About this file
This document is a project specifications file for the High Sierra Demo - Admin and Rec Facilities Rehab project for the USDA Forest Service, located at the High Sierra Visitor Information Station on Kaiser Pass Road.
The specifications establish comprehensive requirements for demolition and construction waste management. Contractors must submit a waste management plan within 7 days of the Notice to Proceed, detailing waste identification, reduction strategies, and cost/revenue analysis using consistent units of measurement. Waste reduction progress reports using Form CWM-8 must accompany each Application for Payment, including generation points and total waste quantities in tons. The contractor must implement salvage and recycling operations for non-hazardous demolition waste, with demolition waste becoming contractor property unless otherwise specified. Historic items, relics, antiques, and similar objects discovered during demolition remain owner property and must be carefully salvaged and promptly returned. Landfill and incinerator disposal records with manifests, weight tickets, receipts, and invoices are required for verification.
Demolition procedures require compliance with applicable codes and EPA regulations, with hazardous materials discovery triggering work stoppage and COR notification. Contractors must perform demolition to maximize salvage and recycling, obtain required permits, prevent catastrophic collapses, and minimize dust production. Debris must be removed from Forest Service lands and disposed off-site. Below-grade construction within the footprint of new construction and 5 feet outside must be demolished to 12 inches below grade and filled with satisfactory soil materials. Site restoration includes filling voids with on-site subsoil free of lumps larger than 3 inches and rocks larger than 2 inches, with slopes grading away from buildings at minimum 2 inches per 10 feet.
