(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. (a) Submitting your quote. Submit your company’s quote through electronic mail addressed to:

It is the responsibility of the quoter to verify that any emailed quotation has been delivered to and received by the email address recipient listed above on or before the closing date/time of the RFQ. You may submit more than one quote. If you do, we will evaluate each separately.
(b) Submission deadline. We must receive your quote by the deadline specified in Block 8 of the SF 1449.
We will not consider any quote that we receive after the deadline unless we receive it before we issue a purchase order and considering it will not delay our purchase. In case of an emergency that delays our operations and makes submission or receipt of your quote impossible, we will extend the deadline by one working day.
(c) Terms and content of your quote. Your quote must be based on the terms of this RFQ. We might reject any quote that is not based on these terms in every respect. Your quote must contain all of the information described below.
(d) Small Business Status. In order to submit a quote, you must know whether your company is a small business. The small business size standard that applies to this purchase is stated in Block 10 of the cover sheet of this RFQ, along with the North American Industry Classification System (NAICS) code on which it is based. Regardless of the information in Block 10, the small business size standard is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if you are submitting your quote in your own name but intend to provide a product that you did not manufacture yourself.
(e) Issuance of purchase order. Your quote should contain your best terms. The Contracting Officer may reject any or all quotes. After the evaluation of quotes, the Contracting Officer may work out final terms with one or more quoters of the Government’s choice before issuing a purchase order. The Contracting
Officer will not confer with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.
(f) The Contracting Officer may issue a purchase order to other than the quoter with the lowest price. We might issue multiple orders, purchasing various items or groups of items from different quoters. We might issue an order for less than the quantity on which your quote is based, at the quoted price, unless you tell us that you will not accept an order on that basis.

(1) The Standard Form 18 (SF-18) is optional. Quoter has the choice of using the SF-18 form or their own cover page/letterhead. If electing to use the SF-18, quoter shall fill in items 13a through 13f, 14, 15, 16a through 16c. If electing to use a cover page/letterhead, quoter shall include the RFQ number, date of quote, company name, company address, SAM.gov EUI number, phone number, printed name and signature of person authorized to sign quotation.
(2) Fill in lump sum price and delivery lead time using the Price Schedule provided in
Attachment 4, “Forms and Provisions to Return with Quote.” Quoter shall fill in price, delivery lead time, and also the requested information below the price schedule: Business name, address, *SAM.gov EUI number, Point of contact name and email address, phone number, printed name and signature of person signing the SF-18 solicitation form, and date quote is submitted.
*NOTE: Unique entity identifier. (Applies to all quotations that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.)
The quoter shall enter their "Unique Entity Identifier" or “UEI” number in the section just below the Price Schedule in Attachment 4.
(3) Acknowledgment of any amendments to this solicitation, using one of the methods set forth in Block 11 of the amendment, Standard Form 30.
(4) Relevant Experience: List comparable relevant experience where quoter has successfully removed, supplied, and installed/replaced solar panels, describing those past projects similar to the type described in the Statement of Work, up to ten (10) past projects/contracts within the last five (5) years. Quoter should use the Relevant Experience form provided in Attachment 4, filling in the items requested on the form. If quoter elects not to use the form provided, then quoter shall include the same information as requested on the form on quoter’s own letterhead.
(5) Past Performance: References to current or former customers who will attest to the quality of your product as provided within the past five (5) years. Quoters may provide past performance information using the optional past performance questionnaire provided in the solicitation as

(a) Evaluation will be made in accordance with the simplified acquisition procedures outlined in FAR Part
13.106.
(b) The Government intends to issue an order resulting from this request for quotation to the responsible quoter whose quotation results will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations:
