About this file

This is Amendment 02 to Solicitation 127EAW26Q0024, issued by USDA Forest Service CSA Intermountain 8 on July 13, 2026, for the High Sierra Ranger Station Demolition project located on the Sierra National Forest. The amendment establishes a Period of Performance from September 21, 2026 to November 20, 2026 and includes site visit information, questions and answers clarifications, and building asbestos reports. Key contractual requirements include complete demolition of all structures with full removal of concrete foundations, slabs, piers, and footings with no concrete to remain in place. The contractor is responsible for disconnecting and capping all utilities prior to demolition, removing and pumping existing sewage from the approximately 1,000-gallon vault toilet system, disconnecting propane tanks prior to demolition with underground gas lines to be removed, and removing all loose debris from the site. Site restoration requires making the demolition locations smooth and level but excludes seeding and landscaping restoration. The contractor must provide portable toilets for the contract duration, maintain a traffic control plan since the public road serving Bolsillo Campground remains open during construction, and comply with California's 65% nonhazardous construction and demolition waste recycling mandate.

Environmental and personnel requirements specify that only asbestos testing has been conducted with no asbestos found; lead-based paint testing is the contractor's responsibility. The contractor must comply with OSHA regulations CFR 1910.1200 and 1910.1025 and use lead-safe disposal practices. Personnel restrictions prohibit one individual from holding more than two positions (superintendent, SSHO, or QC manager), and the fire patrol person must be a separate individual. Access to Kaiser Pass Road, a single-lane road with occasional pullouts, requires a pilot car for heavy equipment. Equipment requires inspection before entering the forest with no weight restrictions. Weather delays may or may not be granted as excusable delays, making winter shutdown considerations a contractor responsibility. Contractors are responsible for obtaining all permits required by Federal, State, or local regulations.

The following questions and answers are being provided for informational or clarification purposes only

Q: Are RVs allowed in the campground? If so, what size? It was noted that trailers were able to be used in the campsites. What are the size restrictions?

A: At the High Sierra Ranger Station there are three camp sites. A small trailer could fit in these slots. The actual size is not known. These sites are first come, first serve. Contractors will need to provide power and water. Three miles away is the Mono Hot Springs resort, cabins may be available to rent.

Q: The fill material is listed as subsoil excavated on-site. Are there additional stockpiles of soil on site?

A: No. The sites are rocky and soil is limited. The demolished vault toilet pit will not be required to be back filled. A protective barrier will be required to prevent injury to the public.

Q: The scope of work calls for the demolition of electrical conduit and plumbing. Are we to demo the water lines as well?

A: Yes. The water lines will also be demolished.

Q: Will we need frog crossing escorts? What hours if so?

A: The 2026 60-day dispersal period for YOTO around Kaiser Pass Mdw is July 21. After that date, contractors will be cleared but will still be required to drive 10 MPH and watch for toads in that ½ mile, especially when a rain even (thunderstorm) occurs.

July 13, 2026

Q: What is the weight restriction for equipment?

A: There are no weight restrictions for the equipment, however, they will need to be inspected before entering the forest.

Q: Is there an existing hazardous materials survey?

A: A survey for asbestos has been carried out in all but the Trash Building FS2350 (See attached Reports). No asbestos was found. No Lead-based paint testing was performed.

Q: Asbestos / lead. Please also confirm that if asbestos or lead-based paint is later discovered, abatement is outside the base scope and handled by contract modification / equitable adjustment

(FAR 52.243-4 / 52.236-2).

A: The EPA (Environmental Protection Agency) Lead Renovation, Repair, and Painting Rule, does not apply to total demolitions; however, we recommend Contractor’s test for lead base paints and use lead-safe disposal practices during demolition activities. Contractors must adhere to OSHA regulation CFR 1910.1200 and 1910.1025.

Q: Completion date & weather. The SF-1442 requires completion within 80 days of NTP (mandatory), while the cover lists 7/13–9/30/2026. If NTP is issued after 7/13, does the 80-day duration govern, or is 9/30/2026 fixed? Please also confirm weather/winter-shutdown days will be granted as excusable time extensions (FAR 52.249-10).

A: Amendment 01 posted to SAM.gov 7/1/26 has changed the estimated start and completion date. It is a contractor’s responsibility to consider reasonable winter shutdown days into their schedule. Weather delays may or may not be granted as excusable delays.

Q: Public road & campground during construction. A single-lane public road serving Bolsillo Campground runs through the work area. Will the Government close the road and/or campground during demolition and hauling, or must the contractor maintain public access with a traffic-control plan?

A: The road will not be closed. PG&E and private landowners will still need access through that area, so a traffic control plan will be required upon award.

Q: Per page 07 of the solicitation documents (see attached) indicate that the contractor is to supply temporary porta potties for the removal of Toilet Building FS1871. No duration is provided or specified in the documents. Please provide a duration that these will need to remain onsite.

A: Porta Potties are to be provided for the duration of the contract. When the contract is complete then the porta potties can be removed.

Q: Drawing "G2" Demo Vicinity Map (see attached) indicates that repairs are to be made to an unidentified structure; the bid form and other project documents do not indicate repairs are to be made to any buildings or structures, and only demolition is to occur. Can you please confirm this information.

A: Correct. There are no repairs on the Demo solicitation.

Q: Foundation Demolition: Please confirm which specific structures require full removal of concrete foundations, slabs, piers, or footings, and which (if any) may remain in place.

A: All concrete is to be removed. No concrete is to remain.

Q: Sewage/Vault Pumping: Is the contractor responsible for pumping and removing existing sewage from the sewer vault system prior to demolition?

A: Yes. The contractor is responsible for removing and pumping existing sewage.

Q: Sewer System Condition: Please provide the approximate volume, capacity, or current condition of the vault/sewer system to allow for accurate subcontractor pricing.

A: The vault toilet is approximately 1000 gallons.

Q: Fuel/Propane Tanks: Confirm if existing propane and fuel tanks will be decommissioned and removed by the Owner prior to the contract start, or if they are to be included in the contractor's scope of work.

A: The propane tanks are to be left in place. It was mentioned at the site visit that the propane line would remain, but the gas lines underground will need to be removed by the contractor.

Contractor shall disconnect propane tanks prior to demolition.

Q: Utility Disconnects: Confirm that all electrical systems, panels, generators, and plumbing utilities will be disconnected, capped, and de-energized by the Owner prior to the contractor mobilizing on-site.

A: Contractor is responsible to disconnect and cap all utilities prior to demolition.

Q: Loose Debris Scope: Please confirm if the loose debris and garbage located behind the roof-damaged structure is to be cleared and disposed of by the contractor.

A: Yes. Debris behind and around structure FS2307 is to be removed.

Q: Disposal & Recycling Constraints: Please provide any project-specific disposal or recycling diversion requirements and note if local disposal facilities have known restrictions regarding this project's waste.

A: California mandates the salvage, reuse, or recycling of at least 65% of nonhazardous construction and demolition (C&D) waste. C&D debris is restricted at county landfills. Loads must be under 3 cubic yards or comprise less than 20% of a mixed load. Large roofing, landscaping, and major remodel materials must use private roll-off bins. Contractor is required to confirm requirements.

Q: Hazardous Materials: Please confirm if a hazardous material survey (covering asbestos, lead-based paint, mercury, PCBs, etc.) has been performed for these structures. If available, please provide the report; if unavailable, please clarify if the contractor should carry an allowance for testing.

A: Only asbestos testing has been conducted. All other testing is the responsibility of the contractor.

Q: Can one person "triple hat" as Superintendent, SSHO and QC Manager?

A: No. The most positions an individual can hold will be two positions, and they must be qualified to perform those duties.

Q: Please provide the site visit attendee sign in sheet.

A: See the list of attendees above.

Q: (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

A: The buildings will not be occupied during completion of the contract work.

Q: Is there a bulk water fill, i.e. a hydrant or water source we can pump from for grading operations in close proximity?

A: There is not a bulk water source. There is water on site, but the spickets are ¾ inch.

Q: Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

A: Asbestos testing has been conducted and tests results are attached. Lead testing has not been performed.

A: Work is estimated to start September 15, 2026.

Q: Are third party inspections required?

A: No, third party inspections are not required; however, contractors are responsible for quality control.

Q: Is permitting required?

A: Refer to Specification 024100 Demolition. Contractors are responsible for obtaining any permits required by Federal, State or local laws or regulations. Also see Attachment 1 – Solicitation, Pg 9, (h)(6).

Q: Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.

A: No, but the location where the buildings were, are required to be made smooth and level.

See Specifications 024100 Structure Demolition, 3.85 Site Restoration, and 312323 Fill.

Q: Can the Superintendent dual hat as the SSHO or QC?

A: The superintendent can be both the Superintendent and Quality control as long as the individual performing both roles is qualified.

Q: Can the Fire Patrol Person also serve as SSHO or QC?

A: No. The fire patrol person is required to be a separate individual.

Q: Are pictures or as-builts available?

A: The drawings that are with the solicitation are the only as-builts available.

Q: Are contractors responsible for removing bathroom vault? If so, is there dirt on site available to back fill?
