About this file
This is a Statement of Work (SOW) for RV pad improvements on the Kaibab National Forest in Northern Arizona. The project encompasses the rehabilitation of 11 RV camping pads across four administrative sites: six pads at Tanglefoot Work Center in Fredonia, five pads at Tusayan Ranger Station in Grand Canyon, and optional work involving eight pads at Jacob Lake Work Center and five pads at Big Springs Work Center. Rehabilitation work includes clearing overgrown pads, subgrade preparation, new gravel placement and compaction, replacement of water and sewer connections, limited replacement of water and sewer lines, and replacement of electrical components on existing service pedestals. Optional work items include subsurface utility locating, television inspection and flow testing of septic systems, septic tank and leach field replacement, and replacement or installation of propane lines and connections for 24 RV pads.
All work must comply with the latest adopted construction codes of Coconino County and applicable national and state codes, with specific construction specifications referenced for quality control, erosion and sediment control, concrete work, earthwork, water utilities, sanitary sewerage, on-site wastewater disposal, propane piping, and electrical utilities. Key deliverables include a quality control plan (due 14 days prior to pre-work meeting), proposed construction schedule (within 10 days of Notice to Proceed), equipment mobilization notification (10 days prior to mobilization), bi-weekly status reports (every Friday by 5:00 PM AZ time), manufacturers' literature prior to material procurement, material gradation documentation, concrete admixture designs (72 hours prior to placement), and as-built drawings upon contract completion. Contractor scheduling is restricted at Tanglefoot and Jacob Lake Work Centers between April 15 and October 31, and a minimum of four combined RV pads must remain operational during construction. No government-furnished materials are provided, though contractors may use electricity and limited water at all sites.

2.0 Background
The project will be located on the Kaibab National Forest at four different administrative sites. Tanglefoot Work Center, located in Fredonia, Arizona; Jacob Lake Work Center near Jacob Lake, Arizona; and Big Springs Work Center, approximately 15 miles south of Jacob Lake, are located on the North Kaibab Ranger District. The Tusayan Ranger Station, on the Tusayan Ranger District, is in Grand Canyon, Arizona. RV pads are existing at the Tanglefoot WC, Tusayan RD complex, and Jacob Lake WC and require utility upgrades. Big Springs WC has three existing pads with the need for two additional pads and utility extensions. Big Springs WC includes a rental cabin area that the public may be utilizing during the project.
