About this file

This is a Statement of Work (SOW) for the rental of one (1) water chiller unit to support the Nuclear Power Training Unit (NPTU) in Goose Creek, South Carolina. The period of performance extends from May 1, 2026 to July 9, 2026, with options for one-month rental extensions at the government's discretion. The work location is NPTU Goose Creek, SC 29445, and the document is identified as 4099B001 under JO/KO 38LAO03604 S01.

The chiller unit must meet specific technical requirements: minimum 150-ton capacity, air-cooled operation on a single 460/480V, 400-amp breaker maximum, equipped with a male 500 mcm Camlock electrical connection, and capable of 24/7 operation providing 450 gallons per minute (GPM) at 300 feet of head pressure. The unit must deliver chilled water in the range of 45°F to 55°F with evaporator capability below 45°F and condenser operation across 0°F to 125°F ambient temperatures. The contractor must provide inlet/outlet pressure gauges, electronic monitoring of temperatures and flow rates, two 2.5-inch male NPT inlets and outlets with isolation globe valves, forklift accessibility, and an environmental catch tank if the system holds 55+ gallons of fluid. The contractor is responsible for delivery, setup, removal, assembly (if required), all preventative maintenance per manufacturer schedules, parts replacement for normal wear and tear, four-hour emergency service response, 24-hour repair service with replacement unit delivery if repairs exceed 48 hours, and startup training—all at no cost to the government. Equipment must be cleaned to remove grease, oil, flux, scale, and loose corrosion before delivery. The government will provide operators, perform basic maintenance, handle equipment movements within the shipyard, and assume responsibility for lost items and damage beyond normal wear and tear.

12.1.9.3 Table 14-3 of NAVFAC P-307 lists efficiency factors at various D/d ratios.

12.1.10 Components in each handling assembly shall be sized based on the worst-case distribution of loads.

12.1.10.1 When making a two, three, or four-point lift, the handling gear shall be sized so that two legs can support the load without exceeding the safe working load (SWL) at the lift angle expected, unless an equalizing method is used.

12.1.11 When nonstandard gear is required (i.e. round stock lifting bars) written instructions shall be provided that ensure:

12.1.11.1 The proper material is being used.

12.1.11.2 The item is certified IAW NAVFAC P-307.
