About this file
This document contains three Statements of Work (SOW) for janitorial services covering three zones (East, West, and Linville) of the Grandfather Ranger District in Pisgah National Forest in North Carolina. Each SOW details specifications for cleaning and maintaining restroom facilities and removing trash at multiple recreation sites.
Grandfather East Zone covers three sites: Brown Mountain OHV Area (open April 1–January 1, cleaned 1x weekly), Wilson Creek Day Use Area (open year-round with 3x weekly cleaning May 15–September 15, then 1x weekly), and Mortimer Campground (open April 1–November 1, cleaned 2x weekly). The zone includes vault toilets and flush facilities with varying numbers of toilets and bear-proof trash receptacles. Grandfather West Zone includes Curtis Creek Campground (April 1–December 31, 2x weekly), Catawba Falls Trailhead (year-round, 3x weekly), Old Fort Picnic Area (year-round, 1x weekly), and Old Fort Gateway Trailhead (year-round, 2x weekly). Grandfather Linville Zone covers Linville Gorge Information Cabin (year-round, 1x weekly), Wisemans View Trailhead (year-round, 1x weekly), and Table Rock Picnic Area (April 1–January 1, 1x weekly). All cleaning tasks include floors, walls, toilets, hardware, mirrors, exterior surfaces, and cobweb/pest removal. Contractors must supply all cleaning agents, tools, pressure washers, and water where needed; the Forest Service provides toilet paper and trash bags. Trash collection and off-site disposal are required per schedule, with monthly washing of bear-proof containers using disinfectant. Contractors must comply with CDC cleaning guidelines and EPA disinfectant standards, use bio-based products per federal requirements, provide qualified English-speaking staff, and designate a daily operations supervisor available within two hours of the sites. Compensation is full cost reimbursement through the IPP system; the Forest Service handles repairs for normal wear and tear and infrastructure maintenance. Non-compliance is addressed through 24-hour correction notices with follow-up inspections, and the Forest Service may perform work and deduct costs if correction fails.
