality control testing including field inspections, continuity testing, ground resistance measurements, and visual inspections before energization. All work must comply with applicable seismic and wind-load requirements specified in Section 018123 of the facility criteria, with particular emphasis on proper grounding, bonding, identification, and support systems. The contractor must follow manufacturer's published instructions, obtain proper certifications, and provide comprehensive documentation including shop drawings, field quality-control reports, and test results. No specific pricing information, contract award dates, or response deadlines are contained within this technical specifications document.
