Contractor responsibilities include confirming replacement sizes, obtaining permits, repairing incidental damage, and hauling removed materials to state-approved landfills. The period of performance is July 1, 2026 through November 1, 2026, with work hours from 0800–1700 Mountain Standard Daylight Time, Monday–Friday. Key deliverables include a Proposed Project Plan and Safety Plan due within 14 business days of contract award, a detailed schedule due 21 business days before work starts, product data sheets prior to acquisition, operation and maintenance manuals and warranties due within 30 days of project completion, and status reports as requested. The contractor must assign a Project Manager as key personnel and provide 21 days' notice for work in occupied homes. No government-furnished materials or camping on-site are permitted.

GAOA – SMV HVAC Replacement
General Information
1.0 Scope of Work
The purpose of the Base work is to remove and replace all specified electric in-wall heaters and related components (including programmable thermostats) in the following houses at Shadow Mountain Village:
• 105 – 4 large and 1 small
• 108 – 1 baseboard
• 110 – 2 baseboard and 1 small
• 111 – 3 baseboard
• 112 – 3 baseboard
• 114 – 1 baseboard
• 117 – 4 large and 1 small
The second purpose of the Base work is to remove and replace five (5) furnaces with a Lennox
EL196UH070XE36B (or approved equal) series, single stage, 96% efficient furnace with variable speed constant torque blower in houses:
• 108
• 110
• 111
• 112
• 114
The third purpose of the Base work is to remove and replace four (4) boilers and sidearm water heaters with a Peerless’ Boilers’ Series 63 Gas Boiler (or approved equal) at:
• 106 A & B (duplex with a dual system)
• 115 A & B (duplex with a dual system)
2.0 Background
Shadow Mountain Village is a historical administrative site in the Arapaho and Roosevelt NFs and
Pawnee NG which houses day-to-day operations, permanent residents, and temporary housing. The work proposed is to rehabilitate permanent housing residences up to current standards and to complete deferred maintenance that has not been addressed yet.
The work to be completed in this project is all HVAC and plumbing related, including replacing and removing electric in-wall heaters, gas furnaces, water boilers, and all the associated components necessary to make the buildings a more sustainable, efficient, and comfortable living space.
Contractor Requirements
3.0 Technical Requirements / Tasks
BASE BID ITEMS:
• (Item 1) Mobilization:
o Mobilize all necessary equipment, materials, machinery, and labor to the project site.
• (Item 2) Remove and replace eight (8) large electric in-wall heaters.
o Existing heater specifications: 17” x 21.5” (1.5kW – 3kW).
o Contractor shall confirm replacement item sizes before ordering replacement parts.
o Each replacement heater shall be the size of the heater being replaced, be of equal or greater efficiency, and include a programmable thermostat.
o Contractor is responsible for hauling off all associated removed materials to a state-approved sanitary landfill.
o Contractor shall repair any incidental damage, directly or indirectly, caused by the process of completing this base item. Damaged areas shall return to their original condition.
• (Item 3) Remove and replace three (3) small electric in-wall heaters.
o Existing heater specifications: 12” x 14” (1.5kW).
o Contractor shall confirm replacement item sizes before ordering replacement parts.
o Each replacement heater shall be the size of the heater being replaced, be of equal or greater efficiency, and include a programmable thermostat.
o Contractor is responsible for hauling off all associated removed materials to a state-approved sanitary landfill.
o Contractor shall repair any incidental damage, directly or indirectly, caused by the process of completing this base item. Damaged areas shall return to their original condition.
• (Item 4) Remove and replace ten (10) baseboard electric heaters.
o Contractor shall confirm replacement item sizes before ordering replacement parts.
o Each replacement heater shall be the size of the heater being replaced, be of equal or greater efficiency, and include a programmable thermostat.
o Contractor is responsible for hauling off all associated removed materials to a state-approved sanitary landfill.
o Contractor shall repair any incidental damage, directly or indirectly, caused by the process of completing this base item. Damaged areas shall return to their original condition.
• (Item 5) Remove and replace five (5) existing furnaces with a Lennox EL196UH070XE36B (or approved equal), series single stage, 96% efficient furnace with variable speed constant torque blower.
o Contractor is responsible for hauling off all associated removed materials to a state-approved sanitary landfill.
o Contractor shall repair any incidental damage, directly or indirectly, caused by the process of completing this base item. Damaged areas shall return to their original condition.
• (Item 6) Remove and replace four (4) boilers and sidearm water heaters with a Peerless Boilers’ Series 63
Gas Boiler (or approved equal).
o Each replacement boiler system and sidearm water heater shall be the size of the system being replaced, be of equal or greater efficiency, and be compatible with the rest of components not being replaced in the system.
o Contractor is responsible for hauling off all associated removed materials to a state-approved sanitary landfill.
o Contractor shall repair any incidental damage, directly or indirectly, caused by the process of completing this base item. Damaged areas shall return to their original condition.

5.0 Deliverables / Schedule
• (5.1) Status Reports: The contractor is required to provide progress reports to COR, when requested, for the entire duration of the project. The progress report shall cover all work completed from the beginning until the day of request and shall present all work to be accomplished in the future. This report shall identify any problems that have arisen but have not been completely resolved and provide an explanation.
• (5.2) Schedules: Contractor shall work with CO/COR to submit weekly schedules or a schedule for entire project. These schedules shall include dates with tasks to be completed and shall be submitted to the CO/COR at least two (2) business days before work begins (due date may be changed by CO).

Manuals and Warranties
Contractor shall provide 1 printed manual and 1 electronic manual to the CO/COR detailing operation of electrical/heating systems and listing all future maintenance required. Contractor shall provide warranties for all applicable manufactured parts and for all labor completed.
Any time before project closeout but no later than 30 days after project completion
6.0 Location
The buildings to receive contracting work are residential dwellings within Shadow Mountain Village located at 34 GCR 66 Grand Lake, CO 80446.
“USFS Shadow Mountain Work Center”, or Shadow Mountain Village, is located approximately 67 miles from
Idaho Springs, CO or 12 miles from Granby, CO

7.0 Contractor’s Key Personnel
KEY PERSONNEL (48 CFR § 452.237-74):
(a) The Contractor shall assign to this contract the following key personnel: PROJECT MANAGER
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within fifteen (15) calendar days after the occurrence of any of these evens to provide the information required by paragraph (c) below. After the initial ninety
(90) day period, the contractor shall submit the information required by paragraph (c) to the Contracting Officer at least fifteen (15) calendar days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the person(s) being replaced. The Contracting Officer will notify the Contractor within fifteen
(15) calendar days after receipt of all required information, of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.
8.0 Site Access and Hours of Operation
Period of Performance: 07/01/2026 – 11/01/2026 o Access to the buildings will need to be coordinated with CO/COR and staff on-site. COR or Government Technical Monitor will make sure that contractors have access to the eight (buildings)
Work being conducted in occupied homes shall require twenty-one (21) days’ notice to coordinate with tenants.
o Shadow Mountain village is a site with administrative offices and residential properties. Hours of operation shall be 0800-1700 MSDT Monday-Friday.
o There might be other contractors and personnel on-site, so we encourage everyone to be mindful of each other.
o Contractor and their staff can use utilities on site including water, restroom, and electricity. Applicable locations will be shared with contractor during pre-work meeting.
o Camping on-site will not be permitted for this project.
