About this file
This is a Solicitation Amendment (Amendment 0001) issued by the USDA-FS CSA Southwest 7 in Albuquerque, New Mexico, for Solicitation RFQ 127EAX26Q0017 dated April 27, 2026. The amendment incorporates Request for Information (RFI) questions and government responses, adds FAR Clauses 52.223-1 (Biobased Product Certification) and 52.223-2 (Reporting of Biobased Products Under Service and Construction Contracts) by reference, and confirms that all other original solicitation terms remain unchanged.
The project involves Trailer Pad/Housing Unit Improvements at Kaibab National Forest in Northern Arizona. Key clarifications from the RFI responses include: this is a new requirement with no incumbent contractor; propane tank locations vary by site (one at Big Springs, zero at Tanglefoot, at least five at Jacob Lake, and some nearby at Tusayan); the contractor must provide all supplies including NPT fittings and plugs, though existing pipes and connections may be reused if in good condition; contractors are not responsible for supplying propane tanks, which will be leased separately; pad aggregate thickness shall be 4-6 inches with 1-½ inch minus gradation material compacted to at least 90% maximum dry density; and water meters are an optional item only at Jacob Lake Work Center, with existing electrical and water meters to be reused if acceptable or replaced in-kind.

REQUEST FOR INFORMATION QUESTIONS & RESPONSES
QUESTION 1. Is this a brand-new contract or is/was there an incumbent performing these services?
This is a brand-new requirement.
QUESTION 2. What is the number of propane tanks located at each of the four sites?
There is one propane tank for this project at Big Springs and zero tanks at Tanglefoot.
There are at least five tanks at Jacob Lake that have existing service connections of an unknown operability. Some of the sites at Tusayan have nearby tanks.
QUESTION 3. Regarding the statement, "A dedicated 1” 90-degree Female NPT fitting shall be provided at the RV Pad, capped with a threaded plug," would you clarify whether the fitting and plug will be supplied, or if the subcontractor is responsible for providing them?
The Government will not be providing any supplies under this contract. Contractors may reuse any existing pipes and connections, if they are in good condition.
QUESTION 4. For the locations that do not have propane tanks or not enough propane tanks, does the contractor need to purchase some tanks for those locations?
Contractor does not need to supply propane tanks. If propane lines and connections are awarded under optional items, Contractor only needs to set up the piping and connections. Tanks will be leased separately.
QUESTION 5. What is the aggregate thickness for the pads? Do you have specific gradation for the pads?
Pad thickness shall be 4-6” of aggregate. Gradation shall be a 1-½” minus aggregate material. Compaction shall be at least 90% maximum dry density.
QUESTION 6. Are water and electrical meters required at all sites?
Water meters are an optional item only at Jacob Lake Work Center. If there are existing electrical or water meters, meters shall be reused, if in acceptable condition, or new ones shall be installed/replaced in-kind.
