Remove, Supply and Replace Solar Panels for Lassen Volcanic National Park (LAVO)
STATEMENT OF WORK
CONTRACT REMOVE, SUPPLY AND REPLACE SOLAR PANELS AT
LASSEN VOLCANIC NATIONAL PARK
GENERAL:
This Statement of Work (SOW) outlines the requirements for the removal and replacement of existing roof-mounted solar panels. The project includes all necessary tasks for the safe deinstallations, disposal, replacement, and reinstallations of solar panels, ensuring system functionality, safety, and compliance with local regulatory codes and standards.
OBJECTIVE:
Lassen Volcanic National Park is seeking a contractor for the 1) removal of 214 roof mounted outdated solar panels, 2) supply of approximately half that quantity of newer technology solar panels capable of generating the equivalent, if not more energy for the immediate areas facilities, 3) installation of new panels and applicable componentry, and 4) export and responsible recycling of the 214 panels slated for removal in this solicitation. Existing framing is thought to be sufficient for new mounting installations, but it is the responsibility of the contractor to determine upon further inspection.
The existing photovoltaic solar arrays were installed on the roofs of Bldgs. 23 which is the parks
Auto Shop and 24 which is the adjacent Equipment Storage Shed, in 2010-2011. This system helped the newly constructed Kohm-Yah-Mah-Nee Visitors Center attain a LEED Platinum rating upon its completion. Since installation, this system has generated and sent a considerable amount of electricity back into the electrical grid.
The 214 solar panels on both buildings are beyond their designed service life. Even though these panels are tied to the grid, LAVO has lost the ability to track productions / electricity in just how much has been sent back into the grid. Local servicing electricity providers have been unable to provide any assistance in monitoring the output and production levels. This project shall re-establish this monitoring ability while using newer technology with the ability to track monthly productions utilizing an array half the size or less of the existing arrays footprint while only installing / replacing panels back onto the Bldg. 23 Auto Shop. No panels will be replaced on Bldg. 24.
It is the responsibility of the awarded contractor to:
• Safely disconnect and de-energize the existing solar system, ensuring all electrical safety protocols are followed, then remove existing panels, wiring inverters, and Bldg. 24 mounting hardware.
• Final determination of how to seal holes
• Inspect the roof structure for any damage or wear that may require repairs before new system installations. Old panels and other componentry must be exported by the contractor and properly disposed of.
1. SCOPE OF WORK:
A. Site Assessment and Initial Inspection:
➢ Conduct a comprehensive site survey of the roof and solar panel system.
➢ Inspect the current condition of solar panels, mounting equipment, wiring, and inverter to determine the best approach for removal and replacement.
➢ Assess roof condition to ensure proper installation of new panels.
B. Removal of Existing Panels:
➢ Safely disconnect and de-energize the solar system, ensuring all electrical safety protocols are followed.
➢ Remove existing solar panels, wiring, inverters, and mounting hardware, ensuring that all components are handled with care to prevent damage.
➢ Properly/responsibly dispose of all removed panels and componentry.
C. Roof Inspection and Preparation:
➢ Inspect the roof structure and surfaces for any roof damage or wear that may require repairs before installing the new system.
➢ Perform any necessary roofing repairs (e.g., patching, sealing, etc.) to ensure the roof is in optimal condition for reinstallations.
➢ Clean the roof to prepare for the new installation.
D. Replacement of Solar Panels:
➢ Install new solar panels, ensuring that all components are securely mounted to the roof and positioned and positioned according to the approved designs.
➢ Replace or upgrade wiring, inverters, and any other electrical components that are part of the new system. Remove any evidence of the old system throughout the project.
➢ Ensure compliance with all electrical and building codes
E. System Testing and Commissioning:
➢ Conduct a thorough inspection and testing of the new solar panels, ensuring all connections are secured and operational.
➢ Verify the systems functionality, including power output and connection to the grid.
➢ Provide a demonstration of the system’s operation to the project Contracting
Officers Representative.
F. Project Completion and Cleanup:
➢ Ensure the work area is clean and free of debris, packaging, or waste materials.
Do NOT put this waste in park dumpsters. All waste is to be exported by the contractor out of park.
➢ Provide all documentation, including warranties, system specifications, and maintenance recommendations.
2. Deliverables:
The contractor shall deliver the following to NPS / LAVO:
➢ Site assessment report and recommendation.
➢ Documentation of the removed equipment for responsible disposal.
➢ Final inspection and testing report for the new solar system.
➢ System warranty and manufacturer documentation.
➢ Maintenance Guidelines for the new solar system.
3. Period of Performance: A total of 6 months after receipt of order; anticipated to be from September 29, 2025 to March 27, 2025.
4. Roles and Responsibilities:
➢ Client Responsibilities:
▪ Ensure unobstructed access to the roof and necessary utilities for the installations.
▪ Provide clear communication regarding any specific requests or concerns.
▪ Assure the responsible disposal of removed of equipment.
➢ Contractor Responsibilities:
▪ Provide all labor, materials, and equipment needed for the project.
▪ Adhere to all safety protocols and industry best practices.
▪ Ensure compliance with local codes and regulations.
▪ Provide insurance and liability coverage.
5. Assumptions and Exclusions:
➢ Assumptions:
▪ The existing solar system is accessible and in generally good condition for removal and replacement.
▪ The roof structure is able to support the new solar system.
▪ The project timeline assumes no major unforeseen issues or delays.
➢ Exclusions:
▪ The Scope of Work does not include any repairs to the roof beyond what is necessary for installation.
▪ Removal or replacement of non-solar related roof components in not included in this contract.
▪ Permitting and inspection fees are not included unless specified.
6. Safety and Compliance:
▪ The contractor will follow all relevant safety standards and protocols during installations, including fall protection, electrical safety, and use of personal protective equipment (PPE).
▪ All work will comply with local buildings, electrical, and safety codes.
7. Acceptance Criteria:
➢ The project will be considered completed once:
▪ The new solar panel system is fully installed, tested and operational.
▪ All documentation has been provided.
▪ The client has approved the installation after the final walkthrough.
8. Change Management:
➢ Any changes to the scope, timeline, or costs will require written approval from both the client and contractor before being implemented.
9. Warranty and Support:
➢ The solar system must come with a warranty covering defects in materials, components, and or workmanship.
➢ The contractor will provide support for trouble shooting and repairs for a specific period after installation.
10. Location:
The Mineral Headquarters Area is located at 38050 Highway 36 East, Mineral, CA 96063, approximately 1 mile west of the town of Mineral on Highway 36. Note that this site is outside of the Park boundary of Lassen Volcanic National Park. Mineral is a small mountain community with 90 noted outside of the Headquarters counted towards the total population.
The town hosts a small store not considered sustainable for long durations and a restaurant, both with fluctuating hours. The nearest sustainable towns are Red Bluff approximately 42 miles to the west on Hwy 36 and Chester, roughly 32 miles to the east on
Hwy. 36. See Mineral Headquarters Map provided below.
