SECTION 00 30 10

DEFINITION OF BID ITEMS

1. PART 1 -GENERAL

1.0 SUMMARY

A. The basis for measurement and payment for all work performed under this contract shall be as listed in the “Bid Form.” Unless the work is specifically called out to be measured and paid for in the Bid Form, payment for such work shall be included in other applicable items of the Bid Form.

There shall be no separate measurement and payment for any such work not specifically listed in the Bid Form.

B. The Contractor shall complete unit and total pricing for ALL items. If “optional” items are presented the “optional” item work shall be bid as mutually exclusive (stand alone) items. The Contracting Officer and the government reserves the right to award individual optional items, as funding becomes available.

C. The application of any pay item to more than one site will be marked by prefixes to differentiate between them on the Bid Form.

D. When more than one class, size, type, thickness, etc. is specified in the Bid Form for any pay item, suffixes will be added to the item number to differentiate between the pay items.

E. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

F. Items listed in the Bid Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items. Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the contractor shall be made on the quantity of work actually performed by the Contractor.

G. The summation of all bid items under the Bid Form shall equal all work required by the drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials incidental thereto.

1.1 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.

1. For standard manufactured items (such as wire, pipe) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.

1.2 UNITS OF MEASUREMENT

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

1. Cubic Yard (CY): A measurement computed by one of the following methods:

a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.

c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

2. Each (EA): One complete unit, which may consist of one or more parts.

3. Gallons (GAL): The quantity shall be measured by any of the following methods:

a. Measured volume in container.

b. Metered volume by approved metering system.

c. Commercially package volume.

4. Hour (HR): Measurement will be for the actual number of hours (or fraction thereof) ordered by the Contracting Officer and performed by the contractor.

5. Linear Foot (LF): Measurement of work along its length from point-to-point; parallel to the base or foundation. Do not measure overlaps.

6. Lump Sum (LS): One complete unit.

7. Square Foot (SF): Measured on a plane parallel to the surface being measured.

8. Square Yard (SY): Measured on a plane parallel to the surface being measured.

1.3 METHOD OF MEASUREMENT

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.

2. CONTRACT QUANTITIES (CQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design, and cause a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

2. DEFINITION OF BID ITEMS

SCHEDULE OF BASE ITEMS:

• Item 1 - Mobilization/Demobilization

a. There will be no measurement for payment of Mobilization and

Demobilization. These items shall include all bonds and miscellaneous items required for the project.

b. Payments shall be made at the lump sum price stated in the Bid Form for "Mobilization/Demobilization."

• Item 2 - Remove and replace large electric in-wall heaters

a. Measurement shall be on a lump sum basis and shall include but not be limited to all demolition, removal and disposal of rubbish and unnecessary equipment, installation of heating and electrical components per manufacturer’s specifications.

b. Payments shall be at the lump sum unit price stated in the bid form for “Remove and Replace large electric in-wall heaters.” Damage to the existing utilities which results from this work shall be repaired at the Contractor's own

• Item 3 - Remove and Replace small electric in-wall heaters

SECTION 01 33 00

SUBMITTAL PROCEDURES

1. PART 1 – GENERAL

1.01 DESCRIPTION

A. The work of this section consists of submittal requirements before and during construction.

B. This section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other miscellaneous submittals.

1.02 RELATED REQUIREMENTS

A. Closeout submittals - Section 01 77 00.

1.03 SUBMITTAL AND APPROVAL PROCEDURES

A. All submittals shall be transmitted using United States Forest Service form DSC-

1(CS), dated 11/95. (A copy of the form is included at the end of this section.) No action will be taken on a submittal item unless accompanied by the transmittal form.

B. The following is a list of submittals that may not consist of the complete list and may be added at the discretion of the Contracting Officer:

1. Refer to SOW Section 5.0 under Key Deliverables

C. As specified above, forward submittals to the Contracting Officer within time the designated time limits for approval. Unless a different number is specified, submit one reproducible original and two copies of each shop drawing, three copies of manufacturer's catalog sheets (cut sheets), three specimens of each sample, and three copies of all other submittals requested.

D. Shop Drawings: Include the following information with each copy of shop drawings:

1. Firm or entity that prepared each submittal clearly at the top of each submittal.

Name and address of the prime Contractor

2. Project name.

3. Date.

4. Date of revisions (when applicable).

5. Professional Engineer’s Stamp and Signature, where required.

6. Contractor's certification that shop drawing has been checked for compliance with contract documents.

7. Number and title of appropriate Specification Section and drawing number and detail reference as appropriate.

8. Details of fabrication, assembly and erection including connections and engagement to contiguous work.

9. Materials used and manufacturer’s information.

10. All required dimensions.

11. The term "by others" shall not be used. All work to be performed by others shall be identified by Contractor or subcontractor name, discipline, or trade.

E. Samples: Samples shall be large enough to illustrate clearly the functional characteristics.

F. Manufacturers' Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.

G. Manufacturer's Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.

H. Contracting Officer reserves the right to require submittals in addition to those called for in individual sections.

I. Approved Equals:

1. For each item proposed as an "approved equal," submit supporting data, including:

a. Drawings and samples as appropriate.

b. Comparison of the characteristics of the proposed item with that specified.

c. Changes required in other elements of the work because of the substitution.

d. Name, address, and telephone number of vendor.

e. Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.

2. A request for approval constitutes a representation that Contractor:

a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

b. Will provide the same warranties for the proposed item as for the item specified.

c. Has determined that the proposed item is compatible with interfacing items.

d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

e. Waives all claims for additional expenses that may be incurred as a result of the substitution.

J. Construction Materials: The Contractor is encouraged to submit for approval products made out of recycled or environmentally responsible material.

K. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review. Each transmittal shall contain only data specific to that individual submittal.

L. Submittal Identification:

1. All sets of shop drawings, manufacturer's catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information uniquely identifying the submittal, manufacturer, date, specification section stamped on the submittal.

2. Identification information of the submittal and specification section shall be applied to the bottom right margin on each page. Identification information on

01 33 00 Submittals 3/3 samples shall be applied to the most readily visible area on the sample or on tags attached to sample.

M. Submittal Numbering:

1. Number each submittal consecutively.

2. For re-submittals use the original submittal number, plus a letter suffix beginning with A.

3. Additional re-submittals of the same item shall contain the original number with the next consecutive letter.

N. Contracting Officer's Review:

1. Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated.

2. Any work done or orders for materials or services placed before approval shall be at the Contractor's own risk.

3. After reviewing submittals, the Contracting Officer will return one copy of form DSC-1(CS) and one copy of applicable (marked up) submittal sheets to the Contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The Contractor is responsible for producing additional copies for his/her own use.

The returned submittal will be marked in one of three ways as defined below:

a. APPROVED: Acceptable with no corrections.

b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear and no further review is required. The Contractor shall address all review comments when proceeding with the work.

c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The Contracting Officer will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified. The Contractor shall allow an additional 15 days for CO approval of resubmittals.

SECTION 01 57 00

TEMPORARY CONTROLS

1. PART 1 GENERAL

1.01 DESCRIPTION

A. The work of this section consists of providing temporary controls.

B. The Contractor shall coordinate all work with the requirements in the National

Environmental Policy Act (NEPA) documents for this site in addition to the requirements listed in these specifications and shown on the drawings. Refer to Solicitation of this contract for additional information.

1.02 SUBMITTALS

A. As specified in Section 01 33 00.

2. PART 2 PRODUCTS NOT USED

3. PART 3 EXECUTION

3.01 HOUSEKEEPING

A. Keep project neat, orderly, and in a safe condition at all times.

B. Do not store rubbish or volatile waste on-site. Dispose of all waste materials as specified or according to State requirements.

3.02 DISPOSAL

A. Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of off Government property.

B. Immediately remove hazardous rubbish from project site. Place other construction debris in refuse containers at least daily. Dispose of refuse at least weekly, in a legal manner, at public or private dumping areas outside the Forest Service property. Do not burn or bury refuse.

3.03 AIR AND WATER POLLUTION CONTROL

A. Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction.

B. Do not dispose of volatile wastes or oils in storm or sanitary drains.

C. Do not allow waste materials to be washed into streams or bodies of water.

SECTION 01 73 20

MOBILIZATION

1. PART 1 – GENERAL

1.01 SUMMARY

A. Move personnel, equipment, material, and incidentals to the project, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.

1.02 MEASUREMENT

A. Method: Measure mobilization by the lump sum.

1.03 PAYMENT

A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is designated in the

SCHEDULE OF ITEMS.

B. The mobilization lump sum will be paid as follows:

1. If applicable, bond premiums will be reimbursed according to FAR clause

52.232-5, Payment Under Fixed-Price Construction Contracts, after receipt of evidence of payment.

2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.

3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.

4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

SECTION 01 77 00

PROJECT CLOSEOUT

1. PART 1 GENERAL

1.01 DESCRIPTION

A. The work of this section consists of final cleanup, closeout submittals, and final inspection procedures.

1.02 SUBMITTALS

A. See 3.4 of this Section.

2. PART 2 PRODUCTS

2.01 CLEANING MATERIALS

A. As recommended by the manufacturer of surface to be cleaned or refinished.

3. PART 3 EXECUTION

3.01 CLEANING/REFINISHING

A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces. Pick up all construction debris from the site.

B. Apply touch-up paint or otherwise refinish surfaces that are damaged due to work of this contract to original condition.

3.02 PROJECT RECORD DRAWINGS

A. Maintain one complete full-size set of contract drawings and one full-size set of vendor-supplied drawings. Clearly mark changes, deletions, and additions, to show actual construction conditions. Show additions in red, deletions in green, and special instructions in blue. Final locations of all water lines shall be identified by dimensions from permanent structures (building corners, signs, etc.).

B. Keep record drawings current. Make record drawings available to the Contracting Officer for inspection at any time and at invoices. If project record drawings are not current, the Contracting Officer may retain an appropriate amount of the progress payment. At the completion of the project the Contracting Officer shall review the redline markup drawings for preparation of the electronic files.

C. On completion of the total project, modify existing electronic design drawings to reflect the record drawing markups. Submit both electronic and marked up project record drawings. Include all shop drawings, sketches, and additional drawings that are to be included in the final set, with clear instructions showing the location of these drawings. All drawings shall be electronically submitted. Design drawings are in AutoCAD.

3.03 OPERATOR TRAINING

A. Provide a minimum of 2 hours of operator training for the new systems installed.

B. Use the Operations and Maintenance manuals as training tools during operator training.

3.04 CLOSEOUT SUBMITTALS

A. Submit before final inspection request.

3.05 PROJECT RECORD DRAWINGS: AS SPECIFIED ABOVE.

A. Guarantees and Bonds: As specified in individual sections.

B. Spare Parts and Materials: As specified in individual sections.

C. Operations and Maintenance Manuals: As specified in section 01 78 23.

D. All keys, locks, valve keys, spare parts and instruction materials as required or requested by the Contracting Officer.

3.06 SUBSTANTIAL COMPLETION AND FINAL INSPECTION

A. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request. Certification shall include a listing of significant items that are not complete in accordance with the contract and shall indicate the schedule date for the completion of these items. Upon receipt of written certification project is substantially complete, the Contracting Officer will proceed with inspection within 10 days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.

B. If, following final inspection, the work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within 30 calendar days, as weather permits.

If the Contractor fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for reinspection costs.

C. If, following final inspection, the work is not determined to be substantially complete, Contracting Officer will notify Contractor in writing. After completing work, Contractor shall resubmit certification and request a new final inspection. All re-inspection costs may be charged in accordance with the Inspection of Construction clause of the contract.

3.07 ACCEPTANCE OF THE WORK

A. After all deficiencies have been corrected, a Letter of Acceptance will be issued.

OPERATION AND MAINTENANCE DATA MANUALS

1. PART 1 - GENERAL

1.01 DESCRIPTION

A. The work of this section consists of furnishing operation and maintenance data manuals.

1.02 RELATED WORK

A. Project Closeout- Section 01 77 00.

1.03 SCHEDULING

A. At start of project, begin accumulating operation and maintenance data and initiate an index. Install and index all data in binders within 30 days after delivery of items. As custom written data and test results are produced, add them to the operation and maintenance data file.

B. Keep operation and maintenance data current. Make operation and maintenance binders available to the Contracting Officer for inspection at the time of monthly progress payment requests. If operation and maintenance binders are not current the Contracting Officer may retain an appropriate amount of the progress payment.

C. Before scheduling a final inspection, furnish two complete sets of operation and maintenance data to Contracting Officer for review. Should Contracting Officer find manual to be substantially incomplete, the final inspection will be delayed.

D. Within 30 days following receipt of review comments, deliver two (2) completed sets of Operation and Maintenance data, one electronically and one hard copy.

2. PART 2 PRODUCTS

2.01 BINDERS

A. White, commercial quality, hard back, three-ring, 2-inch maximum ring size, lever-locking type slant ring, with clear window pockets on front and side.

2.02 INDEX SYSTEM

A. Index sheet with mylar reinforced edges at binder holes and tabbed divider sheets with mylar reinforced edges and pre-printed numbered tabs aligned with numbers and title lines on index sheet.

3. PART 3 EXECUTION

3.01 FORM

A. Provide two (2) complete sets of data.

B. Number multiple binder volumes consecutively.

C. Cover Sheet: Identify the project title, location, USFS unit name, contract number, prime contractor's name and address, date of substantial completion, and binder volume number. Insert cover sheet into clear plastic view pocket on front of binder. Insert sheet with project title and "Operation and Maintenance" into side clear plastic view pocket.

D. Index System: Organize data into sections by common subjects and subsystems. Place a consecutively numbered tabbed divider sheet in front of each section. Place index sheet at the beginning of each binder, listing sections by subject name. If multiple binders are used, place a table of contents of all data provided behind the index sheet in each binder.

E. Data: Fill binders to no more than 75 percent of capacity. Punch holes shall not obscure any data. Normal sheet size shall be 8-1/2 inches by 11 inches. Fold oversize sheets and insert them in 8-1/2 by 11-inch clear pocket sheet protectors placed in binders.

When the contents of a single tabbed section covers more than one item, provide colored paper sheets to separate the data for each item.

1. Manufacturers' Data: Provide originals for color or copyrighted data. Black and white data may be originals or clean, good quality reproductions. Where originals are printed on both sides of the page, reproductions shall also be printed on both sides of the page. Copies produced by facsimile transmission and sheets with stamps, such as submittal approval stamps, will not be acceptable. Include only sheets that apply to items installed; cross out inapplicable data.

2. Vendor Furnished As-Built Drawings: Maximum 24-inch by 36-inch sheets with minimum character or lettering size of 1/8 inch. Reduced-size reproductions may be provided instead of full-size drawings if the reproductions are clear and legible. If reduced-size drawings are used, identify as "REDUCED SIZE" and provide graphic scales, if applicable.

3. Custom Written Data: Typewritten text, supplemented by drawings and schematics necessary to describe systems adequately.

4. Equipment Data Sheet: Typewritten data, using form at the end of this section.

5. Schedules: Clean, typewritten schedules reflecting final, as-installed conditions.

Hand-written mark-ups of schedules submitted earlier are not acceptable.

6. Data that is poorly reproduced or in any way illegible will be rejected.

3.02 CONTENT

A. Engineering Drawings.

Manufacturers' Published Data: Provide all available data, including installation and operating instructions, parts lists, electrical and mechanical schematics, control circuit documentation, performance data, safety instructions, cleaning and care instructions, and illustrations and instructions for maintenance, including lubrication, disassembly and repair, cleaning, and service. Indicate catalog numbers, sizes, colors, options, and other information pertaining to the products furnished which would be required when ordering replacements. For equipment assemblies, provide data for each separate item of equipment furnished as part of the assembly.

2. Equipment Data Sheets: For each item of equipment included in the operation and maintenance data, provide an Equipment Data Sheet using the form at the end of this section. For equipment consisting of both a driven machine and a driver (for example, a pump and a motor), the equipment data shall cover both the driven machine and the driver. For similar type equipment (for example, multiple exhaust fans of the same model and type), provide a single equipment data sheet with an attached schedule listing the individual equipment items.

3. Vendor Furnished As-Built Drawings: Provide for each electrical and each mechanical control system.

a. For each control system, provide control circuit schematic drawings.

Identify each wire and terminal block number. Show terminal numbers on all control devices. Show control wires and devices remote from the control panel.

b. For each control panel, provide a general arrangement drawing showing location of each control component and terminal block on the panel front and interior. Include a materials list of all panel-mounted control components as well as field-installed control components remote from the panel, identifying components, manufacturer, model number, and initial set points or sensing ranges of devices where applicable.

B. For packaged equipment systems, provide general arrangement drawings showing interrelationships of the various items of equipment and components.

C. In addition to the control wiring schematic, provide a power wiring schematic drawing showing the power flow to each motor. Identify each power conductor. Show all overcurrent protection and motor starting devices.

D. Schedules: Provide one copy of material and equipment schedules, as listed in the individual sections, in the appropriate sections of the manual.

E. Warranties: Place a copy of each manufacturer, supplier, and installer warranty extending for a period greater than one year in a single separately identified tabbed section of the manual.

G. Subcontractor and Supplier List: List all subcontractors and major suppliers who worked on the project. Include each subcontractor's or supplier's address and telephone number and identify work performed.

SELECTIVE DEMOLITION

1. PART 1 - GENERAL

1.01 DESCRIPTION

A. The work of this section consists of demolition and removal of elements as shown on the drawings and other related items needed to complete this Contract. The work includes backfilling, grading, and base course rock.

1.02 SUBMITTALS

A. As specified in Section 01 77 00.

1.03 QUALITY ASSURANCE

A. Comply with safety requirements for demolition, ANSI A10.6-90.

1.04 PROJECT CONDITIONS

A. Keep dust to a minimum at removal site and on haul roads. Use sprinklers or water trucks as necessary.

B. Ensure safety of persons in demolition area. Provide temporary barricades as required.

C. Explosives: Not Permitted.

1.05 CLOSEOUT SUBMITTALS

2.01 BACKFILL MATERIALS

A. Native soils, stone, gravel, or sand, free from debris, frozen materials, and roots and other organic matter and pieces of concrete and masonry smaller than 1 square foot and suitably shaped for compaction may be used in backfill.

3. PART 3 EXECUTION

3.01 PREPARATION

A. Protect buildings, structures, utilities, and vegetation to remain.

3.02 RESTORATION

A. Finished surfaces shall be the same as the surrounding surface (i.e. lawn grass, native grass, asphalt pavement, compacted gravel, etc.)

B. Backfilling:

1. Ensure that areas to be filled are free from standing water, frost, frozen material, and debris.

2. Place backfill materials in horizontal layers not exceeding 12 inches in loose depth. Compact each layer, at optimum moisture content to a density equal to surrounding ground. Compaction equipment shall be able to compact backfill with a minimum 2,200 pounds per square foot force. Distribute concrete and

C. Grading: Restored Areas: Grade surface to blend with original contours and provide free drainage flow.

3.03 DISPOSAL

B. Asphalt pavement and other selected materials to be removed and legally recycled or disposed of off government property in accordance with local, state, and federal regulations.

3.01 CONSTRUCTION

1. Make joints in beam and girders over supports unless shown otherwise on the drawings.

2. Nail built-up girders from both sides with 16d nails at 30 inches on center staggered in 2 rows. Provide 2 nails at each end of each piece and each splice.

3. Set sills level and anchored on the foundation. Set in a full bed of Portland

Cement mortar, if necessary to obtain full bearing. Provide flat washers on all anchor bolts.

4. Set joist with crown side up. Install solid blocking over supports. Provide a minimum of 1-1/2 inch bearing for each joists. Nail with two16d nails at each bearing. Double joists under parallel partitions and at all openings.

5. Toenail rim joists to sill with 8d nails 16 on center.

6. Lap joists over girders 4 inches minimum. Nail with three 16d nails from each side.

7. Notching of joist will be allowed in the end 1/3 of the span only. Limit notching to 1/6 of the joist depth.

8. Set rafters with crown edge up. Cut birds-mouths to provide full bearing. Nail rafters to top plate with two 8d nails and to ceiling joists with three 16d or five 10d nails.

9. Fabricate trusses as shown on the drawings. Nail to top plate with four 10d nails. Install framing anchors where shown on the drawings.

10. Provide continuous length studs. Nail studs to top plate with four 8d toenails or two 16d end nails.

11. Install full length cripples at all openings. Nail cripples to studs with 16d nails at 24 inch on center. Toenail cripple to header with two 8d nails.

12. Provide headers, over opening, of a size indicated below:

2. Space panel ends and edges 1/32 inch. Stagger end joints. Nail with 8d nails 6 inch on center at edges, and 10 inch on center intermediate supports.

3. Install 2 inch T&G subfloor at right angles to the supports. Make joints over supports, unless end matched. Stagger end joints a minimum of 1 span. Nail with two 16d nails at each support, 1 blind nail and 1 face nail.

C. Exterior Sheathing.

1. Install roof sheathing at right angles to supports. Stagger end joints a minimum of 1 span. Nail with two 8d nails at each support.

2. Apply plywood roof sheathing with the face grain at right angles to supports.

Stagger end joints. Nail with 8d nails 6 inch on center at edges and 12 inch on center at intermediate supports.

3. Apply 1x6 inch T&G roof sheathing at right angles to supports. Make all joints over supports. Stagger end joints. Nail with two 8d nails at each support.

4. Install 2 inch T&G roof sheathing at right angles to supports. Make joints over supports, unless end matched. Stagger end joints a minimum of 1 span. Nail with two 16d nails at each support, 1 blind nail and 1 face nail.

5. Apply plywood wall sheathing with the face grain vertical. Nail with 6d nails at 6 inch on center at edge and 12 inch on center at intermediate supports.

D. Underlayment.

1. Provide 1/16 inch between sheets. Nail with 3d ring shank. Nails 6 inch on center at edges and 8 inch on center in the field. Stagger joints with subfloor.

E. Treated Wood.

1. Field treat cuts and holes in pressure treated members with copper naphthenate.

3.01 INSTALLATION

A. Sealants.

1. Follow sealant manufacturer's instructions for installation of sealants, joint fillers, bond breakers, and primers. Tool joints concave.

2. Install latex sealants in accordance with ASTM C790.

5. PART 1 - GENERAL

A. Modifications to this section may be required:

4. Where joints are extra wide, extra deep, or extremely active.

5. For joints in horizontal surfaces other than concrete.

B. Drawing Data:

1. For consistency with specifications, use term "sealant" on Drawings and avoid terms "caulking", "caulk", or "sealers".

GENERAL TECHNICAL PROVISIONS

1.01 DESCRIPTION

A. Furnish all labor and material necessary for the installation, connection, testing and adjustment of all circuits and electrical equipment specified herein, shown, or noted on the drawings, specified or required in other portions of this specification and delivered to the Government as a complete installation in all respects ready for use.

B. Coordinate all sections of Division 26 & 27 within the division and with all other divisions.

All general technical provisions apply to all sections of this division.

1.04 QUALITY ASSURANCE

A. Codes and Standards: All materials shall conform to the applicable current standards

(standard rules, regulations and specifications), Institute of Electrical and Electronic Engineers (IEEE), Insulated Power Cable Engineers Association (IPCEA), National Electric Code (NEC). All materials shall bear the label of, or be listed by, the Underwriter's Laboratory, Inc., (U.L.). Where conflicts exist between any of the above standards, the standard which is most stringent shall take precedence.

B. Errors and Omissions: Any errors found in plans or specifications shall be brought to the attention of the COR.
