1. INTRODUCTION

1.1. PURPOSE AND SCOPE

The purpose of this document is to provide technical guidance for typical aspects of architectural/engineering design services. This document shall serve as the minimum architectural requirements for all new construction and renovation projects at the Springfield

Air National Guard Base. Project conditions may dictate the need for a design that exceeds these requirements. All variation from the Facility Base Standard must be approved by the

178 FW Facility Utilization Board.

1.2. APPLICABILITY

This document applies to all of the U.S. Armed Services and their contractors that are preparing construction contract documents for projects on Springfield Air National Guard

Base. This document applies regardless of funding. This document is applicable to the traditional Architect-Engineer (A-E) services customary for Design-Bid-Build and Design-

Build construction contracts.

1.3. DOCUMENT IMPROVEMENTS

Recommended changes, additions, and requests for deviation are invited. Recommendations can be offered electronically to the Deputy Base Civil Engineer, Mr. Mike Howard, at michael.howard.53@us.af.mil.

1.5. COORDINATION WITH GOVERNMENT PERSONNEL

Requests for technical information shall be coordinated through the Engineering Flight points of contact mentioned above. The A-E is responsible for incorporating facility standards into the design, when contracted.

1.6. RECORD DRAWINGS

The A-E and/or Contractor shall be responsible to field verify as-built drawings as the

Government does not guarantee their accuracy. Base Civil Engineering does not have the supplies to provide in-house reproduction capability. The A-E and/or Contractor shall either provide paper supplies for the required copies or arrange to have drawings reproduced by an

Page | 4 outside vendor. Springfield ANG Base is capable of providing digital copies and images to the A-E’s printing company for reproduction. Reproduction shall be at the A-E’s expense.

2.0 STANDARD REFERENCES AND CRITERIA

2.1. FIELD INVESTIGATION

The A-E and/or Contractor shall obtain site and building data and investigate existing site conditions, utilities, and facilities as necessary to properly integrate the design of the project with existing conditions. Except as otherwise contracted, field investigations shall include complete and accurate site investigation, topographic/hydrographic survey, hydrant flow and pressure tests, and verification of location and availability of utility and drainage systems.

The A-E and/or Contractor shall have access to the Base Civil Engineering record drawings in order to perform required research and investigation of existing as-built drawings.

Existing as-built record drawings are available and can be requested through Base Civil

Engineering Personnel listed in paragraph 1.4.

In a Design-Build contract, the Designer of Record shall be responsible to verify site information given by the Government issued RFP. In addition, the Designer of Record shall provide additional field investigations and verification of existing site conditions as may be required to support the development of the design and construction of the project.

2.2. CODE REQUIREMENTS

The A-E and/or Contractor shall be responsible for identifying, obtaining, and using the required codes and publications. The A-E and/or Contractor shall be responsible to provide a comprehensive summary of specific code references pertaining to the assigned project to include at a minimum the International Building Code (IBC) and the NFPA 101 Life Safety

Code. Unified Facilities Criteria (UFC), Air Force Publications, and Engineering Technical

Letters (ETL) are mostly available on the internet.

2.3. STANDARDIZATION

Many facility types are required to support the Air Force’s varied missions and programs.

By standardizing facility finishes and materials, the design and procurement process is greatly shortened, enabling the facility engineering staff to respond more quickly to mission changes. Standardizing facility finishes, both interior and exterior, establishes a benchmark of desired results.

3. EXTERIOR

3.1. UNPAINTED METALS

Avoid painting hand rails, guardrails, loading dock levelers, posts, cables and other miscellaneous exterior fittings. Use metal finishes (with proper corrosion prevention details) or galvanized metal finishes.

3.2. PAINT STANDARDS

New buildings constructed at Springfield Air National Guard Base shall be designed to require minimal exterior paint and minimum maintenance. Use of semi-gloss, eggshell, and other enameled paint finishes shall be maximized. Use of flat paints shall be minimized.

Paints and coatings applied to exterior building surfaces, equipment, and fixtures shall conform to the following palette.

Base Color (+/-70% of the surface area)

Base Color includes the majority of the exterior coating.

Accent Color (+/-10% of the surface area)

Accent Colors include areas of the façade emphasized with a contrasting color.

Trim Color (+/-20% of the surface area)

Trim Color includes all roof trim, down spouts, overhangs, awnings, flashing, etc.

Metal Roof Color

Roof Color includes Standing Seem Metal Roofs and coverings.

3.3. EXTERIOR STANDARD FINISHES

Finish standards for Springfield Air National Guard Base have been organized into a numbering system for coatings. Only colors from this standard (or equivalent) shall be used.

Deviations from these colors must be approved by the Base Civil Engineer and may require additional approval from the Springfield Facility Utilization Board (FUB), if necessary.

Exterior finishes are found in Appendix A.

3.3.1. BRICK & METAL BUILDINGS

Refer to Appendix A – Exterior Finishes for all Brick and Metal Building finishes. This includes Brick, Grout, Metal, Accent, Trim, Roof, Window Frame, and Glass colors.

3.3.2. BRICK STANDARDS

Brick is the preferred material of choice due to its aesthetic qualities and life cycle cost as related to project size.

Plastic flashing is prohibited. Only superior quality flashing materials shall be used as replacement of cavity flashing is exceedingly expensive. Aluminum shall not be used with brick. Bituminous membrane coated copper flashing, copper, and stainless steel are the only approved flashing material.

4. INTERIOR

4.1. INTERIOR STANDARD FINISHES

Good design extends beyond aesthetics to provide professional durability, acoustical and energy saving value, as well as morale enhancement for the inhabitants. The goal is to ensure the interior appearance of each facility is based on carefully established professional design standards rather than arbitrary personal preferences. Deviations from these colors must be approved by the Base

Civil Engineer and may require additional approval from the Springfield Facility Utilization

Board (FUB), if necessary. Interior Finishes are found in Appendix B-D.

4.1.1. FURNITURE PLANS

Furniture Plans are considered part of the project scope of work. The A-E must work directly with the Activity to assess their needs and develop a written program of equipment and furnishings required for each space within the facility. The furniture plans are developed to show that the furnishings necessary for the user’s functional requirements can be accommodated within the spaces, comply with ABA standards, and satisfy applicable life safety requirements. They are also utilized for coordination of other architectural elements and engineering disciplines (lighting, power, mechanical, window placement, etc.) with respect to furniture placement. The furniture plan may not represent the actual furniture to be installed into the building, and final coordination must be done with Base Civil Engineering.

If furnishings are not included as part of the construction contract, ensure that the furniture plans are clearly noted “For Reference Only”. Design Development, 100% and

Final Submittals must include Furniture Plans as part of the drawing set.

5. EXTERIOR INSULATION FINISH SYSTEMS (EIFS)

EIFS has limitations as a durable exterior finish. Do not install EIFS in areas where it will be subject to abuse by moving vehicles or equipment, such as loading docks or maintenance areas. Integral colors must match base standards. Only self-draining and mechanically fastened EIFS will be considered by the FUB.

6. OTHER FINISHES

Use of other systems and/or finishes will be decided on a case by case basis through Base

Civil Engineering, and may require further approval by the Springfield Facility Utilization

Board (FUB).

7. LANDSCAPING

Landscape themes include planting treatments, site elements, barriers and screening, pedestrian environments, and open space; which contribute to the environmental and visual quality of Springfield ANG Base. Landscaping is a critical part of good building design, and plays a vital role blending architecture into its surroundings.

Reminder: With current manpower and funding limitations, grounds keeping capabilities are limited. Low maintenance or maintenance free design around facilities is required. Ensure the landscaping provided does not interfere with overhead power lines when it reaches maturity, and is a sufficient distance (varies with spread of plant) away from underground utilities. The size of landscaping within the unobstructed zone around buildings is restricted as per UFC 4-010-01. Refer to the Air Force Landscape Design Guide for additional site planning and design criteria.

7.1. GRADING

Any disturbed ground shall be graded to return the site to existing conditions, and to a state that allows for proper drainage.

7.2. PLANTING

Careful consideration should be given to each situation prior to selecting a species of tree.

Location, site conditions, mature tree size, utility right-of-way clearances, fruit-bearing verses non-fruit bearing and future maintenance needs are some things that should be considered prior to specie selection.

7.2.1. GRASS

Disturbed lawn areas and other high visibility areas shall be restored with sod or grass seed. Sod or seed type shall be Kentucky Bluegrass Blend. Utilize straw as necessary.
